Dear JPAC Advocate:
We are please to inform you that Governor Brown signed the following JPAC Advocacy Day bills into law:
Immigration Bills:
AB 291 (Chui): Protects immigrant tenants from intimidation and retaliation by landlords. The bill was signed into law by the Governor on October 5th.
AB 699 (O'Donnell) This bill will protect students' privacy regarding their immigration status, as well as ensure that schools take necessary steps to protect them from potential immigration enforcement raids taking place at school sites. The bill was signed into law on October 5th.
SB 29 (Lara) The bill will block the expansion of for-profit detention of immigrants in California. Specifically, the bill will prevent local California governments from entering into a contract or renewing or modifying contracts with for-profit companies and U.S. Immigration and Customs Enforcement to hold immigrants. The bill was signed into law by the Governor on October 5th.
SB 31 (Lara) This bill protects the safety and well-being of all Californians by ensuring that state and local agencies and personnel do not participate in, or use agency resources to create, a registry, list, or database of individuals based on religious beliefs, practices, or affiliations or national origin or ethnicity. The bill was signed into law by the Governor on October 15th.
SB 54 (De Leon), JPAC worked alongside with a variety of religious organizations within the Interfaith Coalition to support the California Values Act, which protects the safety and well-being of all Californians by limiting the involvement in the state and local law enforcement agencies in federal immigration enforcement and ensures that state and local resources are not used to fuel mass deportations, separate families, and ultimately hurt California's economy. The bill was signed into law by the Governor on October 5th.
AB 3 (Bonta) This bill would allow public defenders' offices to gain critical expertise on the immigration consequences of criminal convictions by providing state funding for in-house immigration attorneys, legal trainings, written materials, mentoring, and technical support on these complex legal issues. The issue was successfully dealt with in the state budget.
SB 6 (Hueso) This bill would provide access to qualified counsel to immigrants in deportation or removal proceedings. The issue was successfully dealt with in the state budget.
AB 3 (Bonta) and SB 6 (Hueso) were settled through the trailer bill language that was adopted in SB 89 that allows for expenditures to aid legal services for immigrants. SB 89 included $30 million for 2017-18, 2018-19, and 2019-20 to augment existing funding of a $15 million base, bringing it to a total of $45 million for 2017-18, 2018-19, and 2019-20.
Anti-Poverty bill:
AB 1520 (Burke) Lifting Children and Families out of Poverty task force. This bill will provide comprehensive strategies and research-backed solutions to reduce child poverty in California. The bill was signed into law by the Governor on October 2nd.
California Non-profit Security Grant: JPAC was successful in its major budget request to add $2 million dollars to the State budget for the California Nonprofit Security Grant Program for nonprofit organizations potentially targeted by hate motivated violence.
The Governor approved the Budget Committee's decision to pass the Nonprofit Security Grant in June. On September 8th the California Governor's Office of Emergency Services (CalOES) announced the recipients of the Federal 2017 Nonprofit Security Grant Awards, while the California State Nonprofit Security Grant Awards will be announced in late October.
