Draft List of Priority Projects (LOPP)



Each year the MPO is required to submit its List of Project Priorities (LOPP) for consideration of funding for what will become the new fifth year of the Florida Department of Transportation’s (FDOT) Work Program. Priority projects must be selected from the adopted Long Range Transportation Plan (LRTP). Projects already in the Work Program remain on the list to guide in programming funds until the final phase is fully funded. 


This year's LOPP includes long awaited priorities on and along 26th Street in Vero Beach. It additionally places great emphasis on multimodal improvements. The #1 project this year is a complete streets retrofit of 45th Street between 43rd Avenue and 58th Avenue. This project will provide safety improvements along with new pedestrian facilities along this highly used corridor.


Notably, the Oslo Road interchange and associated Oslo Road widening projects have been removed from the LOPP, as they are now under construction.

CR 510 Project Development and Environment (PD&E) Study meetings next week

February 27th and 29th

The Florida Department of Transportation (FDOT) has initiated a Project Development and Environment (PD&E) Study for CR 510 from 58th Avenue to East of US-1 in Indian River County.


The purpose of this study is to develop viable alternatives to widen CR 510 from 58th Avenue to east of SR 5/US 1 from two to four lanes as well as evaluate the addition of multimodal features such as sidewalks, bicycle lanes, and multi-use paths. Intersection improvements at 58th Avenue and at SR 5/US 1 will also be evaluated. The study will evaluate alternatives to improve capacity for local and regional travel, freight movement, emergency evacuation, and to enhance economic development in northeast Indian River County.

  • Virtual: Persons who do not wish to attend the Alternatives Public Workshop in person can join the workshop virtually at 6 p.m. on Tuesday, February 27, 2024. To register for the Alternatives Public Workshop, please use the following link https://bit.ly/cr510pde.   • In-Person: The Alternatives Public Workshop will be held at 1800 27th Street, Building B, Vero Beach, FL 32960 on Thursday, February 29, 2024. The Alternatives Public Workshop will begin at 5:30 p.m. as an open house format.


FDOT Highway Safety Plan Survey

The Florida Department of Transportation State Safety Office seeks input into its Highway Safety Plan. The Highway Safety Plan covers a 3-year period from July 2023 through June 2026 and describes the State’s priority areas for the use of federal grant funding to reduce traffic-related fatalities and injuries. This funding comes from the National Highway Traffic Safety Administration (NHTSA).

Then read this: 2023 Florida Transit Information and Performance Handbook

Each year FDOT produces a Florida Transit Information and Performance Handbook in an effort to support performance monitoring of transit within the state. The handbook includes multiple metrics for each transit system in the state. (The image above is a link to the handbook)


Indian River County's GoLine public transit system is highlighted on page 17. Additionally, the system is compared to the 29 other systems in the state towards the end of the document. A few highlights include GoLine as having the lowest operating expense per passenger trip in the state ($3.10) and having the lowest operating expense per passenger mile($0.68). These best in state metrics wouldn't be possible without the hard work of Senior Resource Association's team.

Dr. Harry Hurst

Commission for the Transportation Disadvantaged 2023 Volunteer of the Year!

At the November 16th regular meeting of the Transportation Disadvantaged Local Coordinating Board (TDLCB), Dr. Harry Hurst, was named the Commission for Transportation Disadvantaged's(CTD) Statewide Volunteer of the Year!


At the November 16th meeting, CTD Executive Director David Darm and Program Manager John Irvine presented the Commissions' 2023 volunteer of the year award to Dr. Harry Hurst.


Dr. Hurst has been an integral part off the TDLCB for over three decades. He brings a passion to public service with cheer, curiosity, and a sense of stewardship. The MPO is lucky to have such a dedicated member of the board.


We thank Dr. Hurst for his continued service to the community!
