Welcome to Carpe Datum’s weekly newsletter, the Federal Data Prospector, the only publication of its kind dedicated exclusively to data and analytics companies that share our passion for serving the public sector. Our featured items start with the Office of the Director of National Intelligence's search for a solution to enhance the acquisition and management of commercial and public data for the Intelligence Community (IC). They aim to implement a data co-op model to cut costs, boost data accessibility, and ensure compliance with legal and policy standards — all while streamlining vendor management and integrating diverse data sources seamlessly.

In other data news, on August 20th , Government Executive published an article entitled VA hopes new antifraud tools will help veterans identify, report common scams. In this story, Edward Graham describes the Department of Veterans Affairs' efforts to enhance its anti-fraud offerings through the launch of a new website and call center to help veterans identify and report scams. These initiatives aim to centralize resources and improve accessibility to address fraud targeting veterans, which has increased significantly following the passage of the PACT Act.

  • Both the VSAFE.gov platform and call center, Boerstler added, are already receiving feedback from veterans that will be useful for the department’s longer-term initiatives. 'That data will help us determine not only how we resource the program office, but it'll continue to help us trend out what types of scam and fraud are coming at veterans and their families,' [John] Boerstler (VA’s chief veterans experience officer and head of the department’s Veterans Experience Office) said. ”

Defense Priorities in the Open-Source AI Debate

Generative artificial intelligence (AI) has increasingly become a U.S. Department of Defense (DOD) priority. Software powered by generative AI foundation models—generalist systems that emulate human reasoning—might process reams of raw intelligence, automate Pentagon paperwork, or allow aircraft, trucks, and ships to navigate themselves. Many advancements in this sector originate in commercial and academic research. If generative AI sees wide adoption across the DOD, this base of commercial foundation model developers will become a critical part of the defense industrial base.

Big Tech wants AI to be regulated. Why do they oppose a California AI bill?

Advanced by State Senator Scott Wiener, a Democrat, the proposal would mandate safety testing for many of the most advanced AI models that cost more than $100 million to develop or those that require a defined amount of computing power. Developers of AI software operating in the state would also need to outline methods for turning off the AI models if they go awry, effectively a kill switch.

A new study from the Oxford Internet Institute (part of the University of Oxford) and the London School of Economics examines how governments have gradually adopted Silicon Valley's way of working. Despite recognizing these risks, companies are underinvesting in advanced fraud prevention tools, leaving them vulnerable to new types of fraud.
