Our "HoCo Holiday Lights," - an interactive map helps our community find homes, businesses, and other lights throughout our county. It also provides an opportunity for our neighbors to flaunt their joyful decorations, and our residents to support local businesses who have also joined in on the holiday spirit.

Going for Gold
Our Department of Fire and Rescue Services (DFRS) new Waterloo Fire Station in Jessup, has received the U.S. Green Building Council’s prestigious LEED Gold! This achievement is underscored by the integration of eco-friendly elements, including reflective concrete, low-flow water appliances, a geothermal system for HVAC, energy efficient boilers, EV charging stations and rooftop solar panels. The station’s key environmental features include renewable energy for 49 percent of the building’s energy use, a reduction of indoor water usage by 46 percent and an energy cost savings of 60 percent.
Also, with the health and safety of the 20 DFRS career personnel and the Howard County Police Department (HCPD) officers who call Waterloo home (the station also features a satellite office for HCPD) in mind, and as part of the DFRS’s award-winning Carcinogen Reduction Program, this station was designed with intuitive zones to reduce the transmission of carcinogens between working and living spaces.
Not only does the construction of our Waterloo Fire Station reinforce our dedication to public safety and align with our Climate Action Plan, as well as our commitment to becoming more energy independent, but it also highlights our commitment to protecting the health, safety and efficiency of our firefighters and law enforcement personnel. It's Ice Cold!
Today, we pause to pay homage to my Good Brothers of Alpha Phi Alpha Fraternity, Inc., as we celebrate our 117th Founders Day. Established on the esteemed campus of Cornell University on December 4, 1906, this pioneering organization has been a bastion for African American men, emphasizing not only academic excellence but also the indomitable spirit of fellowship and the commitment to social justice.
The Fraternity was initially formed as a haven—a study and support group—for minority students facing the racial prejudices prevalent both in the educational system and in society at large. Yet, its vision was far-reaching, extending beyond the boundaries of Cornell to address educational, economic, political, and social injustices faced by African Americans throughout our nation.
Alpha Phi Alpha has a rich legacy of leadership in the civil rights movement, with distinguished members like W.E.B. DuBois, Adam Clayton Powell, Jr., Edward Brooke, Martin Luther King, Jr., Thurgood Marshall, Andrew Young, William Gray, and Paul Robeson. Their efforts have enriched not just the African American community, but have also been instrumental in reshaping the narrative of justice and equality in the United States and around the world.
In a world where there is much work still to be done, Alpha Phi Alpha Fraternity, Inc. stands as a beacon, casting a light that beckons us towards scholarship, leadership, and most importantly, the responsibility to humanity. First of All, Servants of All, We Shall Transcend All.

A Truly Welcoming Place
As people come to Howard County, one of the first places that many stop by is the Howard County Welcome Center in Historic Ellicott City. It’s where our residents and guests can learn about all that our community has to offer, from our diverse array of small businesses to our wide network of parks, tourist destinations, and community amenities.
I was thrilled to join Visit Howard County and the Ellicott City Partnership for the unveiling and opening of the newly renovated front lawn at the Howard County Welcome Center. This collaborative project between the County and the State ensures that our visitors’ first stop in Howard County – our Welcome Center – is a warm, engaging, and truly welcoming place for all.

A Little Madness
Happy Midnight Madness, Ellicott City! It was wonderful to kick off our festive holiday season in Historic Ellicott City with the 45th annual tree lighting at the B&O Plaza. Midnight Madness is a time to share the holiday cheer, support our vibrant small businesses and build community with our neighbors.
Thank you to the Ellicott City Partnership for hosting another successful Midnight Madness event to officially welcome us into the holidays. A special thank you to Mt. Hebron High School choir for your beautiful carols. As you shop and purchase gifts this year, I encourage you to visit the more than 80 small businesses such as E.C. Pops, Sweet Cascades Chocolatier, UMI Sushi - Ellicott City and Unique Kitchens & Baths in Historic Ellicott City that are the heartbeat of our local economy.

Fighting The Battle
I was honored to join Governor Wes Moore’s Special Secretary of Opioid Response Emily Keller, for a vital Opioid Operational Command Center Town Hall. We know that the opioid crisis touches the lives of so many in our community, and we must be thoughtful with our efforts to combat the opioid crisis.
In Howard County, we have seen significant decreases in both fatal and non-fatal overdoses, which is a testament to the collective efforts of our dedicated healthcare professionals, advocates, and community members. Overall, non-fatal overdoses were down 54 percent from 2017 through 2022, with fatal overdoses down approximately 24 percent over that same time period.
The Town Hall provided an invaluable platform for individuals and families affected by the crisis to share their experiences, reinforcing the continued need for support and resources. It's clear that our fight is far from over, but the unity demonstrated by all in attendance gives us a strong foundation for the challenging work ahead. We will ensure that any member of our community struggling with substance misuse knows that they are not alone, and we will continue to fight the battle together.

A MoCo Tapestry
During our Maryland Association of Counties (MACo) road trips, I had an enlightening conversation with Montgomery County Executive Marc Elrich and members of the Montgomery County Council.
Our dialogue centered around the importance of a quality education system through the implementation of the Blueprint, collaborations to enhance our emergency room wait times, and our efforts to strengthen our business and economy. These endeavors echo our unwavering commitment to enriching the lives of every Marylander.
Montgomery County, home to over a million residents, is a tapestry of diverse urban and suburban experiences, a hub of cultural richness, and a stronghold of educational excellence. As we toured the county, witnessing the fruits of strong leadership and community collaboration, it's clear that together, we're forging a bright future for Maryland.

A Symbol of Hope
December 1st, World AIDS Day, is a solemn reminder of the impact of HIV/AIDS and a day to honor the resilience of those living with the virus. It's a call to all of us to support our neighbors and loved ones affected by this global health issue.
Awareness and education are our strongest weapons in combating this epidemic. We are committed to providing resources and support to ensure that every person living with HIV in Howard County has the chance to lead a healthy and fulfilling life. Dreaming of HOME
In Howard County, we are empowering our residents, workforce and future neighbors to realize their vision of homeownership through our expansive Settlement Downpayment Loan Program (SDLP). The SDLP program offers low-interest loans to cover the downpayment and closing costs of purchasing a home in Howard County. Over the last five years, hundreds of families have become homeowners and built equity through this program.

Join us for our annual Community Tree Decorating in Elkridge next Thursday, December 14th. Illuminating the Way
Originally known as the Foreign-born Information and Referral Network (FIRN) and renamed the Luminus Network for New Americans in 2021, Luminus grew out of an informal support service for foreign-born students at Howard Community College in 1981. Luminus now serves immigrants from more than 90 countries and is well known as the key resource in Central Maryland for New Americans, while sharing their contributions with the greater public.
This past Giving Tuesday, I encouraged all our residents to think about how they can positively impact the immigrant experience. Whether you can donate your time to volunteer with English conversation practice or make a financial donation to help sustain Luminus’ community work, your impact will support Luminus' vision of helping new Americans shine. Help Spread Some Holiday Cheer this Season
Each holiday season, DCRS’s OAI launches its annual Project Holiday, an initiative designed to collect and deliver holiday gifts to county residents residing in assisted living facilities, nursing homes and older adults in the community who could use a little extra cheer.
Now through this Wednesday, December 6th, residents can drop off donations of new/unopened gifts items – ranging from colored pencils and markers to adult coloring books, crossword puzzle books, word search books, toothbrushes, toothpaste and more, at DCRS’s main office in Columbia, any one of OAI’s 50+ Centers, Howard County Library System’s (HCLS) Central Branch, Howard County MultiService Center or The Loan Closet of Howard County.

Attend Health Care Access Maryland’s Open Enrollment Community Resource Fair
If you are and/or your family is in need of health insurance, I encourage you to stop by our inaugural “Open Enrollment Community Resource Fair” this Saturday, December 9th, from 10:00 a.m. to 2:00 p.m. at our North Laurel Community Center. Our Office of the Local Children’s Board and Health Care Access Maryland have partnered together to host this FREE event to assist attendees with enrolling in health insurance that best suits their needs or their family’s needs, access community resources, get a flu vaccine and pick-up a Hungry Harvest produce box.

Housing Options Fair Geared Towards Older Residents
If you are an older resident interested in learning more about the viable housing options and resources available to you in Howard County, I encourage you to attend DCRS’s OAI’s “Housing Options Fair” next Monday, December 11th, from 1:00 to 3:00 p.m. at our Elkridge 50+ Center. Aimed at providing older adults with valuable information and resources about Howard County housing, the Fair will also feature a presentation by Maryland Access Point about options in and around the community, a question-and-answer session, and local housing vendors and exhibitors will be on-site.

Medicare Open Enrollment Counseling Now Available
To assist Howard County Medicare beneficiaries of any age decide review, switch or enroll in a drug plan during this Medicare Open Enrollment – which ends December 7th, DCRS’s State Health Insurance Assistance Program (SHIP) team is here to help. Whether you are new to Medicare or have had it for some time, our trained staff and Certified Medicare Counselors provide free, unbiased assistance for questions and concerns. To schedule an Medicare Open Enrollment appointment with SHIP for this week, December 4th through December 7th, at the Bain 50+ Center during its regular business hours, call 410-313-7392.
Additionally, SHIP is also offering educational Medicare presentations remotely this month on Thursday, December 7th and Thursday, December 14th, from 10:00 to 11:30 a.m. All presentations are being held via WebEx; to register to participate in one, call 410-313-7392.

Online Dashboard Moves Howard County Climate Action Forward
Howard County has launched a new information and tracking platform, the “Climate Forward Dashboard,” for local climate issues. The dashboard reflects our commitment to keeping the community informed about our progress in implementing the “Howard County Climate Forward: Climate Action and Resiliency Plan,” launched this past June.
Our new dashboard allows residents to track County efforts in the four main mitigation areas: energy, transportation, waste and nature-based solutions, as well as our climate resiliency efforts in the areas of emergency management, infrastructure, water and ecosystem services.
In addition to tracking the County’s progress toward our climate change mitigation and resiliency goals, Howard County residents can also use the Climate Forward Dashboard to learn more about small (and large) steps they too can take in their own lives to fight climate change.

Keep that Water Level Constantly Above the Cut
Whether you’ve already decorated or are just starting to put up your holiday decorations, our Department of Fire and Rescue Services (DFRS) is reminding residents to water your Christmas tree DAILY. According to the National Fire Protection Association (NFPA), between 2017 and 2021, U.S. fire departments responded to an average of 150 home fires that started with Christmas trees per year. While Christmas tree fires are not common, when they do occur, they are much more likely to be serious. Protect your family and property this holiday, with these Christmas Tree Safety tips.
When the Christmas is over, or your tree is dry, be sure to recycle it through our Bureau of Environmental Services’ Merry Mulch program. Be sure to stay tuned to www.howardcountymd.gov/merrymulch for details about the Bureau’s 2023-2024 Merry Mulch season.

Taking a Hike?
DFRS reminds us, that when out on a hike, it's essential to know your exact location in case of an emergency. To help, here are some quick tips to always keep in mind:
- Be aware of the distance from the trail entrance;
- Take a photo of the nearest trail marker;
- Dress appropriately for colder temperatures; and
- Inform a friend or family member about your location and the approximate time you plan to finish.

Give Space Heaters Space
According to NFPA, heating equipment is one of the leading causes of home fire deaths. Between 2016 and 2020, fire departments responded to an estimated average of 44,210 fires involving heating equipment per year. With winter weather upon us, DFRS is reminding residents to NEVER use an extension cord to power a space heater, and ALWAYS keep anything that can burn at least three feet away from a heating source.

Proposals Sought for Transformative Homeownership and Neighborhood Initiatives
Our Department of Housing and Community Development (DHCD) is now accepting proposals for the second round of funding for its Housing Opportunities Trust Fund (HOTF). Through this Notice of Funding Availability (NOFA), DHCD is seeking innovative proposals from community partners for homeownership and neighborhood initiatives, as well as rehabilitation and multifamily rental housing projects, that are bold and impactful to help address the County’s affordable housing needs and gaps.
Earlier this year, I presented the first round of HOTF awards for transformational homeownership and rental initiatives, allocating $5 million in my Fiscal Year (FY) 2023 budget. The largest award of $1.6 million was presented to Patuxent Commons to create brand new, energy efficient rental housing units that will be affordable and accessible for families, older adults and persons with disabilities in our community.
With twice as much allotted in my FY 2024 budget for HOTF, this second round of applications further emphasizes our commitment to provide resources for residents of all income levels to be able to live, work, play and thrive in Howard County. I encourage those who have fresh, new ideas to help address housing affordability in our community to bring those ideas forward with this application.

As part of its responsibility, OHRE staffs five County Government Commissions: the Human Rights Commission, the Martin Luther King, Jr. Holiday Commission, the LGBTQIA+ Commission, La Alianza Latina Commission and the Asian American & Pacific Islander Commission. Comprised of Howard County resident volunteers, the following commissions are looking for new members:
- Martin Luther King, Jr. Holiday Commission – three new adult commissioners;
- LGBQIA+ Commission – three new adult commissioners and one college student;
- La Alianza Latina Commission – one new adult commissioners and one high school student; and
- AAPI Commission – one college student.

Our Department of Planning and Zoning’s (DPZ) Planning Board, will be holding a hybrid meeting, in person at 3430 Court House Drive in Ellicott City and virtually via WebEx, starting at 7:00 p.m. on Thursday, December 7th, to hear the following agenda item:

SDP-22-036 Autumn Development Corp – Request to construct 3 single family homes and associated shared use-in-common driveway and stormwater management facilities on an open space lot on property zoned R-ED (Residential-Environmental Development) in accordance with Section 107.0.G.1 of the Howard County Zoning Regulations.

A five-member board made up of Howard County citizens, the Planning Board makes recommendations to the Zoning Board or County Council on matters related to planning and zoning and renders a final decision on certain development proposals. Before recommendations or decisions are made, the Board holds a public meeting or hearing to provide interested persons the opportunity to provide comment. Historic Preservation Commission Meeting
Also, this Thursday, December 7th, DPZ’s Historic Preservation Commission will be holding a VIRTUAL meeting starting at 7:00 p.m. The meeting agenda and instructions on how to watch or participate in Thursday’s meeting can be found on the Commission’s website.

Route 1 Tax Credit Program
DPZ is now accepting applications for this year’s Route 1 Tax Credit program! If you own a commercial or industrial property on the Route 1 Corridor, you may be eligible to receive up to $100,000 of tax credit for qualified façade and landscape improvements visible from the Corridor area. Eligible improvements include building façade upgrades, new signage, exterior painting and lighting, screening and landscaping, and other options.

AirTag/SmartTag Giveaway for Hyundai and Kia Owners
This Sunday, December 10th, from 9:00 a.m. to 3:00 p.m., Howard County Hyundai and Kia owners (any model or year) are encouraged to stop by the Howard County Police Department’s (HCPD) Northern District in Ellicott City (3410 Courthouse Drive) to pick up a FREE Apple AirTags and Samsung Galaxy SmartTags, while supplies last, to install in their vehicle. These tracking devices are intended to aid vehicle owners and police in locating and recovering stolen vehicles. To receive your FREE AirTag or SmartTag, drivers will need to bring their license and vehicle registration (and proof of residency if your license and registration does not read Howard County).
If your vehicle is unfortunately stolen, Hyundai and Kia owners will need to call 911 to report it stolen and provide dispatch with your vehicle’s location information, as HCPD does not have the ability to access this information.

Staying Safe on the Roads and Shopping this Holiday Season
Throughout this holiday season, HCPD will be working to ensure your safety on the roads, at shopping centers and malls, and in your neighborhoods. While our officers will be doing all that they can to keep you safe, here are some tips and best practices on how you too can stay vigilant and safe on the roads and when shopping (whether in-person or online) this season.
Remember:
- When shopping, travel with a group or in pairs, and schedule shopping trips during the day.
- Stay alert, especially when carrying packages or walking on a parking lot or in a garage.
- Avoid carrying too many packages, and leave one hand free to access keys or a phone quickly.
- Park in a well-lit parking space, and select an area where there are other cars and foot traffic.
- Don’t leave cell phones, purses or other valuables in a parked car – especially in plain view.
- When loading packages into the car, use the trunk instead of the back seat.
- Beware of strangers approaching you unsolicited. Walk in another direction if you feel uncomfortable.
- When the holidays are over, don’t put boxes for electronics or valuables in plain view on recycling day, break them down first.
When shopping online, remember these tips from HCPD to protect yourself from online scammers and “porch pirates”:
- Only shop on secure, reputable websites. Beware of deals that seem too good to be true on websites you do not recognize. Also be cautious when opening unfamiliar e-mails advertising deals as they may be phishing attempts.
- Once your purchases are made, track shipments and request to receive notification when they are delivered. Request that the delivery service leave the package in a less-obvious location, like a side or back door, that cannot be seen from the sidewalk.
- If you are not home when the package arrives, ask a trusted neighbor to take the package inside until you get home. Or, if permitted, have the shipment delivered to your work.
- Consider installing a doorbell camera to be notified whenever someone comes to your door.
Finally, as always, report suspicious activity in your neighborhood to HCPD by calling 911 or the non-emergency number at 410-313-2200. Your one call could help your neighbors from being victimized.

How to Recycle Holiday Lights
Not sure what to do with those broken or working holidays lights that just you don't want anymore? Check out these quick tips from our Department of Public Works' Bureau of Environmental Services about how to donate your working holiday lights and how to recycle your broken strands through these drop-off and mail-in programs.
Please keep in mind, holiday lights should NOT be placed in your curbside recycling as these "tanglers" get wrapped around recycling equipment and jam the screens at the processor.

Transfer Station Closure Alert
Starting next Monday, December 11th through Saturday, December 16th, the Transfer Station at our Alpha Ridge Landfill in Marriottsville will be CLOSED for scheduled maintenance. The closure will affect all traffic headed to the Transfer Station, including:
- All commercial trash and construction debris;
- All residential construction debris; and
- All box trucks and trailers of residential trash.
Any vehicles bound for the Transfer Station will be instructed by Landfill staff on where to proceed for unloading. Visitors are asked to please follow all verbal and posted instructions from staff. While Landfill staff will do their best to ease the flow of traffic, visitors should plan for the possible longer than usual wait times.
All other Landfill operations, including the Residents’ Convenience Center and Wood Waste Area, will be unaffected

Cryptosporidium Update
An independent, certified water quality laboratory has once again confirmed that there is no detection of Cryptosporidium in the County's drinking water samples. The County's Department of Public Works (DPW) will continue to conduct weekly testing of our public water system to confirm the quality of our water through December.

US 1 Driving Surface Improvement Project
The Maryland State Highway Administration (SHA) has closed one travel lane along US 1 for overnight work to improve the pavement along this stretch of roadway between MD 32 and MD 175 in Jessup. Work will take place nightly from 8:00 p.m. to 5:00 a.m., Sundays through Thursdays and weather permitting, the project is expected to be completed by mid-December.
The project will include the ramps at the US 1 and MD 32 interchange; however, only one ramp will be closed overnight. During this time, motorists will be directed to take the next exit on MD 32 or US 1 to turn around and access another exit ramp at the interchange.
Electronic signs, barrels and cones will be in place to alert motorists about the single-lane closure and guide them safely through the work zone. While SHA works hard to maintain safe traffic mobility in work zones for its crews as well as its customers, motorists are reminded to stay alert, focus on driving, and look for reduced speed limits, as well as other driving pattern changes. Drive like you work here and slowdown in construction zones. Motorists in need may dial #77 on their mobile devices for roadside assistance.

Game On!
Our Department of Recreation & Parks’ Reindeer Games is back and better than ever! Come partake in the holiday fun and cheer this season, by stopping by Recreation & Parks’ Harriet Tubman Culture Center this Friday evening, December 8th, from 5:00 to 7:00 p.m. to enjoy indoor holiday-themed games, arts and crafts, music and more!
This event is geared toward children ages six to 11 years old. The cost to participate is $4 per child in advance and $5 at the door. Children must be accompanied by an adult at all times. Attendees are encouraged to bring a canned good donation to be entered into a raffle; all contributions will be donated to a local food bank.

A Holiday Scavenger Hunt for Family and Friends
Grab your family and friends, kids and adults, for a holiday-themed Scavenger Hunt, with an Amazing Race vibe. Teams of two to six will use their teamwork, planning and problem-solving skills to perform tasks and find items throughout Howard County. Of course it wouldn’t be a Recreation & Parks scavenger hunt if extra points weren’t awarded for costumes and comedy.
To join in the fun, but sure to register your team by 8:00 p.m. this Friday, December 8th; the cost to participate is $10 per person. The hunt list with instructions will be emailed out Friday evening, will all participating entries due by midnight on Sunday, December 10th. All tasks can be adapted to accommodate accessibility.

If you haven’t heard, Recreation & Parks’ 2024 Winter Activity Guide is now available online! With hundreds of great programs, activities and events to choose from, there is something for everyone to help chase those winter blues away.
Remember, online registration for Howard County residents begins this Wednesday, December 6th at 6:00 p.m., with in-person, over-the-phone and mail-in beginning the following day at 8:00 a.m. For out-of-county residents, online registration for you begins the following week, December 13th, at 6:00 p.m.
County residents, be sure to keep an eye out on your mailbox for your print copy. You can also pick up a hard copy at Recreation & Parks' headquarters, located at 7120 Oakland Mills Road in Columbia, at any one of our community centers or your local library branch.
