Our small and local businesses are the cornerstone of Howard County’s economy, creating vital jobs and driving continued investment in our community. In my administration’s ongoing efforts to support and boost patronage at our county’s small and local businesses, this past week we announced the launch of our Old Ellicott City (OEC) Summer Bucks program and the Local HoCo campaign. Through this program and campaign, I encourage all our residents, employees and visitors to shop local at our incredible and diverse array of local businesses.

The OEC Summer Bucks program offers $10 vouchers to shoppers to spend along Main Street in Historic Ellicott City. Available on a first-come, first-served basis, now through Labor Day and while supplies last, these vouchers can be picked up at the Howard County Welcome Center located at 8267 Main Street in Ellicott City.
The Local HoCo campaign strives to raise awareness and increase exposure for Howard County's small and local businesses through marketing and promotion. As part of the campaign, Visit Howard County has launched a new Local HoCo website, where visitors can search a local business directory and where vendors can access branding and marketing resources.
Together, we will continue to empower our entrepreneurs, support our workforce and highlight the many small businesses that make Howard County a special place to live, work, play, grow and thrive for all.

Make That Connection
When I first took office, Howard County had too many residents who did not have access to Wi-Fi or broadband and the disparity grew following the COVID-19 pandemic. Many of our neighbors were without resources to connect with each other and the world around us. Since then, my team has worked tirelessly to increase our county’s fiber connections.
In fact, just last week we unveiled a new, innovative partnership between the County and the Columbia Association (CA) that will expand our Transform Howard’s free Public Wi-Fi Hotspots program to CA’s 23 pools. Prior to this expansion, there was no public Wi-Fi available at any of these CA facilities. During this unveiling, I also announced that we have upgraded the free public Wi-Fi at the Downtown Columbia Lakefront to add the latest wireless technology. This upgrade will set bandwidth limits for each device connected to the wireless network, so no one device takes away and affects the overall performance of the network.
This Wi-Fi addition at CA’s pools builds upon my efforts to have a truly connected community, with free public Wi-Fi at all County Government buildings, 50+ centers, fire stations and parks, as well as Howard County Library System branches and the Long Reach Village Center. My team is also in the process of extending free public Wi-Fi to the Howard County Fairgrounds, which hosts hundreds of events each year, including the renowned Howard County Fair. This addition to the fairgrounds comes at a time when rural areas across our nation struggle to connect.

Granite Digger
We have taken a giant leap forward to advance our Ellicott City Safe and Sound Plan by starting construction on the North Tunnel project. This endeavor, the largest public works project in our county’s history, will significantly reduce the risk of life-threatening flash floods by channeling water away from Main Street to the Patapsco River.
With the support of federal, state, and local funding, this mile-long, 18-foot-wide tunnel will have the capacity to move 26,000 gallons of stormwater per second. Excavation of the tunnel will be complex, reaching depths of more than 100 feet through solid granite. Our expert partners, Kiewit Corp. and Traylor Bros. Inc., will oversee the tunneling work and utilize a tunnel boring machine.
Howard County has developed a reputation for punching above its weight. With the help of our community, we selected the name “Rocky” for this history-making tunnel boring machine.

Ain't about How Hard You Hit
Howard County has started construction on our highly anticipated North Tunnel project under the Ellicott City Safe and Sound Plan. This 18-foot diameter, mile-long tunnel will channel stormwater safely from Ellicott City’s West End and higher elevations north of our historic downtown to the Patapsco River, significantly reducing flood risks along Main Street.
Capable of moving up to 26,000 gallons of stormwater per second, the Tunnel is designed to reduce both the volume and velocity of water on Main Street during a severe flooding. Construction of this transformative project will take approximately three years, with expected substantial completion in Fall 2027.

Building Bright Futures, One Block at a Time
We celebrated a transformational partnership between the Community Action Council of Howard County (CAC) and Howard Community College (HCC) to expand childcare services.
With the exciting reopening of the Children's Learning Center (CLC), we are introducing five new classrooms, including Howard County's first ever program with CAC to provide early education for children ages 0 to 2. This initiative will provide essential support to families, enabling more parents to return to the workforce and ensuring our youngest residents receive the care and education they deserve.
This $750,000 investment in early childhood education marks a significant step forward in addressing our community's childcare needs. We are committed to providing quality, affordable childcare and supporting the well-being and success of Howard County families.

We had the pleasure of visiting Dodo Farms, now nestled in its new location in Mount Airy. Dodo Farms is a prime example of how innovation, community engagement, and environmental stewardship can coalesce to create something truly impactful.
Founded by Niyi and Tope Fajingbesi, Dodo Farms has journeyed from its initial location in Brookeville to right here in Mount Airy. On July 2nd, we honored Thurgood Marshall, a visionary trailblazer in the fight for civil rights and our first African American Supreme Court Justice. Digging Even Deeper
We celebrated a major milestone in our Ellicott City Safe and Sound plan with the groundbreaking of the North Tunnel on June 24. This 18-foot diameter, mile-long tunnel will channel stormwater safely to the Patapsco River, significantly reducing flood risks. Our expert contractors, Kiewit and Traylor, will use a massive 300-foot-long tunnel boring machine for this project.
The device will excavate through solid granite at depths more than 100 feet below the surface. Once operational, several drop shafts will be used to capture water from Main Street and convey it through the tunnel to the Patapsco River.

The Liz Bobo Fields
We broke ground on the first phase of the Centennial Park West improvement project, a significant step towards enhancing our community’s recreational facilities. This phase includes installing LED lighting, and creating a multi-use sports field, all expected to be completed by before the winter of 2025. These fields will honor Liz Bobo, the first female county executive in Howard County and in our state, recognizing her legacy and contributions to this county's future. She was a strong advocate and supporter who helped ensure Centennial Park became the community resource it is for all. Making Ellicott City Safe & Sound
Since becoming your County Executive in December 2018, we've prioritized Ellicott City's safety with the transparent, comprehensive Ellicott City Safe and Sound plan. To date, we have made significant strides, including completing the H-7 and Quaker Mill ponds, which now have the capacity to control 7.5 million gallons of stormwater. In June, we broke ground on our third flood mitigation pond, H-4, which will have the capacity to hold an additional 5.5 million gallons of water.
Our flood mitigation efforts also include a tone alert system, high ground signage, and a rigorous stream inspection program, which has cleared nearly 91,000 pounds of debris from local waterways since December 2018.
On June 24, we marked another milestone with the groundbreaking of the North Tunnel. This project is a focal point of our Safe and Sound plan, designed to capture water from Main Street and convey it underground to the Patapsco River. This project is a crucial step toward ensuring a safer, resilient future for our historic town.

Lean On Our Maryland Corps
It was a pleasure stopping by Howard Community College for the June Western Region Training for the inaugural cohort of the Service Year Option/Maryland Corps. Last year, Governor Wes Moore launched this historic Service Year option which is the first in the nation public service year program for high school graduates. I chose to pursue public service because I knew the importance of giving back to our community, especially to those most in need. Through this historic program, more of our young people are able to learn more about the values and strength in giving back to our community.
A special thank you to Secretary Paul Monteiro for leading such a special and engaging program. I wish our inaugural cohorts success in all their future endeavors!

Howard County Public School System Free Summer Meals Program
To continue meeting the growing need to feed hungry children and families in Howard County and fill the nutritional gap over the summer months, the Howard County Public School System (HCPSS) has announced its free summer meal program, which will run weekdays June 24th through August 2nd. Meals will be served only on days schools are open and there will be no meal service Thursday, July 4th.
There are no applications, enrollment or fees to participate in this program, however children must be present to receive free meals.
Meals will be provided at no cost to any HCPSS students, as well as any children aged 18 and under. In addition, free meals will be provided to all students participating in HCPSS summer programs.

Martin Luther King, Jr. Holiday Commission – seeks four adult commissioners to help coordinate appropriate ceremonies and activities to honor the life and legacy of Dr. King. Appointed by the County Executive, Commission members serve an initial two-year term.
- LGBTQIA+ Commission – seeks three adult commissioners and one college-aged commissioner interested in helping advance policy and systemic change for all persons who identify as Lesbian, Gay, Bi-Sexual, Transgender, Queer, Non-binary and in other capacities along the LGBTQIA+ Spectrum.
- Human Rights Commission – seeks three adult commissioners interested in helping making recommendations on civil rights policy to the County Executive and the County Council, as well as conducting surveys and studies concerning civil liberties in order to promote equality in the community.
- La Alianza Latina Commission – seeks one adult and one high school commissioner to promote and advance policy and systemic change to uplift Howard County’s Latino families, businesses and residents.
- Asian American & Pacific Islander (AAPI) Commission – seeks one college/trade school commissioner interested in creating a safe place where AAPI residents feel valued and heard in the community. Commission members advise the County Executive on policy initiatives and advocate on issues that affect the county’s AAPI community, as well as organize cultural events and informative discussions on emerging issues.

Summer fun isn’t just reserved for the kids! This summer, county residents age 50+ are invited to join our Department of Community Resources and Services’ (DCRS) Office on Aging and Independence (OAI) for a summer filled with programs, events and more to keep you active and connected. From chair yoga to high energy Zumba, creative arts, history and live music programs, and workshops to keep you up to date on Medicare, nutrition and local resources to help you age well, OAI is offering it all at a 50+ Center near you.

DCRS’s Office of Children and Families (OCF) offers family workshops, local resources, events, parenting information and other programs targeted to help Howard County families grow and thrive all year long. In this month’s Parent Pages newsletter, parents will find a number of free, fun and enriching activities to help assure you and your family have a great summer break, while staying ready for the coming school year.
In this month’s newsletter, readers will also learn about OCF’s upcoming free “How to Help Your Child Grow and Eat a Balanced Diet” virtual workshop on July 23rd. If you have a young picky eater in your household, this workshop is for you. Be on the Watch for Heat-Related Illnesses
With the summer heat comes a heightened concern for heat-related illnesses. To keep residents informed, our Office of Emergency Management (OEM) and Department of Fire and Rescue Services (DFRS) are reminding all of the symptoms for heat cramps, heat exhaustion and heat stroke, and what to do if you suspect one of these heat-related illnesses.
Symptoms for:
- Heat cramps include muscle pains or spasms in the stomach, arms or legs;
- Heat exhaustion includes heavy sweating, paleness, muscle cramps, tiredness, weakness, dizziness, headache, fainting, nausea and vomiting; and
- Heat stroke includes extremely high body temperature, red, hot and dry skin with no sweat, rapid, strong pulse, and dizziness, confusion or unconsciousness.
If you suspect:
- Heat cramps, stop physical activity and move the person to a cool place, drink water or a sports drink, and wait for cramps to go away before the person does any more physical activity. Get medical help right away if the cramps last longer than one hour, the person is on a low sodium diet or has heart problems.
- Heat exhaustion, move the person to a cooler location and cool down by removing excess clothing and taking sips of sports drinks or water. Call a healthcare provider if the person is throwing up, symptoms get worse or last more than an hour.
- Heat stroke, call 9-1-1 right away and cool the person down with whatever methods are available until medical help arrives. Do not give the person anything to drink.

Making It Easier to Pay Your Tax Bill
To help improve the way Howard County property owners receive and pay their property tax bills, the County’s Department of Finance has launched a new self-service initiative. Property owners can now enroll to receive email and/or text notifications regarding their real property or personal property tax bill, as well as sign-up for additional language options and expanded contact information. These new features are designed to improve access and make it easier to receive, manage and pay your property taxes.
In fact, some property owners may have already received an alert from Finance about this new self-service website, with text messages coming from 844-844-3465 and emails from customerservice@howardcountymd.gov with the subject line: “Exciting Update! Managing Your Howard County Property Tax Bill Just Got Easier”.
To enroll to receive email and text notifications for your tax bill, visit www.howardcountymd.gov/finance/billing-payments today. For questions, concerns and/or more information about this new service or your bill itself, please contact Finance’s Tax Customer Service team at 410-313-2062 or email customerservice@howardcountymd.gov.
Even with the new system, Finance will continue to send paper bills to the mailing address in its records.

Applications Now Being Accepted for MIHU July Open Enrollment Period
Our Department of Housing and Community Development (DHCD) is now accepting applications for its Moderate Income Housing Unit (MIHU) program July open enrollment period. Held quarterly, DHCD’s MIHU is an inclusionary zoning program that offers quality new homes at reduced sale prices and rents to income eligible families.
To purchase an MIHU home, individuals must apply to DHCD during an open enrollment period to be placed in the database. Applicants with a combined annual household income of a minimum of $55,000 are eligible to apply; applicants who do not meet this minimum amount are not eligible for this program. Additionally, applicants must meet credit score requirements and household income must be sufficient to qualify for a mortgage based on industry standards (click HERE for more information). For more details regarding our MIHU homeownership program are available HERE or contact DHCD at 410-313-6318 (select option two) or email housing@howardcountymd.gov.
To rent an MIHU unit, a qualified applicant’s household income may not exceed 60 percent of the Howard County median income (click HERE for more information). MIHUs are rented on a first-come, first-served basis, are interspersed throughout each community and residents enjoy the same amenities of community life as market rate tenants. MIHU homeownership applications are now available online and completed applications can be either submitted online, mailed to 9820 Patuxent Woods Drive, Suite 224, Columbia, MD, 21046, or dropped off at DHCD’s Patuxent Woods Drive office by appointment only. Applications are being accepted through 4:00 p.m., Wednesday, July 31st.

Planning Board Meeting
DPZ’s Planning Board, will be holding a virtual-only meeting via WebEx, starting at 7:00 p.m. on Thursday, July 11th to hear the following agenda item:

CSDP-24-001 7879 Red Jacket Way – A request to construct a 280 SF addition, a 440 SF covered deck attached to the dwelling unit in accordance with Section 125.0.G of the Howard County Zoning Regulation.

A five-member board made up of Howard County citizens, the Planning Board makes recommendations to the Zoning Board or County Council on matters related to planning and zoning and renders a final decision on certain development proposals. Before recommendations or decisions are made, the Board holds a public meeting or hearing to provide interested persons the opportunity to provide comment. National Night Out 2024
SAVE THE DATE and join Howard County Police Department (HCPD) on Tuesday, August 6th for this year’s National Night Out (NNO). This annual community-building campaign aims to enhance the relationship between neighbors and law enforcement by promoting police-community partnerships and neighborhood camaraderie in an effort to make our neighborhoods safer, more caring places to live.
HCPD will kick-off the evening with a community party at Clarksville Commons from 5:00 to 8:00 p.m., featuring HCPD and Howard County Department of Fire and Rescue Services (DFRS) displays, live music, kid-friendly activities, games, giveaways and more! All are invited to stop by this kick-off event, or if you are interested in hosting you own community-sponsored, neighborhood party, click HERE to register your party with HCPD. Please note, if you are interested in requiring HCPD or DFRS attendance at your party, you must register by this Friday, July 12th. Visits from HCPD and DFRS are only available as calls for service allow.

Look Before You Lock
With the summer heat here, HCPD and DFRS, are reminding residents to NEVER, EVER leave a child or a pet alone in a car, not even for a minute.
On an 85-degree day, it only takes 10 minutes for the inside of your car to reach 102 degrees. Rolling your windows down, whether an inch or more, or parking in the shade does little to change the interior temperature of the vehicle, as the shade moves with the sun.
REMEMBER, a child's body temperature can rise up to five times faster than an adult's and a body temperature of 107 degrees is fatal. As for pets, it takes just 15 minutes for an animal to sustain organ damage or even die from heatstroke.
Be sure to always look before you lock.

Recreation & Parks’ free summer concert series is back and ready to rock your socks off Wednesday nights starting at 7:00 p.m. at the Centennial Park South amphitheater and at the pavilion at Rockburn Branch Park West (July 31st only) all summer long. This year’s summer concert performance schedule features:
- Wednesday, July 10th: I & I Riddim (Reggae)
- Wednesday, July 17th: Magical Mystery Girls (All Women Beatles Tribute)
- Wednesday, July 24th: Linwood Battle Jr Quartet (Jazz)
- Wednesday, July 31st: Bond and Bentley (Rock, Blues, Soul, Funk, Jam Band)
- Wednesday, August 7th: Bach to Rock (Rock School Showcase)
