Welcome to Carpe Datum’s weekly newsletter, the Federal Data Prospector, the only publication of its kind dedicated exclusively to data and analytics companies that share our passion for serving the public sector. Department of Defense, Department of Defense Analysis, Naval Postgraduate School — Acquire a Global Historical Archive of Social Media Data - To support this research, we seek to acquire a global historical archive of social media data, providing the full text of all available public online media posts, or an unbiased sample of all available public online media posts, across all countries and languages, across multiple social media platforms. Database records must provide the full text and all associated meta-data for an unbiased sample of posts across at least 3 global social media platforms, over at least a 6-month period, unfiltered by country, language, search terms, or any other factors that would systematically bias the representativeness of the records provided in the historical archive.
In other data news, on August 14th, MeriTalk published an article entitled PRAC Offers Policy Recs for Fraud Prevention. In this story, Cate Burgan describes the Pandemic Responsibility and Accountability Committee's (PRAC) recent report, which presents policymakers with three key recommendations to enhance fraud prevention and detection in government programs. These recommendations include establishing a central data analytics center for better data access, empowering Inspectors General with enhanced authority, and amending legislation to improve oversight and reduce improper payments.
-
“'A central data analytics center that provides access to data and analytics services to agencies and the OIG community, including investigators, is critical for tracking federal funds and preventing and detecting fraud,' the report highlights. 'Services could include identifying recipients receiving duplicate funding from multiple programs and detecting red flags for improper payments and fraud.'”

Alabama Power and E Source earn U.S. Department of Energy award for graph database project
Dept. of Energy
| “As we’ve developed more and more applications over the last several years, we’ve started to see a significant opportunity to bring together more of the data sets — more of the information that we have in different systems — and bring that into a single place that can be kind of a gold standard for using for our analyses and projects,” Woods said. “By building a database, all of our information — historical and current — is going to allow us to make analytical projects and products to be developed much faster than they have been historically because we’ll have all the information we need to build projects and to do things like machine learning or the development of artificial intelligence.” | |

USPTO Updates Subject-Matter Guidance to Encompass Impact of Artificial Intelligence | On July 17, 2024, the U.S. Patent and Trademark Office (USPTO) issued an update to its patent subject-matter eligibility guidance to specifically address artificial intelligence (AI) inventions. The AI guidance is effective immediately and aims to clarify the types of AI-related inventions that are eligible for patenting under Section 101 of the Patent Act in light of recent technological advancements and court decisions. These court decisions prohibit the patenting of inventions that fall into certain excluded categories, including abstract ideas (e.g., mathematical calculations, mental processes, and methods of organizing human activity); laws of nature; and natural phenomena.

CFTC wants to transform enforcement work through AI and data ‘marathon’ | “We ingest and manage over 15 billion records per day. Per day,” Kaouk said of the CFTC, the independent federal agency charged with regulating the U.S. derivatives markets. “So hopefully it gives a sense of the volume of data that we’re managing.” That data, Kaouk told FedScoop, is what helps the CFTC oversee market participants. And it essentially serves as a foundation for Kaouk’s work within the agency as it undergoes what he calls a “significant” transformation of its oversight and surveillance enforcement capabilities.

Becoming ‘data fluent’: Navy rolls out updated ‘Information Superiority Vision’ | The new priorities added in ISV 2.0 cover topics from zero-trust cybersecurity to divestment of outdated tech, what the Navy calls (with a certain grim humor) Operation Cattle Drive. The new strategy aims to “transform the DON [Department of the Navy] into a modern, data-fluent organization that produces and consumes data effortlessly in execution of both warfighting and business missions.”

USACE data scientists enabling AI, analytics across Army | Walker said there are two methods for preparing an LLM to work in such a specific domain as the Army’s data. First, they can use the domain-specific data to fine-tune the LLM’s results, but that’s more laborious because all of that data has to be generated. Or second, they can layer retrieved augmented generation (RAG) over the LLM to query specific knowledge or vector databases.
