Notes from the FSPCA Director


The first three months of 2024 have been an excellent start for the FSPCA community. With the finalization of the Preventive Controls for Human Food (PCHF) Version 2.0 Curriculum, we will conduct a pilot PCHF Version 2.0 Participant Course at the upcoming Food Safety Summit. 2024 Lead Instructor courses for all FSPCA curricula have been scheduled to meet the high demand from the industry and academia for more high-quality Lead Instructors. Our highly praised FSPCA webinar series continues in 2024 with Subject Matter Experts presenting information on hot topics related to FSMA training, implementation and outreach. The FSPCA Conference Work Group is working on bringing another informative and interactive Annual Conference to the FSPCA community.


I look forward to continuing to work very closely with all of you for a greater 2024, and to seeing you again soon at the many FSPCA events and Annual Conference.

Save the Date! 2024 FSPCA Annual Conference 

The 8th FSPCA Annual Conference will be held November 19-20 at the Chicago Marriott Southwest in Burr Ridge, IL.


This conference brings together U.S. regulatory officials, the global food industry, academia, and food safety experts to share insights, learnings and guidance on understanding the requirements of the prevention-oriented standards of the Food Safety Modernization Act (FSMA). Further details on the Conference will be forthcoming.

FSPCA Implementing a 3-year Lead Instructor Application Expiration

Please be advised that the length of time that FSPCA Lead Instructor applications remain in good standing is changing. Effective January 1, 2025, any incomplete or approved LI application that is ≥3 years old will expire. 


FSPCA is implementing this policy to ensure:

  1. Lead Instructor candidate’s credentials are current
  2. Lead Instructor candidates are actively involved in food safety teaching instruction
  3. Lead Instructor candidates have a vested interest in delivering FSPCA participant courses


We encourage all FSPCA Lead Instructor candidates (those whose FSPCA Lead Instructor applications have been approved) to enroll in an FSPCA Lead Instructor course before your application expires.

2024 FSPCA Lead Instructor (LI) Courses

Save the Date! The 2024 dates for FSPCA Lead Instructor courses have been determined and enrollment will open soon. Find complete enrollment details on the FSPCA website using the links below (click on the Enroll tab on each webpage).


All Lead Instructor candidates will be notified once enrollment opens.

* FSPCA is excited to announce the FSPCA Preventive Controls for Animal Food Lead Instructor course will now be offered in a virtual format.

** Previously, FSPCA offered a Foreign Supplier Verifications Programs (FSVP) Combination Course. The combination course combined the FSPCA FSVP Participant Course and FSPCA FSVP Lead Instructor training into one. Considering an increasing number of FSVP Lead Instructor candidates have already completed an FSPCA FSVP participant course, and in an effort to optimize FSVP Lead Instructor course delivery quality and efficiency, FSPCA has phased out the FSVP Combination Course. Going forward, FSVP LI candidates must take each course separately. This change will affect the FSPCA FSVP Lead Instructor course enrollment prerequisites as referenced in the attached infographic.

FSPCA Assists Egypt Food Export Capacity

As part of the USAID-funded project called TRADE, FSPCA conducted Lead Instructor candidate trainings in Cairo, Egypt in November 2023. The Egypt Food Export Council (FEC) hosted the event, which focused on generating Lead Instructors who can now offer FSPCA Preventive Controls for Human Food Participant Course training through the FEC to the food industry in Egypt. FSPCA trainers of trainers Dr. Juan Silva and Claudia Coles conducted the Lead Instructor training and evaluation which was made possible by Land O’Lakes Venture 37. The goal of this project is to build capacity in the food industry in Egypt to understand the FSMA regulations requirements thereby meeting US import requirements. An added benefit will be an increase in the safety of food produced for domestic markets by these companies in Egypt. Ultimately, this program will increase Egypt’s food exports to the US. FSPCA would like to expand this successful model to other regions.

FSPCA Food Traceability Rule Awareness for Industry Module Updates

The FSPCA Food Traceability Supplemental Slides PowerPoint released in December 2023 has been renamed the FSPCA Food Traceability Rule Awareness for Industry Module. FSPCA has also updated the module’s intent and purpose, allowable modifications to the PowerPoint, and how FSPCA Lead Instructors may use the module. The module has also been translated into Spanish. These updates will better support FSPCA Lead Instructors in educating the processed human foods industry about Food Traceability Rule requirements. To learn more about the module, we will be hosting two webinars, one in English and one in Spanish, where the module authors will present the module and answer questions. FSPCA to Pilot Preventive Controls for Human Food Version 2.0 Participant Course in partnership with the Food Safety Summit in Rosemont, IL

The new FSPCA Preventive Controls for Human Food Version 2.0 Participant Course will be piloted by Kathy Gombas, Senior Advisor, FSMA Solutions and Martin Bucknavage, Senior Food Extension Associate and Team Lead, Industry Food Safety and Quality, Pennsylvania State University, two of the food safety leaders who developed the course. 


This 2.5-day certificate course is being offered at the participant-level (not Lead Instructors) to pilot the newly updated FSPCA Preventive Controls for Human Food (PCHF) Version 2.0 curriculum. Participants who successfully complete the course will receive an FSPCA Preventive Controls for Human Food Version 2.0 certificate of completion. The course focuses on the Current Good Manufacturing Practices, Hazard Analysis and Risk-Based Preventive Controls for Human Food regulation and is intended to ensure safe manufacturing/ processing, packing, and holding of food products for human consumption in the U.S.

Sprout Safety Alliance (SSA) Training in April and May

The SSA will be delivering two instructor-led virtual Part 2 of the Sprout Grower Blended Courses in April and May, 2024.


  • 12:00 – 4:00 PM Central Time on April 17 and 18, 2024 (in two 4-hour sessions)
  • 12:00 – 4:00 PM Central Time on May 21 and 22, 2024 (in two 4-hour sessions)
