Welcome to Carpe Datum’s weekly newsletter, the Federal Data Prospector (Vol. 4, Issue 24) which happens to be the only publication of its kind dedicated exclusively to Data & Analytics companies, who share our passion for serving the Public Sector. This was another busy week for Carpe Datum’s finely tuned, machine learning engine that flags and scores all the opportunities coming out of the Federal procurement process and selects only those that are well-suited for our community. As most of you know, this process ebbs and flows with the seasons and the annual budget process; however, of late, we have noticed a significant increase in opportunities like the one highlighted below, which features a DoD request for commercially available alert/notification and event detection platform for threat intelligence.   • Request for Information (RFI) – Defense Information Systems Agency (DISA)/PL63 – Alert/Notification and Event Detection Software Platform – to ascertain what commercially available alert/notification and event detection platforms are available in the marketplace. The goal of acquiring an alert/notification and event detection platform is to provide threat intelligence and operational risk management to Government personnel. The Government requires, at a minimum, the following technical characteristics: A web-based alert/notification & event detection platform that can be accessed via PC; Algorithms with increasing alert speed and accuracy rates which provides a signal-to-noise ratio that results in only the alerts of interest being delivered; Ability to pull publicly available information from multiple sources, including Twitter, Reddit, dark web, IoT sensor data, and audio transmissions; evaluate content to detect emerging events as they are developing and push alerts to users based on user-defined criteria; etc.

 

In other data news, on May 16th, FedScoop published an interesting article entitled, The Pentagon Is Closing in on 'Ethical' AI Implementation. In this article, Lauren C. Williams describes how the Defense Department is still finalizing an implementation plan for its artificial intelligence ethical principles, according to Jane Pinelis, the chief of AI assurance for DoD's Joint Artificial Intelligence Center.

 

  • “Michael Horowitz, the Defense Department's director of emerging capabilities policy, said faster implementation of artificial intelligence and autonomous technology solutions requires budget support and centralized leadership – both of which the Pentagon is working to address with the standing up of its chief digital and artificial intelligence office. ‘If data is the fuel that makes AI go essentially – what is an algorithm without the data that you would use to train it in one way or another – then bringing those together under the [chief digital and artificial intelligence office] construct, I think will be reflected in what a new strategy will likely look like as well,’ Horowitz said during a keynote panel at the event. ‘What's necessary now is to turn those thoughts into reality and to do it faster.’”
