CBHA Concludes Mental Health Awareness Month with Momentum
Greetings Colleagues!
In 1949, Mental Health Awareness Month was initiated by Mental Health America. CBHA kicked off Mental Health Awareness month by
joining our colleagues in the Senate Chambers
where Senator Beall introduced
SR 30
and recognized the organizations in attendance. We also joined several organizations and
participated in the health fair at the Capitol on
Mental Health Matters Day
.
This month, we held our annual Spring Policy Forum where we heard from representatives from: Governor Newsom’s Office, the Council on Criminal Justice and Behavioral Health, California Health Care Foundation, the California Future Healthcare Workforce Commission, Mental Health America Los Angeles, and many more. Last, we were delighted to have representatives from several organizations
join us as guests at our social hour

Updates from the Governor’s Office
Governor Newsom has been quite busy as well. Earlier this month, he announced the provisions in his May Revise. CBHA was thrilled to learn of the Governor’s focus on the social determinants of health and his behavioral health priorities. Specifically, we were pleased to read about the Governor’s commitment to building the health care workforce, addressing homelessness, and providing opportunities for those formerly incarcerated. We also appreciate his focus on promoting patient centered services that promote access to care such as whole person care, crisis hotlines, and telepsychiatry funding...

Health Subcommittee to Hold Hearing on Critical Health Care Extenders
Next Tuesday, the House Energy & Commerce Committee will hold a hearing next entitled “Investing in America’s Health Care.” The hearing will focus on both Medicare and Medicaid priorities including the Excellence in Mental Health and Addiction Treatment Expansion Act and Certified Community Behavioral Health Clinics.

National Council member - Mary-Catherine Bohan from Rutgers University, NJ – has been asked to testify before the Committee about their experiences as a CCBHC participating in the Medicaid demonstration.

Washington, D.C. – Energy and Commerce Chairman Frank Pallone, Jr. (D-NJ) and Health Subcommittee Chairwoman Anna G. Eshoo (D-CA) announced today that the Health Subcommittee will hold a hearing on health care extenders on
Tuesday, June 4 at 10 am in the John D. Dingell Room, 2123 of the Rayburn House Office Building. The hearing is entitled, “Investing in America’s Health Care.”

NATIONAL COUNCIL FOR BEHAVIORAL HEALTH WEBINAR
June is recognized globally as LGBTQ Pride Month, commemorating the advancement of LGBTQ social and political issues since the Stonewall Rebellion took place in New York City in 1969. Despite 50 years of ground-breaking history, health disparities still abound in LGBTQ communities. There is strong evidence that members of the LGBTQ community experience behavioral health conditions at a higher rate than heterosexuals, and that LGBTQ people of color are more disproportionately affected – suicide rates are twice that of their white counterparts. Further, health disparities are increased when many identities and experiences converge as with LGBTQ people of color.

Department of Health Care Services: Drug Medi-Cal Organized Delivery System (DMC-ODS) Webinars
The next DMC-ODS TA webinar will be held on Thursday, June 6
th from 4:00 to 5:00pm. This webinar will review Service Delivery Requirements specific to data collection and reporting and will be led by staff from the Department of Health Care Services.

In 2017, the California Department of Health Care Services launched the Whole Person Care (WPC) pilot program. It is designed to address not just the physical health, but also the behavioral health and social needs of Medi-Cal enrollees who require high-cost, complex care.
The California Health Care Foundation partnered with consultants at Intrepid Ascent to understand the technological barriers, successes, and opportunities that WPC pilots have encountered while working to coordinate care and share data.
Catalyzing Coordination: Technology’s Role in Whole Person Care Pilots summarizes these findings and is based on a survey of all 25 WPC pilots, plus multiple in-depth interviews.

SAMHSA New Publication
SAMHSA’s new brief,
Older Adults Living with Serious Mental Illness: The State of the Behavioral Health Workforce
, describes the state of the behavioral workforce for older adults living with serious mental illness (SMI). Population projections show that Americans are living longer, and that women typically outlive men. The population of adults that are 65 years old and over is becoming more diverse. Of the 49.2 million adults over 65 years old, 1.4 to 4.8 percent suffer from SMIs.
This brief provides a broad-based overview of workforce issues to consider when addressing the needs of older adults living with SMI. This brief includes information on:
- The changing demographics of the aging population
- Challenges faced by a provider workforce
- Workforce issues
- Ideas for strengthening the geriatric workforce to address SMI
