Prior Specific Ownership Tax (PSOT) Update

The DMV has identified accounts that were incorrectly charged PSOT on June 30 and July 31. SQR 24890 has been created and escalated, and we anticipate that the issue will be fixed by the end of August. For customers who were overcharged, reverse the original activity and then redirect the payment to generate the refund credit. Then, please ensure the PSOT is omitted or overridden during reprocessing. Please refer to the Redirect Payments help article for guidance.


KCW Parks Pass Fee Issue

Counties may see outstanding debts appear on their Open Debts reports due to an error in which the KCW Parks Pass fee is being incorrectly applied to the Disabled Veteran PWD military plate. SQR 24658 has been created to fix this issue and we will provide updates on a resolution date.

Reminder: Quasi-Government Exemption Process 

The DMV has compiled this list of which vehicles are still exhibiting the phased-out Quasi-Government Exemption. The data has been broken out into individual counties and sorted by the renewal or expiration date of the registration. Counties can convert the accounts over to the Government exemption, if they qualify. 


It is important to convert these accounts to help maintain data integrity in DRIVES.


Most of the entities are obviously government — like water districts, cities, counties, etc. — and can be converted without requiring the owner to produce their documents. However, there are a few records that are unclear (individuals' names), so we have created this letter that can be sent out to entities that may need to produce their exemption documents. Please use this job aide to help with your outreach.


The DMV suggests converting these accounts on a rolling monthly basis to keep the numbers at a manageable level and, over the course of a year, all of the accounts will be converted.

DMV Rule Updates

RULE 24: Vehicle Electronic Notifications

DMV will hold a second virtual stakeholder workshop for Rule 24: Vehicle Electronic Notifications at 11 am on Tuesday, Aug. 27. This new rule, stemming from HB24-1089, will clarify the types of electronic notifications allowed and restricted, and outline how the DMV and its authorized agents should collect email addresses for vehicle notifications. The workshop information is listed below and on the DMV Updates calendar.

Fraud Watch

Fraudulent Titles

The North Carolina DMV has discovered that fraudulent titles with the control number 109681548 are being passed at local License Plate Agencies. Please refer to this example. Do not process any title with this control number. If you encounter one, contact the North Carolina DMV License and Theft Bureau at 919-622-9170.

CCCA Summer Conference Presentation

Thank you for participating in the DRIVES Upgrade presentation at the 2024 CCCA Summer Conference. If you were not able to join us, check out the Upgrade update presentation. Please contact Claire Stewart with any questions.


Sandbox Environment Changes

As we begin development in CORE21, there will be changes to the sandbox environment for practicing or training in DRIVES. The RDS environment will be available as a sandbox until Oct. 31. Starting Nov. 1, the sandbox will move to CVS, which users will use for their sandbox needs. Enhancements to V11 of DRIVES will be deployed in CVS during the upgrade project. The RDS environment will become the staging area for CORE21 DRIVES upgrade work. County supervisors should continue requesting access to RDS and CVS as they do now. All environment changes will be managed on the backend to ensure security access remains correct after the upgrade. Please contact Claire Stewart with any questions.


DCGC Upgrade working group

The next DCGC Working Group Meeting will be at 3 p.m. on Thursday, Sept. 5. This is a great opportunity to get a monthly update on the progress of the planning work related to the upgrade. If you are interested in attending, please contact Claire Stewart.

SQR Updates and Reminders

The Training Team has published a new edition of the DRIVES Biweekly Training Updates document for Aug. 21. This edition includes:


  • SQR 21493: 20-Year Odometer Capture: This SQR allows for an odometer exemption if a vehicle is less than 20 years old. A soft stop will appear if an exemption is detected, marking the Title Review Case a High Risk. 
  • SQR 23219: Allow online renewal for PWD Plates: PWD Plate customers renewing online will now have their medical certificate verified to ensure it’s current. If it’s expired, the system will prompt them with recertification options. 
  • SQR 24838 Reg Holds Placed by SQR 24502: Following the implementation of SQR 24502, a Registration Hold has been placed on trucks weighing 16,000 lbs or less with Collector Truck plates. Counties can remove this hold to issue a new eligible plate.

Annual DRIVES CSA and ACP Training Due by Aug. 31

All current DRIVES County Security Administrators (CSAs) and Address Confidentiality Program (ACP) users must complete their annual training between July 1 and Aug. 31 to keep their special access. The training was assigned in the Learning Management System (LMS) and must be completed by Aug. 31, 2024. If the training is not completed, access will be removed on Sept. 3, 2024.

Clerks Corner

CCCA Fraud Awareness and Prevention Update: 

Thank you to all who attended and participated in the CCCA Motor Vehicle Investigations Unit (MVIU) presentation and fraud roundtable session. One of the topics covered during the workshop was a case study involving an investigation in the Denver metro area and lessons learned from that particular case. For more specific information about that case, including additional suspect details and lessons learned, please email Dana.Chavez@state.co.us.  


Another area discussed was Fraud Procedures for Counties regarding vehicle-related issues. The MVIU team presented a version of their procedures that the DMV would like to incorporate with some individual counties’ ideas. This collaborative approach will help create a more uniform set of procedures to follow, incorporating the best practices from each county For example, if suspected fraud is attempted, process as follows: 

  • Involve your manager;
  • Scan all transaction documents; 
  • Complete RFI in DRIVES and include all scanned documents.


The team assigned “homework” for counties to forward their current fraud procedures to MVIU. Please forward those to Dana.Chavez@state.co.us.  


Lastly, the team discussed Power of Attorney issues at the workshop. This is an ongoing concern, but the team is actively working on it. Stay tuned for more details.


REMINDER: Quarterly Forms Meeting

The next Quarterly County Forms Update meeting is scheduled for 10 a.m. on Wednesday, Aug. 28. The meeting link and agenda will be posted on the DMV Updates calendar. We will review the DR 2395 Application for Title and/or Registration, which requires ADA compliance and other edits.
