Here Comes Fall~
Seasons are changing and we have enjoyed a productive, and safe, summer. Only a couple of trees came down as storms largely missed us. A damaged fence section at the tennis court was replaced. Our new stormwater drainage pond handled all the demands upon it, protecting city streets, commercial properties, and homeowners in the adjacent areas.
Budget
planning for 2017 portends few surprises from the city for taxpayers. Our current levy of $1,007,992 provides about 95 percent of revenues with other sources including fees and grants. Staff efforts have offset most expected line item increases with managed efficiencies and cuts elsewhere. The Council has sought to be frugal without impairing the quality of services.
Public Safety comprises over 50 percent of our budget. Police and fire service costs are rising $25,924 (4.8 percent) in accordance with long-term contracts that balance proportional property values with actual call demand. We enjoy the fastest police response times in the entire Westonka area resulting in lives saved by the first-responder medical function.
As of now, our budget would require a 1.9 percent levy increase to generate $19,151 to balance. This is the preliminary figure the Council approved. Further work will be done until a final figure is set in December.
Projects
such as the West Arm street and drainage plan are finally being completed. The $1.2 million Water Plant upgrade, 100 percent financed with a state grant, is beyond the construction phase and ready for installation of the treatment equipment.

Neighbors Helping Neighbors~
The first season of the community garden at Wilkes Park has been successful. All 12 plots were quickly reserved before the start of the growing season and there have been additional requests since that time so the City is considering adding a couple of new plots next year.
Notice to Residents with Water Softeners
Beginning on Tuesday, October 4 the City of Orono will start supplying the City of Spring Park with water for approximately two to three weeks due to construction on the City's water plant. There will be no interruption in service, but please take note that you may want to bypass or adjust your water softener level, as the City of Orono pre-softens their water. Check the City's website frequently between October 15 and October 25 as we will update the 'News' section of the City's website to notify residents when the City switches back to its regular water supply.

Wendy Lewin!
City Clerk Wendy Lewin officially retired in September after many years of public service including 10 years with the City of Spring Park. The City would like to thank Wendy for her hard work and dedication and wish her well in retirement.
New Public Works Contract The new PeopleService contract began in September and Dallas Roggeman, Public Works contractor, is now located in Spring Park.

Voter Registration
- Voters in Minnesota can register to vote at the polling place on November 8; however, pre-registering can make your Election Day experience much smoother and faster. The deadline for pre-registering to vote is October 18. Once you are registered, you will receive a postcard with information about your assigned polling place and how to go vote on Election Day. If you are unsure if your registration is current, go to

Fall Clean Up
- Saturday, November 5 is the semi-annual cleanup event for Spring Park residents and businesses.
Yard Waste Drop-off Site -
Spring Park permits city residents (non-commercial) to dispose of yard waste up until Thanksgiving weekend. The City contracts with the Mulch Store to provide residents with a yard waste drop-off site located in Minnetrista. Read more
Snow Events -
It's that time of year again. Please make a note of the following: Move your car off the street or from public parking during or immediately after a snowfall of one or more inches. You may return your vehicle to the street or parking lot after they have been completely plowed. If you are in doubt about how much snow has fallen, we encourage you to move your vehicle regardless to assist our plowing efforts.

City Hall Hours

City Drop Slot
There is a drop slot for utility bill payments to the left of the front door at City Hall.
Dakota Trail
Winter will be here soon and as a reminder, the Dakota Rail Trail through Spring Park is not maintained in the winter. The trail can still be used by people at their own risk, but the trail will not be plowed or swept of snow and no salt or sand will be put on the trails if ice forms. Use caution. No motorized vehicles are allowed on the Dakota Rail Trail. This includes ATV's and snowmobiles.
