Global Support Disability Inclusion

The U.S. Department of State, Bureau of Democracy, Human Rights, and Labor (DRL) announces an open competition for organizations interested in submitting applications for programs to bolster non-governmental organizations’ (NGO) internal accessibility and inclusion policies and practices. An increasing number of organizations are recognizing the importance of inclusion of persons with disabilities into their democracy and human rights programming focusing on issues other than disability rights. While the interest to do more is present, many organizations lack the knowledge and technical expertise to be properly inclusive. This opportunity focuses on the inclusion of persons with disabilities and disabled persons organizations (OPDs) in broad based democracy and human rights programs operating in difficult or sensitive environments by ensuring that financial, administrative and program management areas of grants are developed and executed in an inclusive manner.
The program’s overarching goal is for NGOs to create and implement inclusive and accessible organizational practices and policies. To achieve this goal, program objectives include introducing programming that: (1) strengthens selected NGOs’ understanding of how to increase inclusion and accessibility for persons with disabilities in budgets, operations, and programs; and (2) advances the human rights of persons with disabilities by fostering a more enabling environment for their participation in all democracy and human rights related programs, including those funded by DRL.

Crime Victims' Rights Community Awareness

The goals of this project are to increase public awareness of crime victims’ rights and services nationwide during the 2025–2027 National Crime Victims’ Rights Weeks and strengthen the capacity of victim assistance agencies to develop a broad, collaborative approach to community awareness that highlights services for all types of crime victims.
This cooperative agreement will enable an organization to provide financial and technical assistance to approximately 300 communities (100 each year) nationwide to conduct public education and awareness activities on crime victims’ rights and services in their jurisdictions during the 2025–2027 National Crime Victims’ Rights Weeks.

This Research Announcement (RA), entitled Somnus (DARPARA2402), focuses on the identification of molecules and mechanisms of host interactions with the gut microbiome that are associated with the restorative effect of sleep on cognitive performance. To achieve this goal, funded studies will utilize an animal model of acute sleep deprivation and recovery, perform cognitive assessments that empirically assess the impact of sleep deprivation on performance, and collect biospecimens to generate a dataset that enables identification of pathways between the gut and the brain that correlate with changes in sleep pressure and cognitive function.

Advance Neural Circuitry Understanding of Mental Health Disorders

The purpose of this Funding Opportunity Announcement (FOA) is to encourage applications to pursue invasive neural recording studies focused on mental health-relevant questions. Invasive neural recordings provide an unparalleled window into the human brain to explore the neural circuitry and neural dynamics underlying complex moods, emotions, cognitive functions, and behaviors with high spatial and temporal resolution. Additionally, the ability to stimulate, via the same electrodes, allows for direct causal tests by modulating network dynamics. This FOA aims to target a gap in the scientific knowledge of neural circuit function related to mental health disorders. Researchers should target specific questions suited to invasive recording modalities that have high translational potential. Development of new therapies is outside the scope of this FOA, though development of novel tools/methods to enable relevant mental health studies is encouraged.
