ECE Surveys and Input Sessions
American Rescue Plan Act (ARPA) Survey
CDSS has revised the ARPA survey to meet federal requirements. As a result, all child care providers must complete a new ARPA survey by August 15, 2023 in order to be eligible to receive any new ARPA-funded investments.

Classroom Assessment Scoring System (CLASS) Tool Input Sessions
The CA Department of Education (CDE), Early Education Division (EED) is hosting two virtual input sessions that will inform drafting of regulations regarding the implementation of the CLASS tool and potential changes to the current requirements for the Environment Rating Scale.
Participants may attend only one input session (via Zoom):
- Tuesday, August 22, 2023, from 9:00 a.m. to 11:00 a.m.
- Wednesday, August 23, 2023, from 2:00 p.m. to 4:00 p.m.
This is not an informational webinar, it is an opportunity for the public to actively participate in providing input.
To register, complete the following steps: Email EEDTitle5@cde.ca.gov with your name, your agency name, and the date(s) you are available to attend. First-come first-serve basis. If you would like to register multiple people at once, include information for all participants in the email.

California Cost of Child Care Study 2023: Survey & Input Sessions
California is changing how it pays for child care! Building on the 2022 Cost of Quality Study, the California Department of Social Services is working with Prenatal to Five Fiscal Strategies to design and implement an alternative methodology process to :
- Better understand how much it costs providers to deliver high-quality early care and education and stay in business.
- Develop a tool to help estimate the true cost of care based on variables such as program size, geographic location, and ages of children served that can be used to inform rate setting.
Make your voice heard by participating in a Virtual Input Session and by completing the CA Cost of Child Care Survey. This is your opportunity to share what it truly costs to provide quality child care – not just what families can afford to pay. The survey is available in multiple languages. Input Sessions will be held in English and Spanish (and other languages as requested, if possible).

*NEW* DEC Provider Portal: Updated for FY 2023-24 including ELS Operating Guidelines, ELS & PFA rate sheets, family forms and income eligibility information.
Important Family Fee Policy Update
"The State of California decided to reinstate family fees starting October 1, 2023. The City & County of San Francisco and its Department of Early Childhood are opposed to this reinstatement as we believe in creating universal access so that all children experience high-quality early care and education.
In response to this State action, the DEC has decided to use local Baby Prop C funding to continue covering the full cost of early care and education for SF residents receiving local ELS enrollment funding. Additionally, DEC will use local funding to cover state-mandated family fees, starting October 1, for all SF families receiving state AP vouchers or Title 5 funding. The result is that all SF families with children ages birth to five receiving local and state subsidies, regardless of their funding source, will continue to receive free early care and education enrollment. In the upcoming weeks, we will also be updating the ELS Operating Guidelines and Family forms to reflect this policy decision."
