SEPTEMBER IS SUICIDE PREVENTION MONTH


Most Americans receive their healthcare from primary care physicians. The frequent contact with patients creates opportunities for physicians to identify and address suicide risks. Research tells us that people who die by suicide are more likely to have seen their primary care provider shortly before their death than any other healthcare professional. At any given time, many of your patients are experiencing stress and anxiety, and some are having thoughts of suicide. While your patients present with many different concerns, it might be the concern they withhold from you that leads to tragedy. Below are resources for you to use and share regarding suicide and primary care.


NATIONAL CHILDHOOD OBESITY AWARENESS MONTH


Sponsored by the Centers for Disease Control and Prevention (CDC), National Childhood Obesity Awareness Month is a time to promote healthy growth in children. The CDC provides Tips to Help Children Maintain a Healthy Weight. For guidance on healthy eating, check out the latest edition of the Dietary Guidelines for Americans. You can also share the MyHealthfinder resource for parents on helping kids stay at a healthy weight. 

FOOD IS MEDICINE


Health Colorado’s Community Reinvestment grants have provided much needed support to many community agencies serving Medicaid members. One of the most interesting ones is Project Angel Heart. Health Colorado funded a $104,900 grant to provide 5,285 medically tailored meals to 133 people. Read the entire article for more information.

COLORADO'S CANADIAN DRUG IMPORTATION PLAN


The Polis-Primavera administration and the Colorado Department of Health Care Policy & Financing  have announced partnerships with key supply chain partners that will help Colorado operationalize the importation of lower cost medications from Canada to save people money, while ensuring the health and safety of Coloradans. Colorado’s Canadian Importation Program, once approved by the Food and Drug Administration (FDA), is poised to save consumers and employers an average of more than 60% on prescription medications. For more information, read the press release. 

NEW EMERGENCY DEPARTMENT UTILIZATION REPORT


The Colorado Department of Health Care Policy & Financing has released its first ever in-depth analysis on emergency department (ED) utilization. Topics include which members use the ED most often and why, the impact COVID-19 has had on the ED, opportunities for improving the health care safety net, and spotlights on behavioral health and housing issues. The Department maintains an internal data dashboard on ED utilization and will continue to monitor trends over time. Check out the report here. 

REPORTING ADVERSE INCIDENTS

 

Managing care effectively and assuring the safety of members is a principal philosophy of Beacon Health Options Colorado. Every provider is required to report incidents involving Medicaid members who have either harmed or and occurrence exists with had the potential to harm a member. This includes members receiving services now, and those discharged in the last 90 days. Click here for information on the requirement.

HEALTH FIRST COLORADO DATA ANALYTICS PORTAL (DAP)

 

For Primary Care Medical Providers (PCMP)-

 

To support the Accountable Care Collaborative's (ACC's) goal of improving member health and reducing costs, the Colorado Department of Health Care Policy & Financing (HCPF) along with IBM Watson Health have created this data analytics tool for PCMPs and Regional Accountable Entities (RAEs) for population and performance information. ONLINE PCP TOOLKIT FOR BEHAVIORAL HEALTH CARE MANAGEMENT


Primary care settings are increasingly the first line of identification for behavioral health (BH) issues.  As your patients’ primary medical practitioner, you already know the large number of patients who present with both physical and behavioral health disorders. Beacon Heath Options (Beacon) supports PCPs as the locus of treatment for a wide variety of BH diagnoses. To that end, Beacon offers PCPs this toolkit to help with identification and next steps in treatment of BH conditions. Click here to access the PCP toolkit online resource.

PRESCRIBER TOOL PRE-ALTERNATIVE PAYMENT MODEL (APM) PROVIDER TOOLKIT

 

The Colorado Department of Health Care Policy & Financing has designed this toolkit to help guide practices through steps to participate in the Pre-APM phase of the Prescriber Tool APM. This Tool refers to a collection of capabilities that healthcare providers can access through their Electronic Health Records (EHR) system, including prescription benefit information, electronic prior authorization, and access to an opioid risk module for Health First Colorado members. Click here for more information, FAQs and additional links.

REMINDER TO VERIFY PROVIDER LICENSE STATUS

A Message From The Colorado Department of Health Care Policy & Financing

 

Providers are reminded to keep licenses up to date. If a provider has recently received a notification about an expired license, the status can be confirmed by logging into the Provider Web Portal to verify the license status and update licenses as applicable.

 

1.     Login into the Provider Web Portal. Note: Delegates have limited access, check with your

       administrator if your access allows updating capabilities for licensing.

2.     Select Provider Maintenance, twice.

3.     Click on Provider Identification Changes.

4.     Result: All applicable licenses that are on file and associated with the portal account will display.

INCORRECT HEALTH FIRST COLORADO MEMBER BILLING

From Colorado Department of Health Care Policy & Financing


Health First Colorado members cannot be billed for services covered by Health First Colorado.


Providers cannot bill members in the following circumstances:


Third-Party Liability (TPL) co-pays and deductibles – Providers cannot bill members

for the difference between commercial health insurance payments and the billed

charges when Health First Colorado does not make additional payment. The provider

also cannot bill members for co-pay or deductibles assessed by Third-Party Liability

(TPL) (commercial insurance). Refer to the General Provider Information Manual for more

information.


Delayed Notification of Eligibility from the member - Providers must verify eligibility

within a timely manner.


Claim denials - Timely filing, place of service invalid, contract invalid, or other

denials for the line item or the entire claim are not valid reasons to bill the member.


Provider is not enrolled with Health First Colorado - Once the services have been

rendered to the member, the provider must enroll with Health First Colorado in order

to receive payment. The provider may not bill the member if they choose to not

enroll.


Providers shall not send overdue Health First Colorado member accounts to collection

agencies unless the billing is for a non-covered service and the member has reneged on a

written payment agreement.

ACCOUNTABLE CARE COLLABORATIVE (ACC) PROVIDERS: UPDATE TO ACC MEMBER DISENROLLMENT RULES

From Health Care Policy and Financing (HCPF)


Effective June 15, 2022, ACC disenrollment rules will be updated. Previously, when a Primary Care Medical Provider (PCMP) updated their accepted age ranges for member enrollment, the change would not affect enrolled members. Beginning June 15, when a PCMP updates the accepted age ranges, all geographically attributed members who fall outside the PCMP’s accepted age ranges will be disenrolled at the end of the month in which the updates are made. This change will not affect members who are attributed via client choice or via claims history. PCMPs should work with the Regional Accountable Entities (RAEs) to ensure that all accepted age ranges are accurate.

HOME AND COMMUNITY BASED SERVICES FOR PERSONS WITH INTELLECTUAL AND/OR DEVELOPMENTAL DISABILITIES WAIVER PROGRAMS


The Home and Community Based Services (HCBS) waiver programs provide Health First Colorado members who meet special eligibility criteria access to additional services in their homes and communities as an alternative to institutional care. Level of care determinations are made annually by the case management agencies (aka Community Centered Boards). Members must meet financial and medical eligibility, as well as program-specific criteria to access services under a waiver. The applicant must be at risk of transition to a nursing facility, hospital, or Intermediate Care Facility for Individuals with Intellectual Disabilities (ICF/IID). To utilize waiver benefits, members must be willing to receive services in their homes or communities. COVID-19 OUTPATIENT THERAPEUTICS FLOWSHEETS AND RESOURCES


The Colorado Department of Public Health and Environment has provided the following checklists with resource documents which is intended to assist prescribing providers with their assessment of the utilization of these particular therapeutic selections.


FREE COVID-19 SELF TESTS

COVID-19 THERAPEUTICS PROGRAM FOR HEALTH CARE PROVIDERS


In an ongoing effort to decrease hospitalizations for at-risk Coloradans by ensuring access to COVID-19 therapeutics, we are sharing information provided by the Colorado Department of Public Health and Environment (CDPHE) for health care providers. Included here is updated National Institutes of Health (NIH) recommendations, as well as provider eligibility and enrollment information for both the CDPHE Therapeutics program and Health and Human Services (HHS) Test to Treat program, Health care providers are encouraged to learn more about these lifesaving treatments and talk about them with patients who may be eligible to receive them.

BIPOC PARENT VIRTUAL LISTENING SESSIONS


This fall members of the Exceptional Student Services Unit from the Colorado Department of Education are hosting BIPOC Parent Listening Sessions. The priority is to attend to the perspectives of representative voices when making decisions about policy, training and supports designed for students with exceptionalities. The desired outcome for these four fall listening sessions is to learn from parents about ways to better serve and support BIPOC students with exceptionalities. Below are English and Spanish flyers announcing the sessions which start September 10th. This new ECHO series serves as a virtual space where primary care providers and specialists can collaborate to increase access to care for patients with urologic conditions. ECHO participation will also enable connections between healthcare providers, maximizing patient evaluation and facilitating consultations and co-management among primary care providers and specialists.

This ongoing series will allow participants to share de-identified cases, including de-identified patient imaging, and ask questions for peer-to-peer and specialist consultation to support one another in patient diagnosis and management.

RHEUMATOLOGY IN PRIMARY CARE

IMPROVING EQUITY IN MENOPAUSE CARE

The goal of this series is to improve patient care experiences and access to high-quality healthcare for women from diverse racial and ethnic groups who are experiencing menopause. The seven-session series will provide an evidence-based comprehensive curriculum covering the current state of knowledge on racial and ethnic disparities, opportunities to increase provider self-awareness and confidence and opportunities improve communication with patients. Sessions include short lectures and case-based discussions. Participants will have the opportunity to apply their knowledge actively in immersive experiences with virtual reality avatars.
