Whether you've been lounging with a good book, embarking on new travel adventure, or enjoying the city's summer activities with your students, we hope you are doing well.


Earlier this summer we demonstrated some hard-fought wins during San Francisco's budget negotiations. Thanks to ECE community's organizing and collaborative leadership with the Board of Supervisors, the proposed budget, which would have redirected $120 million in child care funding over the next 7 years, did not proceed and they found an alternative solution to fund $30 million in food security programming without reducing child care baseline funding.


Mayor London Breed signed San Francisco’s $14.6 billion Budget following final approval by the Board of Supervisors last Tuesday, July 26. Take a moment to thank the Mayor and Board of Supervisors for protecting crucial child care funding and ongoing collaboration with the ECE community!


We also encourage you to check out ECESF's participation in the "Off Mute and Amplified" Webinar + Q&A (see below) where Anna discusses some of the approaches we use to continue the legacy of the national Worthy Wage Campaign to build our grassroots organizing on the local level.

Celebrating Black ECE Pipeline Graduates!

On Friday, July 14, 2023, Children’s Council hosted a graduation for their second cohort of Black Early Childhood Educator Career Pipeline graduates. Join us in congratulating this year's graduates!


Children’s Council’s Black Early Childhood Educator Career Development Pipeline initiative addresses the achievement and equity gap that persists for our Black children, while building a robust pipeline of qualified Black early educators.

SF CPAC Updates!

San Francisco Child Care Planning and Advisory Council (CPAC) Full Membership meeting is scheduled on Wednesday, September 13 from 9:30 - 11:30am. This is the first meeting coming back IN-PERSON at Children's Council - 445 Church St., San Francisco, 94114 (room 120). ALL CPAC Members are required to be in-person at each meeting. For those who are not CPAC members, there will likely be a hybrid option via Zoom. CPAC Committee meetings will remain on Zoom.


SF CPAC released its San Francisco Early Care and Education 2023 Needs Assessment which provides updated information regarding the landscape of ECE in San Francisco. The report highlights the great progress made and confirms the need for our city’s ongoing investments to focus on critical workforce investments to help recruit and retain quality early education teachers.

Grants for play-based educators!

There are grants to fund Early Childhood Educators focused on play-based learning, ranging from $200 - $500 each. Applications are accepted four times a year. Deadlines are Sept. 1, Dec. 1, Mar. 1, and June 1.

Extension of American Rescue Plan Act (ARPA) AB 179 Stipends!

The deadline for contractors to distribute AB 179 $1,442 per-child stipends to eligible providers has been extended from June 30, 2023, to September 30, 2023. For more information about the AB 179 stipends, please contact the Child Care Policy and Development Bureau at (916) 657-2144, CCPB@dss.ca.gov, or visit the stipend webpage.


Continuation of Hold Harmless with Respect to Reimbursement for Fiscal Year (FY) 2023-24

Pursuant to Assembly Bill (AB) 116 (Chapter 41, Statutes of 2023), hold harmless with respect to reimbursement has been extended. The State reached a tentative agreement with the Child Care Providers United (CCPU) union to extend these policies for the duration of the successor memorandum of understanding (MOU) between the State and CCPU, which is pending ratification. Upon full ratification, the hold harmless with respect to the reimbursement policy would be extended through June 30, 2025.

ECE Surveys and Input Sessions


American Rescue Plan Act (ARPA) Survey


CDSS has revised the ARPA survey to meet federal requirements. As a result, all child care providers must complete a new ARPA survey by August 15, 2023 in order to be eligible to receive any new ARPA-funded investments.

Classroom Assessment Scoring System (CLASS) Tool Input Sessions


The CA Department of Education (CDE), Early Education Division (EED) is hosting two virtual input sessions that will inform drafting of regulations regarding the implementation of the CLASS tool and potential changes to the current requirements for the Environment Rating Scale.   


Participants may attend only one input session (via Zoom): 

  • Tuesday, August 22, 2023, from 9:00 a.m. to 11:00 a.m.  
  • Wednesday, August 23, 2023, from 2:00 p.m. to 4:00 p.m. 

 

This is not an informational webinar, it is an opportunity for the public to actively participate in providing input.

 

To register, complete the following steps: Email EEDTitle5@cde.ca.gov with your name, your agency name, and the date(s) you are available to attend. First-come first-serve basis. If you would like to register multiple people at once, include information for all participants in the email. 

California Cost of Child Care Study 2023: Survey & Input Sessions


California is changing how it pays for child care! Building on the 2022 Cost of Quality Study, the California Department of Social Services is working with Prenatal to Five Fiscal Strategies to design and implement an alternative methodology process to :

  1. Better understand how much it costs providers to deliver high-quality early care and education and stay in business.
  2. Develop a tool to help estimate the true cost of care based on variables such as program size, geographic location, and ages of children served that can be used to inform rate setting.

 

Make your voice heard by participating in a Virtual Input Session and by completing the CA Cost of Child Care Survey. This is your opportunity to share what it truly costs to provide quality child care – not just what families can afford to pay. The survey is available in multiple languages. Input Sessions will be held in English and Spanish (and other languages as requested, if possible). 

Contribute to TK through 3rd Grade Assessment Tools - DRDP (2025)


Provide feedback on new Desired Results Developmental Profile (DRDP) measures and domains. English, Spanish, and Chinese interest forms are available.

SF Department of Early Childhood (DEC) Announcements:


*NEW* DEC Provider Portal: Updated for FY 2023-24 including ELS Operating Guidelines, ELS & PFA rate sheets, family forms and income eligibility information.


Important Family Fee Policy Update

"The State of California decided to reinstate family fees starting October 1, 2023. The City & County of San Francisco and its Department of Early Childhood are opposed to this reinstatement as we believe in creating universal access so that all children experience high-quality early care and education.

 

In response to this State action, the DEC has decided to use local Baby Prop C funding to continue covering the full cost of early care and education for SF residents receiving local ELS enrollment funding. Additionally, DEC will use local funding to cover state-mandated family fees, starting October 1, for all SF families receiving state AP vouchers or Title 5 funding. The result is that all SF families with children ages birth to five receiving local and state subsidies, regardless of their funding source, will continue to receive free early care and education enrollment. In the upcoming weeks, we will also be updating the ELS Operating Guidelines and Family forms to reflect this policy decision."
