Official Community Plan Kick-off Meeting
Colton Kirsop and Kevin Brooks, from McElhanney Ltd., (the project managers) shared a presentation to Council in preparation for the development of the Official Community Plan (OCP) draft. It highlighted the importance, new legislative requirements, and next steps for the team.
Our current OCP was adopted in 2011 and other than changes resulting from incidental amendments, the OCP has not been updated since. With significant changes to our community in economy, industry, and demographics, a fulsome review and update is in order as the OCP is foundational to most planning projects and land-use bylaws.
A workshop was held for Council on November 27th to allow McElhanney to understand the vision of the community and the wants Council hopes to see in the updated OCP.

WildSafeBC Annual Report
Kim Eglinski, Community Coordinator for WildSafeBC came to give Council a high-level oral report for 2023 as the contact ends on November 30th and the written report is still in draft, which will be presented to Council once approved.
Kim shared the positive work listing off actuals for; presentations, events attended, public reach, increased phone calls, social posts and followers, and bin tagging
This year's limitations were a lack of bin tagging and door-to-door canvassing due to extreme smoke from wildfires and a lack of public engagement for the Community Human Bear Conflict Management team's Open House.

Animal Control Bylaw Update & Policy Direction
While staff continue to draft a revised Animal Control, Pound, and Licensing Bylaw, direction was requested for policies on; Breed Specific v. Behaviour-Based Regulation, Nuisance Animals, Species of Animals, Standards of Care, Service Area, and Enforcement.
Council agreed to have staff move forward with creating the bylaw based on their findings as a whole to then be reviewed by Council.

Environmental Advisory Committee Green Waste Diversion Contest
The Environmental Advisory Committee (EAC) is looking for ways to help encourage the public to divert organic waste to our landfill by promoting vermicomposting. An idea was to establish a contest with funding through LGCAP which provides funding to support the implementation of climate actions and supports the Province’s targets to reduce greenhouse gas emissions. Before staff dedicate capacity to this project, they are first seeking approval from Council, which was received.

2024 Council Committee and Representative Appointments.
Annually, Mayor and Council review the appointments of members to the Acting Mayor position, committees, subsidiary groups and portfolios. While some appointments are made by the Mayor in consultation with Councillors, others are at the recommendation of the Mayor requiring resolutions of Council.

Town Snow Removal Procedures
General snow clearing activities take place within standard hours of operation (Monday-Friday 7:30-4:30). NRRM’s on-call procedure provides for snow removal after hours and over weekends during heavier snow events. When snow increases, so does the fleet.
