New Business Impacts

Clarifications & Corrections: New license plates effective Jan. 1, 2024

The DMV has received questions about the fees associated with the new plates. Please see the information below for accurate fees and clarifications:

$50 one-time issuance;

$50 annual fee to Wildlife Cash Fund;

*The original announcement of this plate contained an error in the fees charged for the plate. There is a one-time fee of $50.00 for issuance or replacement of plates, in addition to other taxes and fees. We have updated the website to reflect these fees.

First set exempt from fees;

New forms published for material fee increases

The following forms were updated to reflect the updated 2024 material fee increase:


  • DR 2521 - Depot Plate Application (Effective 1/4/2024)
  • DR 2670 - Manufacturer Plate Application (Effective 1/1/2024)
  • DR 2481 - Legislator License Plate Application (Effective 1/1/2024)
  • DR 2222 - Transporter Plate Instructions (Effective 1/1/2024)
  • DR 2905 - Horseless Carriage Plate Application (Effective 12/29/2023)


Please note: Effective Jan. 1, 2024, only the new versions of these forms above should be used. If previous versions are used, the customer will still be responsible for the increased material fees.

New DR 2489A published 

The DR 2489A Motor Vehicle Requestor Release Affidavit of Intended Use was updated and published Jan. 1, 2024. The updated form provides instructions for customers to complete the return address and send this page back with the form. Previous versions of this form will be accepted for 90 days from publication of the new form.

DRIVES Upgrade Information

The DMV and DCGC Working Groups are in the process of reviewing and offering feedback on the recommended optional features that may be added to the scope of the Upgrade. The next Steering Committee meeting is scheduled for Jan. 30 and we anticipate a vote on the final scope of the project. Once the scope is approved, the project team will begin the important work of refinement with our working groups and subject matter experts. We look forward to sharing more information over the coming months!


This DRIVES Upgrade One-Pager was shared with the LCS, JBC and other relevant legislators and legislative staff.

Training Updates

New SQRs pushed into DRIVES

The Training Team has published a new edition of the DRIVES Biweekly Training Updates document for Jan 10. This edition includes updates on: 

  • New SQRs that have been pushed into DRIVES 


This edition includes updates for the following SQRs:  

  • SQR 16062: Add DR 2173 Motor Vehicle Bill of Sale as Ownership
  • Document for Off Highway Vehicles
  • SQR 20240: Ownership Review Cases for Suspense Records

Help build user stories for DRIVES SQR development

The most successful software development is achieved when the users of an application collaborate with the development team to get requirements that will best meet the needs of the needs of the user. A small investment in the requirements process will ensure that critical steps or needs aren’t missed and will improve the users experience when accessing the DRIVES application. Users can see upcoming projects and legislative refinement by going to the Getting Involved with Development webpage, joining an upcoming SQR Meeting for DRIVES, or reaching out to your RC&I contact.
