Message From the City Manager

Greetings City of Grover Beach,


I hope you are doing well and enjoying your summer. The heat has certainly been the story around the state, though thankfully we’ve stayed relatively cool at the coast. Our mild weather has helped lead to an influx of visitors into our area to not only enjoy the weather but our wonderful shops, restaurants and beachfront amenities. We appreciate our visitors who enjoy Grover Beach and generate tax dollars to support local services and projects that benefit our community.


If you’ve been around Grover Beach this summer, you’ve seen the extensive construction activity on West Grand Avenue. Mixed-use developments approved by the Planning Commission in 2023 are replacing vacant lots and buildings in the heart of our city and bringing new housing units and additional commercial retail space to our “Main Street.” In addition, the City’s West Grand Avenue streetscape project continues its progress with storm drain installation requiring significant traffic control. Project construction updates are available on the City’s website. While we are excited for the benefits of this project, we know the construction impacts are significant to our local businesses. The City has partnered with the South County Chambers of Commerce on a “Buy Local” program to encourage people to shop or dine at businesses in the affected construction area. More information about this program and a form to submit receipts totaling $100 at participating businesses to receive a $25 gift card can be found online.


An annual summer highlight in Grover Beach is our Summer Concert Series on Sundays from 3-6 p.m. in Ramona Garden Park. If you haven’t been, you’re missing out on a wonderful, free community event that brings people together from throughout our City and surrounding area. Our concerts feature great music from a variety of artists and food trucks and other vendors along with the Rotary Club beer and wine booth to provide amenities for your concert enjoyment. We have three concerts left through Aug. 18, and we look forward to seeing you there.


Speaking of community events, we have some other great upcoming events to enjoy. Our Police Department is hosting the 2nd Annual Back to School Movie Night on Friday, Aug. 2, at 16th Street Park. The free event opens at 4:30 p.m. and the movie “Despicable Me” will be shown at 6:30 p.m. Enjoy free snacks and drinks, enter exciting raffles and explore public safety at this fun night for families of all ages. The annual National Night Out is also coming up on Tuesday, Aug. 6, and encourages neighbors to get together in their neighborhoods. The Police Department will visit those neighborhoods that are organizing such an event. To register, visit the National Night Out website.

Grover Beach Police Department Hosts Back to School Movie Night and Encourages Community Participation in National Night Out

The Grover Beach Police Department is excited to present two upcoming community events: the 2nd Annual Back to School Movie Night on Friday, Aug. 2, and National Night Out on Tuesday, Aug. 6. Both are aimed at fostering neighborhood connections and providing family-friendly entertainment. 


“Grover Beach is thrilled to support these community events organized by our dedicated Police Department,” said Grover Beach Mayor Karen Bright. “Both the Back to School Movie Night and National Night Out not only bring our neighborhoods closer together, but they also offer families an opportunity to enjoy quality time in a safe and welcoming environment.”

Grover Beach Celebrates Mixed-Use Project Groundbreaking on WGA


On June 27, the City celebrated a groundbreaking for a mixed-use project at 401 West Grand Avenue, which will provide 59 residential units and 6,900 square feet of ground-floor commercial space. This project represents continued progress towards implementing the West Grand Avenue Master Plan and enriching a key gateway intersection to downtown.

Nomination Period Opens for Nov. 2024 Election


The nomination period is now for the Nov. 5, 2024, municipal election. The following seats are up for election in Grover Beach:


  • Mayor: A full two-year term ending in 2026
  • District 3 Council Member: A full four-year term ending in 2028
  • District 4 Council Member: A full four-year term ending in 2028.


The deadline to submit nomination papers is Aug. 9 at 5 p.m for Districts 3 and 4 Council seats and Aug. 14 for the Mayor’s seat.

Janet Reese - Associate Planner

Meet Janet Reese, an Associate Planner in the Community Development Department!


Janet joined the City team in 2004 as a Building and Planning Technician and has since advanced to her current role. With a degree in Forestry and Natural Resources from Cal Poly San Luis Obispo, Janet has been pivotal in managing the City’s Community Development Block Grant program, securing over $11.5 million in funding for water line upgrades and other projects.


In her free time, Janet enjoys baking, crafting and volunteering. She’s proud of her daughters — one with a B.A. in Studio Arts and the other finishing her A.S. in Culinary Arts.


Let’s celebrate Janet for her outstanding contributions and dedication to our City!

In 2023, as in years past, Grover Beach's tap water quality met all State and Federal drinking water standards.

Special vs. Temporary Event Permits

I'm hosting an event! Does the City require a permit?


1. Garage or Yard Sale: Garage and/or Yard Sale “events” DO NOT require a permit. However, a garage or yard sale is subject to the standards listed in the Grover Beach Municipal Code (GBMC) Article IX, Section 4.10.077.


2. Promotional Event with Fewer than 100 People: This type of temporary event DOES require a permit. A Temporary Use Permit may authorize short-term activities that are not exempt from a permit (i.e. Garage or Yard Sale, fundraising event). A complete list of allowed short-term activities that require a TUP can be found in the GBMC Article IX, Section 6.20.080.F.


If you are interested in hosting a promotional or similar type of function or event, please contact the Community Development Department at (805) 473-4520 or by email at comdev@groverbeach.org at least two weeks prior for an application and required fees.


3. Birthday Party with More than 100 People at Ramona Garden Park: An event with more than 100 people in attendance is considered a “Special Event." If hosting an event with more than 100 people, a Special Event Permit is required and subject to the requirements listed in GBMC Article III and an application fee.
