Regarding COVID-19

Effective March 1, 2022, the County will no longer require the Health Screening survey to be completed by employees and visitors upon entry to County buildings/locations. It is still recommended that visitors wear a mask, but is not required.


However, if you are not feeling well or you have symptoms that could be related to COVID-19, please refrain from entering a County building/location.

Hi Folks,


We hope this issue of Good Deeds finds you all safe and well. Featured in this issue is a report on our annual Veterans' breakfast, our Toys for Tots drive, an introduction to our new acting Recorder of Deeds, Diane O'Dwyer, sage words of advice from Bubbles the Bulldog, and more.


Folks, as the old saying goes, "All good things must come to an end." As we gave thanks for all our blessings this past Thanksgiving, I included near the top of my list eternal thanks for the time I served as your Recorder of Deeds. When I was first elected, I will never forget people telling me that I would be bored with this job. It's been anything but that from the very beginning. Starting with the first week when our IT team told us our storage system had been unsupportable for the past 18 months (we immediately scrambled and fixed it). Then, within a few months of taking office, a once-in-a-lifetime pandemic caused us to face a mandated shutdown. Our team knew that wasn't a viable option since the County and all its townships and school districts rely on the millions of dollars we generate every year and disperse monthly. So, for the first time in our history, we adapted and overcame to keep this office open remotely and by mail. We are extremely proud that we did our part to keep the wheels on the bus and continue dispersing that much needed revenue to all our municipalities and school districts, helping them to continue operating throughout the pandemic. The COVID crisis slowly faded but was quickly followed by the red-hot housing market and a record re-fi run that kept us on our toes. Through it all, despite national crisis, political turmoil, unprecedented workloads and personal loss, our team continued to put the public ahead of themselves to complete their mission.


I will miss them dearly and cherish the time we spent together, both good and bad. I can never thank them enough for all that they have done for this office and for this County. I leave you readers with this; you will not find a more dedicated group of public servants than right here at the Recorder of Deeds. Over the 339-year history of this office, Recorders have come and gone but the mission remains, and the tradition of service continues.


I remember, during the height of the pandemic, we had one of our many staff meetings. I could tell our team was tired, working hard, and under a huge amount of stress. There were so many unanswered questions and foreboding possibilities, yet they never complained. I mentioned to them that they were defining in real time the true meaning of public service. I got emotional when I recalled my own service in the 1st Infantry Division and their motto, "No mission too difficult. No sacrifice too great. Duty first." Truth is that our Recorders didn't have to be told that motto. They were living it. So, instead, we jokingly came up with our own creed: "Once a Recorder, always a Recorder." All joking aside, it is one of my greatest privileges and honor to have them tell me that now. As the newly elected State Representative for the 156th, I won't be far away and will be sure to stop by to say hello when I am able. But, for now, to all my fellow Recorders, past and present, farewell and God bless.


As always, we thank you for your continued support of our department. It is an honor to serve you, the public, to the best of our ability. We welcome any feedback to help improve and successfully continue our mission. We wish you and your families all the best during this Holiday season and afterward as we look forward to providing you with next month's issue of Good Deeds. A New Horizon


As we bid our current Recorder and the month of November farewell, we welcome a new, Acting Recorder of Deeds, effective December 1st. Diane O'Dwyer has been serving the Recorder of Deeds department as a Deputy since the beginning of 2020. However, her employment at the County of Chester as whole is even longer, with one year at Voter Services and another in the Commissioners' Office prior to joining the ROD. We are grateful for Diane's fulfillment of her duty to take the helm in Rep. Pielli's stead and are confident the department will be left in her very capable hands through the next municipal election.

Toys for Tots Collection at the Recorder of Deeds

Please bring a new, unwrapped toy or book to drop in our Toys for Tots Collection Box before the end of business on Wednesday, December 7th. The collection box is located directly inside or outside the lobby door of Suite 3302 (third floor). Toys for ages 0-18 are accepted. Items for ages 0-2 and 8+ are especially needed.


Not acceptable:

- Clothes

- Used toys

- Toys that look like weapons

- Toys with candy or food

- Toys with chemicals (i.e., experimental labs, acid, crystal projects, etc.)


Since 1947, Toys for Tots collects and distributes toys to children from homes that cannot afford to buy gifts for the holidays. In that time, 627 million toys have been collected and distributed to 281 million children. The program is a 501(c)(3) not-for-profit public charity run by the United States Marine Corps Reserve Foundation. According to its website, it remains a top-rated charity, with more than 97% of donations going directly to its mission. The remaining 3% is spent on support, principally fundraising expenses—not one donated dollar goes to salaries or any other manpower costs.

Suggested items for older children may include Bluetooth speakers, sporting goods, board games, books, backpacks, purses and wallets, makeup and nail polish, bath gift sets, RC cars/trucks, hair tools, handheld electronics, skateboards/helmets, and more.



The local Toys for Tots branch serves all of Chester County, as well as a small portion of Montgomery County centered on Norristown that is not covered by another campaign.


Alternatively, you can make a monetary donation directly to the local Toys for Tots Foundation at chester-county-pa.toysfortots.org, or select and donate a toy online.

Another Year of Success at the ROD Veterans' Breakfast

The Chester County Recorder of Deeds hosted a free breakfast with a veterans’ affairs discussion and mini-expo on Wednesday, November 2nd, at the Laborers’ District Council Education & Training Center in Exton. Thanks to all of our guest speakers and sponsors for another fantastic event. Most importantly, thank you to all our County Veterans who attended. Special thanks to SGT Francis “Frankie” DiSanti, a 100-year-old WWII Army Veteran, for joining us. Frankie served in the Pacific theater, fought in the Battle of Luzon, and was awarded the bronze star. It was an honor and privilege for Chris to speak to Frankie and all the other Veterans who attended. The Recorder of Deeds staff takes great pride in their mission to serve our Veteran population and their families. If you missed this year’s event, sign up here to be notified about our next one.

The #RODTree

DID YOU KNOW? The Recorder of Deeds office in downtown West Chester houses an artificial tree that stays up all year round and is decorated with ornaments, garland, and trinkets for every occasion! That's right—Easter, general summer, and even Valentine's Day. The "ROD Tree" stands 6-feet tall and is a staple of the department which our customers admire and compliment on a regular basis when they see it in person. The various "toppers" tend to be a fan favorite especially. Currently, the tree dons fall finery (pictured here), which will be traded after Thanksgiving for a traditional winter holiday look that you would expect to see on a regular tree. Support an Eagle Scout's Vietnam Veteran Memorial Project at the Coatesville Christmas Parade!

Nathan Been from Boyscout Troop 51 of West Caln Township is conducting an Eagle Scout Service Project that honors local Vietnam Veterans and Vietnam Era Veterans in the Coatesville Christmas Parade on Saturday, December 3rd. The morning will start with coffee & donuts at the Coatesville V.F.W. Post 287 at 8 a.m., followed by the Coatesville War Memorial Globe "welcome home" ceremony at 9:15 a.m. (1st avenue) with a Presentation of Colors, Taps and laying of a memorial wreath prior to the parade. Can I pay for the transfer taxes required for recording my document with a credit card?

Bubbles says... "Ruh roh! You cannot pay for transfer taxes with a credit card during recording. You need two separate checks—one for the state tax and one for the local municipality tax. And remember... no personal checks!"
