Locked In  offers a groundbreaking examination of what its subtitle terms "the true causes of mass incarceration and how to achieve real reform." Pfaff argues that changes in prosecutor behavior during the 1990s have played the largest role in the contemporary US approach to punishment through mass imprisonment - and further, that solving the problem will require new ways of thinking about reform.

John Pfaff is Professor of Law at Fordham University School of Law. His research focuses primarily on the role of criminal sentencing policies and practices in contributing to mass incarceration. His recent work has illuminated the previously underappreciated role that prosecutorial discretion has played in driving up prison populations.
