FALL 2021

Starting with fall 2021, the township will be emailing separate newsletters:
- one dedicated to trash/recycling news,
- one dedicated to public works news, and
- one for general township department news.
This should make reading much easier and convenient especially if you are just looking for a specific detail on, for example, curbside yard waste collection or leaf collection.
And, as always, you are encouraged to share township emails with your neighbors, especially those who do not have access to the internet or may not have signed up for email via the township website.

The Planning & Zoning Office is responsible for enforcing Township Ordinances, as well as processing building & zoning permits, dumpster permits, Smoke Detector Certification, and zoning, property, and resident-related concerns. The various forms/applications for these processes can be found on the township website.

Sheds Decks, Patios, Garages and Fences….
Accessory Structures and Permits--Lancaster Township Zoning Ordinance defines accessory structures as a “detached, subordinate structure, the use of which is customarily incidental to that of the principal structure and is located on the same lot.”
Sheds, decks, patios, and garages are among such items regulated by the ordinance. Fences are considered accessory but have their own set of guidelines. It is very important that homeowners wishing to construct such things apply for a permit!!
If an existing structure being replaced is the exact size and in the same exact location, it might be considered maintenance and repair, and not require a permit. However, you should always check with the planning & zoning office first to be sure.
The placement of these structures may be limited due to their size, location, and proximity to property lines. Every lot is limited to the amount of new impervious surface, (hard surface, not allowing water to naturally infiltrate) depending on the lot size and zoning district of the property. This is an increasingly important factor as storm water runoff increases with the addition of new impervious surface.
Easement restrictions (above and below ground) are important as well. A property easement allows for an unobstructed access to facilities such as underground wires and pipes. There are utility easements such as gas, electric, sanitary sewer, and storm water, which in most cases prohibit the placement of accessory structures in them. Ground level easements for storm water are in place as well. Keep in mind, easements, especially in older homes, are not always clearly shown on deeds. The location is also critical to maintain the setbacks (required minimum distance) from the property lines.
Accessory structures require zoning permit applications and can usually be turned around in a few days. We want you to fully enjoy your homes and properties, but these regulations are in place for your safety, and for consistency in our communities.

So, we had a little “rain event” at the beginning of September…
|
Township staff implemented its planned preparations for large storms by setting up barricades to be deployed at known flood hazard areas, by clearing away debris and obstructions from various high-priority inlets & headwalls, and adjusting work schedules & operating hours to help keep everyone safe. Generally speaking, the plans worked. More than a few trips to the grocery store or to school/work had to be postponed or re-routed. A couple of motorists did learn their lessons the hard way not to drive through flooded sections of the roads. Many residents, including yours truly, had to endure water in their basement.

During some of the heaviest times of the downpour, several of us made our way to previously known areas of concern to observe how the runoff patterns, storm sewer, and detention basins were performing. Many of the recent improvements made certainly displayed their effectiveness. But, we know there’s still more work to be done.
Some of the work that needs to be done is by private property owners. All of us live uphill from somebody else and the swales, pipes, basins, etc. all work to help prevent damage. But, without being inspected and maintained, that infrastructure can’t continue to function. Much of the stormwater infrastructure in Lancaster Township is privately owned and the property owner on whose land the pipes, swales, inlets, and such is located are responsible for its inspection and maintenance. Please feel free to contact me if you have any questions about whether or not such infrastructure is on your property or not.
The Conestoga itself rose to an historic level, third highest according to some. Near the river, there’s almost nothing to be done but wait for the water to recede. Afterwards, the debris can be cleared away and the clean-up can begin. But, sometimes other damage may have occurred.
Large rocks can be unexpectedly moved by the large volume of water. Swollen waterways can further the erosion of streambanks and swales. Areas of scour or subsidence can present themselves. So, a full inspection of these conditions becomes critical after big storms. In this case with Ida being larger than a ten-year storm, inspections are required by the Stormwater Management Ordinance.
