(Fort Indiantown Gap, PA) - July 18, 2018 – The Pennsylvania National Guard Associations (PNGAS) is the only organization solely dedicated to fighting for the 19,600 members and more than 67,000 veterans of the Pennsylvania National Guard and their families. PNGAS activities help ensure the PNG is fully funded, manned, equipped, and trained to perform their mission and that PNG members and veterans have the benefits they have earned.

One of the biggest factors in attracting and retaining the talent necessary to keep the Guard a strong and viable force is that our soldiers, airmen and family members need great jobs! Jobs that provide family-sustaining pay and benefits and employers who understand and support the unique demands of National Guard service enable our Guardsmen to effectively support self and family, to be exceptional employees and business owners while remaining always ready to execute their PNG mission. The days of the National Guard being “a weekend a month and two weeks in the summer” are in the past. Today’s Guardsmen are fully integrated into Army and Air Force missions at home and abroad and provide critical skills in times of domestic emergency. While employers enjoy retaining those highly skilled, highly experienced and highly disciplined team members, those same Guardsmen must on occasion leave to perform essential training, lifesaving operations during times of state or national emergencies or deploy for worldwide operations.

To better support PNGAS’ effort, we are establishing the PNGAS Business Advisory Council (BAC). We are seeking 25 leaders to serve as founding members. These members will advise and assist us in our efforts to ensure that all members of the Guard have solid and reliable jobs, and/or our Guard member-owned and operated businesses are successful and well supported. BAC members bring all their experience, strategic insight and connection to other businesses, community leaders, and key stakeholders that will greatly assist us in achieving our goals. Our Council will meet at least semi-annually. One of our first planned initiatives is to define guidelines to designate businesses as “Guard Friendly” and/or “Guard Member Owned” and thereafter design and promote benefits associated with these designations. Our Council will be chaired by Brigadier General (Retired) Wilbur E. Wolf III who brings a plethora of private business experience, entrepreneurship and military leadership.

Likewise, the #1 recruiting and retention tool for the Pennsylvania National Guard (“PNG”) is the Educational Assistance Program (“EAP”). With PNGAS legislative support, the EAP is now a $13 million allocation in the Pennsylvania state budget and provides a tuition award equivalent to the yearly tuition rate set by the State System of Higher Education Schools (SSHE), roughly $7,780/year. Eligible members of the PNG may use the EAP to attend one of 488-approved colleges, universities and technical schools and then must honor a six (6) year service commitment or return the EAP funds, plus interest. As a result, schools that understand and support the unique demands of National Guard service are mission-critical partners in attracting and retaining the talent we need in the Guard.

To strengthen these critical relationships and increase the number of schools that are friendly to members of the Guard and their families, PNGAS is establishing the PNGAS Education Advisory Council (EAC.) PNGAS is seeking 25 academic and business leaders to serve as founding members. Council members will meet at least semi-annually to advise and assist PNGAS in our efforts to increase awareness of the EAP, establish and share best practices within the education community towards members and veterans of the Guard. Once established, the Council will help help PNGAS develop designation guidelines for Guard-friendly schools and recommend market strategies. The Council shall be chaired by Brigadier General (Retired) George M. Schwartz, Ed. D who brings a wealth of knowledge and experience as both a military and private university professor, Academic Program Director and industry professional.
