Best Management Practices for Homeowner Associations in Laguna Niguel


In order to comply with the City of Laguna Niguel’s Stormwater Local Implementation Program (LIP), all HOAs are requested to comply with these Best Management Practices (BMPs) mentioned below.


Additionally, all Maintenance Activities require all managers, employees, and subcontractors to implement the Best Management Practices. 


BMP's - Landscape Maintenance:

  • Keep green waste, grass clippings, dirt, landscape chemicals, and fertilizers out of the gutters and storm drains. 
  • Keep pet feces out of the storm drains.
  • When removing pet/wildlife feces, or doing routine tidying, use “pick-it-up” methods such as sweeping, scooping, or absorbing instead of washing or blowing into the gutter, street or storm drain.
  • Eliminate discharge of landscape irrigation runoff to the City storm drain system.
  • Minimize use of raw manures, use of quick-release fertilizers, use of herbicides, insecticides and rodenticides.

May 15, 2024 - Commissioner Ricardo Lara informed members of the Assembly Insurance Committee about significant progress toward California’s largest insurance reform in 30 years. In prepared remarks, he detailed next steps to implement his comprehensive Sustainable Insurance Strategy in concert with support from the Governor and Legislature through the budget process.

AB 1458 Stop, Adjourn, Then Proceed: New Reduced Quorum Requirements Help Make Every Vote Count


April 1, 2024 - Recent legislation has provided various tools to remedy the difficulties that many associations face due to the lack of member participation in director elections. AB 502 went into effect in 2022, permitting elections by acclamation when the number of qualified candidates running for a board of directors is less than or equal to the number of positions to be filled (subject to several procedural requirements). Recently, AB 1458 was also enacted to address the inability of many associations to reach quorum due to lack of voter participation. This article describes the framework of AB 1458, including its limitations, and details how to comply with the new law so associations can take advantage of reduced quorum requirements and achieve a successful election of directors.

Going Virtual: The Pros and Cons of Online HOA Board Meetings


April 5, 2024 - California’s Civil Code Section 4926 now allows community associations to conduct board and membership meetings entirely online without having a physical location. While the benefits of online board meetings are readily apparent, virtual meetings come with pluses and minuses that boards should weigh carefully. Here is an overview of key benefits as well as areas needing attention when taking board business online.
