Grant Inventory Worksheet (GIW)

REVIEW NEEDED

DUE 6/30/22

Dear CT BOS Providers:


We have received the Grant Inventory Worksheet (GIW) from HUD and are required to review and submit any changes very quickly.  


Please review the list of projects (link below) to confirm that all information is correct and provide any changes to ctboscoc@gmail.com no later than 6/30/22. We will use the information listed in the attached document to populate the GIW unless you notify us otherwise.  


Please also review the details below and notify us by no later than 6/30/22 if any of these scenarios is applicable for your agency:


  • Please notify us of any budget changes approved by HUD since the 2021 awards.  Please note that BOS policy states that grant recipients are required to submit any proposed CoC project grant amendments to the relevant CAN for approval prior to submission to HUD and are also required to notify the CT BOS Steering Committee of any approved amendments.
  • Please notify us of any grant consolidations that have been approved by HUD or are pending HUD approval that are not already reflected on the attached document. 
  • Please notify us of any changes to grant expiration dates, for example, if you have extended a grant. It is imperative that all eligible renewal grants are listed on the GIW. Grants that are not listed on the GIW will not be calculated in the CoC's final HUD-approved Annual Renewal Demand (ARD) amount and may not be eligible for renewal.  
  • Let us know if the grantee for the project has changed.


Please carefully review the attached document and NOTIFY US IF YOUR AGENCY HAS ANY PROJECTS THAT ARE NOT INCLUDED THAT NEED TO BE RENEWED IN 2022, SUCH AS:

  • Grants awarded prior to the FY 2021 CoC Program funding process that will have an expiration date in CY 2023 (January 1, 2023 through December 31, 2023). 
  • Any grants renewing for the first time that will have an expiration date in CY 2023 (January 1, 2023 through December 31, 2023). 


COVID-19 Grant Agreement Amendments


Due to the COVID-19 pandemic, HUD allowed project recipients to amend FY 2018 and FY 2019 grant agreements to address local pandemic needs (e.g., move funds among BLIs). The grant agreement amendments fall into two categories:


Temporary -- Recipients moved funds among budget line items in a project in response to the COVID-19 pandemic. HUD assumes the grant agreement amendment to move funds in response to the COVID-19 pandemic are temporary; however, if these are intended to be permanent changes you will need to indicate such using the GIW Change Form. Changes not intended to be permanent are not to be included on the GIW.

The FY 2022 renewal project application must be submitted with:

  • the same amounts in the appropriate BLIs as submitted in the FY 2021 renewal project, or
  • if the project is still in its first-year status, with the same BLIs as submitted in the new project application.

Permanent --There are two types of permanent changes related to grant agreement amendments:

  • Grant agreement amendments submitted to the field office to extend the grant term for FY 2018 grants are permanent. This change impacted future renewals by permanently changing the grant’s performance period.
  • If a project recipient submitted a permanent request to amend the grant agreement during the COVID-19 waiver period, these changes must be reported through the GIW change form that is sent to the field office for review.


If a recipient amended its grant agreement to move funds from rental assistance to another BLI (e.g., supportive services) it cannot consider this a permanent change as a recipient cannot decrease the number of rental assistance units or the unit configuration to move funds to another BLI.


Please submit all information requested above to CTBOSCOC@gmail.com by 6/30/22. If we do not hear from you, we will assume that the information we have on record is correct.
