Zoning Boards

Dover thrives on the energy and participation of its residents, and now is your chance to get involved! The Planning Board and the Zoning Board of Adjustment (ZBA) are each seeking one regular member and one alternate to join these important teams.


These boards play a vital role in shaping Dover's future and serving on a board is an excellent opportunity to make a meaningful impact on your community.

Master Plan Update

The City of Dover, in partnership with Resilience Planning & Design and the project Steering Committee, is nearing completion of the updated Conservation and Open Space Chapter of the Master Plan.


Following an August review by the Steering Committee of the draft outline and action items, a completed draft of the chapter is expected to be presented to the Steering Committee for review in early November.


This chapter, last updated in 2012, reflects the city’s evolving priorities around land protection and resilience, incorporating best practices in natural resource management. Residents have been asked to explore and provide feedback on an interactive StoryMap, showcasing conservation and open space plans and progress. The StoryMap can still be reviewed by clicking here.

Results of Recent Meetings

Conservation Commission, 9/9/2024


The Conservation Commission met on Monday, Sept. 9, where it:

  • Endorsed two Conditional Use Permits (CUPs) for Del Sol Dover, LLC, Assessor’s Map G, Lot 2-1, zoned CM, located at the end of Crosby Road. Proposal is to create a three-lot subdivision which will be accessed from an extension of Crosby Road with associated drainage and grading creating 4,861 square feet of impact to the 50-foot wetland buffer. Proposal also includes the construction of a 9,600 square foot warehouse building with associated parking and utility and drainage improvements creating 786.5 square feet of impact to the 50-foot wetland buffer.
  • Endorsed a NHDES Standard Dredge and Fill Wetlands Permit for Jenny L. Lang, Assessor’s Map L, Lot 95-1L, zoned R-20, located at 15 Landing Way. Proposal is to construct a tidal docking structure consisting of an accessway, a fixed wood pier, a gangway, and a float totaling 96 square feet of permanent impact to the 100’ Tidal Buffer Zone and 900 square feet of permanent impact to tidal wetlands.

Arts Commission, 9/9/2024


The Arts Commission met on Monday, Sept. 9, where it:

  • Discussed updates for ongoing projects such as the Central Avenue sculpture, Art Beat, Keep Dover Wild, and the Commission's work with various other public bodies like the Graffiti Committee and Community Trail Advisory Committee.

Zoning Board of Adjustment, 9/10/2024


The Zoning Board of Adjustment (ZBA) met for a special meeting on Tuesday, Sept. 10, where it:

  • Denied a Rehearing Request for Applicant Knox Marsh Condo Association and Alise Elliott, (Owner: 239 Knox Marsh Realty, LLC), 239 Knox Marsh Rd., Tax Map H, Lot 37-A, located in the Commercial Zoning District (C). Request for rehearing was for the variance granted on July 18, 2024 in which the Owner was allowed relief from the C District requirements, including location of commercial use and building height. *ZONE-2024-0033R
  • Approved a Request for Rehearing for Applicant Jeff and Maureen Sanborn, (Owner: 17-19 Summer Street Properties, LLC) Locust Street, Tax Map 12, Lot 35-1, located in the Heritage Residential District (HR). Request for rehearing was for the variance granted on Aug. 15, 2024, in which the Owner was allowed relief from the HR District’s CUP requirement that parking lots shall be at least five (5) feet from a side property line. ZONE-2024-0035R
