Day
!

The 4th of July holiday is upon us and soon we will be gathering with friends and family to celebrate our nation's independence! This year the City of Wichita has made some changes to the way we are asking our citizens to celebrate Independence Day and I would like to take this opportunity to highlight some of those changes to the citizens of District VI.

Beginning this year fireworks will only be permitted to be used from the hours of 10 am to midnight, between the dates of June 27 through July 5. In addition to the new dates and times that fireworks will be allowed to be used within the city limits, there are also some new enforcement rules I would like to make sure you are aware of. Similar to past years, a good rule of thumb to remember is that you should only use fireworks in the city limits that you purchased within the city limits. Fireworks purchased outside the city limits, that are capable of launching over 6 feet in the air or that shoot flaming balls, cannot be used within the City of Wichita. Such fireworks pose a significant fire hazard to surrounding homes and have been deemed too dangerous to be used in the city.

In order to protect the safety of our citizens, we have implemented measures that will hold property owners accountable for making sure that illegal fireworks are not launched on their property. Beginning this year, property owners will be responsible for any illegal firework launched on their property and adult property owners will be held accountable for illegal fireworks launched by minors on their property. Fines for use of illegal fireworks within the city limits will be $250 and any illegal fireworks found on an offending citizen's property will be confiscated. The Wichita Fire Department and Wichita Police Department will be working in collaboration to make sure that citizens are in compliance with this new ordinance, so that conditions remain safe for all of our citizens to enjoy the holiday without unnecessary risk.

We understand that some citizens want to launch more dangerous fireworks than are allowed in the city limits. Although we do not discourage citizens from this practice, we do ask that if you purchase those types of fireworks outside of the city limits, that you also launch those fireworks outside of the city limits. This will ensure that we all get to enjoy the holiday in a manner that is safe and equitable, while also reducing the chances that people or property are accidentally put in harm's way. We would like to thank you for your cooperation with this new change to our holiday celebrations and wish you a happy and safe 4th of July!

Independence Day Holiday Closures, Hours

In observance of Independence Day on Wednesday, July 4, the following City of Wichita facilities and operations will be closed: City Hall, Neighborhood Resource Centers, Wichita Public Library locations, Park & Recreation Centers, Great Plains Nature Center, Old Cowtown Museum, Mid-America All-Indian Center, Century II administrative offices, Wichita TIX administrative offices, Transit administrative offices, CityArts, Wichita Art Museum, Botanica, Animal Shelter, Brooks Landfill, WATER Center and Environmental Health.

There will be no Wichita Transit, Paratransit or Q-Line service on Wednesday.

OJ Watson Park will be open from 8 a.m. to 7 p.m. on Wednesday with rides open from noon to 6 p.m.  Riverside Tennis Center will be open from 8:30 a.m. to 4 p.m. on Wednesday.  City of Wichita Golf Courses are open regular hours on Wednesday.

District VI Advisory Board Information
The District VI Advisory Board (DAB VI) meets the first Monday of the month (and the third Wednesday of the month is optional) at the Evergreen Branch Library, 2601 N Arkansas, Wichita, KS, 67204.  Meetings begin at 6:30 p.m.

Once again, the fireworks season is upon us and your Wichita Fire Department wants to make sure you have the necessary information to ensure a safe and happy 4th of July!  Fireworks went on sale to the public Wednesday, June 27th and are allowed to be sold through Thursday, July 5th.  Shooting times in the past were from 6:00 a.m. to midnight; however, beginning in 2018 the start time is now 10:00 a.m.  As in the past, we remind citizens to "shoot them where you buy them."  Only fireworks sold within the City limits of Wichita have been approved by the Wichita Fire Department to be shot off in our City limits.  If you purchase fireworks in another town, shoot them there.  Fireworks not approved by WFD are those labeled as "shooting flaming balls" or anything which shoots higher than six feet in any direction.  

If you would like the names of approved items, please visit our website at www.wichita.gov/fire/pages/fireworks where you can download the relevant attachments.  This year, WFD will partner with Wichita Police Officers to drive the City looking for violations.  Those in violation will be issued citations and illegal fireworks will  be  confiscated.  Violations will result in a $250 ticket, plus court fees.  Adults can now be cited for juveniles violating firework ordinances, and property owners/occupants will  b e held responsible for violations of the ordinance which occur on their property.  

From June 30th through July 4th, you may call 316-290-1011 between the hours of 6 p.m. and 2:30 a.m. with any concerns or firework complaints.  Please remember that if there is an emergency; fire, medical or otherwise, still call 9-1-1.  We wish all of you a safe and happy 4th of July and if you have question s, please don't hesitate to reach out to us!

The Wichita Parks Foundation will once again host Red, White & BOOM! on Wednesday, July 4th from 5:00 p.m. to 10:00 p.m. downtown on the KSN Lawn (in front of the Hyatt Regency), the Lewis Street Bridge, and Water Street.  The event is being funded by the volunteer-led, non-profit Wichita Parks Foundation and our generous sponsors.  We are extraordinarily grateful that, once again, Freddy's Frozen Custard and Steakburgers returns as our Presenting Sponsor.


THIS EVENT WILL FEATURE:
  • Food trucks will line Water Street in the Westar Energy Food Court, starting at 5:00.
  • A beer garden will be open all evening on the KSN Lawn, in front of the Hyatt Regency.
  • Local 80s dance band,  The Astronauts, will perform a FREE concert on the Fidelity Bank Stage, starting at 7:30.  Visit their website at  http://www.theastronautsband.com/.
  • Capping a great evening will be the Red, White & BOOM! Fireworks over the Arkansas River, starting at 9:45 PM.  Music accompanying the show can be heard throughout the festival area.

July 10 The WizNostalgic for the good ol' movies from the 70s? The Wiz is a disco-inspired retelling of the Wizard of Oz where Dorothy, a Harlem kindergarten teacher, gets whisked away in a snowstorm to a mysterious land that looks a lot like New York City. The film is 134 minutes and is rated PG. For children ages 6 and up.

July 17 The Karate KidNostalgic for the good ol' movies from the 80s? The original version of The Karate Kid (the only one that counts!) is a story about a bullied teen who learns self-defense and self-confidence from a sage handyman. The film is 126 minutes and is rated PG. For children ages 6 and up.

July 24 E.T. the Extra-TerrestrialNostalgic for the good ol' movies from the 80s? The Oscar award-winning film from 1982, E.T. the Extra-Terrestrial is the story of a lonely boy who befriends a homesick alien stranded on Earth and attempts to help him find a way home. Meanwhile, a group of government scientists attempt to capture the benevolent visitor for research. This film is 115 minutes and is rated PG. For children ages 6 and up.

Construction and Maintenance Projects
River Vista Development
Project includes construction of apartments and commercial retail on the west bank of the Arkansas River between Douglas and 1st Street.

Traffic Impact: The sidewalk on the south side of 1st Street is OPEN between McLean and Waco.

21st Street North, Tyler to Ridge Road
This project will perform asphalt street repairs in preparation of a surface treatment along 21st Street North, between Tyler and Ridge Road. 

Traffic Impact: 21st is one lane in each direction throughout the area of construction.

WICHway traffic alerts available by text or email
WICHway, the Intelligent Transportation System (ITS) on Wichita's highways, offers a new feature sending subscribers texts and/or emails that share special traffic alerts created by operators at the WICHway Traffic Management Center. The alerts are created when a traffic problem such as a major crash, a highway closure or a similar event causes a significant disruption on a Wichita highway. The alerts are an extension of the WICHway website ( www.WICHway.org), an informational resource the public can consult before traveling on Wichita's highways. 
 
The website adjusts to the type of device being used - a computer, a tablet or a smartphone - and can be bookmarked on a smartphone so that it performs similarly to an app. A short video showing how to bookmark any page from the site can be viewed at KDOT's YouTube page
 
WICHway shares information that is gathered from 55 roadside cameras and 63 traffic sensors. Messages are displayed on 25 electronic message signs, shared on the website and can now be sent to subscribers so that travelers, commuters, freight operators and others using Wichita's highways can make informed decisions about their route.
COMMUNITY  NEWS & EVENTS


Project Wichita is thrilled to report that the survey has launched.  After an encouraging community response to the focus groups (239 groups and 3,800+ participants), they are eager to broaden their listening through the survey.  This will help to hear from even more of the community.  We'd greatly appreciate if you would share the survey with your networks (your organization, boards, volunteer groups)!  The survey is available in both English and Spanish at  www.projectwichita.org
It's Your City - Help Keep it Pretty
Volunteers sought for illegal sign removal

Citizen volunteers are being sought by the City of Wichita to address the issue of illegally placed signs.  The program has been successful since 2016 with a cadre of trained volunteers who physically remove illegally placed signs and turn them in to the City for disposal.
A brief synopsis of volunteer requirements:
  • Must participate in a mandatory training session
  • Must be able to pass a background check
  • Must have a valid driver's license
  • Must be willing to maintain and turn in a log of collected signs
  • Must wear an issued city identification badge while collecting signs

Youth Employment and Training Program

The purpose of the program is to promote youth development so that the opportunity for economic empowerment is created. Opportunities for youth include:
  • Individualized case management with a Family Development Specialist
  • Introduce youth to employment skills training, financial literacy, and other soft skills training
  • Connect youth to supportive services, affordable housing resources, and benefits leveraged from community partnerships
  Eligibility Guidelines: 
  • Must be 18-23 years of age
  • Wichita/Sedgwick County resident
  • 125% of Federal Poverty Level (FPL) (see chart)

Sewer Maintenance Improves Cleaning Process
 
Sewer Maintenance has added two Vactor Ramjets to its fleet. The 2,000 gallon water tanks on these trucks allow a longer run time, so there is less stopping to fill up with water, allowing more feet of pipe to be cleaned. 

The Vactor water pump system also offers our operators the ability to adjust flow of water from 0 to 80 GPM at variable pressure, up to 2500 PSI, for the flexibility to clean any size of sewer pipe. Operators are capable of smooth flow for general cleaning and root cutting and also have the flexibility to activate a power jackhammer action for difficult blockages. The Vactor water system with multi-flow allows operators to set a lower desired flow at a lower RPM's without diverting high pressure water back to the tank. The end result is better fuel efficiency and less water consumption.
Heavy Rains Keep Stormwater Crews Busy
 
Stormwater crews were deployed twice over the past weekend, from Friday night, June 22 thru Sunday night, June 24. The area received about 2" of rain during this period, with about 1.75" being received Sunday night. Three crews (seven people) were deployed for each of the events. Crews unclogged 78 structures and inspected another 7,000 inlets during the storms up until water receded. The weekend's efforts indicated that 98% percent of the structures seen were draining as intended. No street closures were required during this rain event.
 
Strong storms again moved through the area June 26, as heavy rains caught much of the City by surprise. Three crews unclogged 61 structures and inspected 1,200 others that evening. The Lincoln Street Dam and all pump stations operated normally. Harry St west of McLean was briefly closed (less than an hour) due to high water.
 
Routine cleaning takes place daily. The City's storm sewer system includes 943 miles of pipe and 60,000 inlet structures. In a typical year, the city inspects and cleans up to 500,000 linear feet of pipe and 68,000 stormwater structures. Storm response efforts are in addition to routine cleaning activities.
Start Neighborhood Night Out Planning Now

The City of Wichita will celebrate Neighborhood Night Out from 5:30 to 9 p.m. on Tuesday, August 14, and Mayor Longwell is encouraging residents to start their planning now.

Neighborhood Night Out, formerly celebrated as National Night Out and Celebrate Safe Communities, is in its second year. It's an annual event that promotes neighborhood safety and combats crime by encouraging neighbors to get to know one other through neighborhood parties, picnics, cookouts and other social gatherings over one designated evening.

"Neighborhood Night Out is a great way to get to know your neighbors, so you can look out for one another and keep your area safe," Mayor Jeff Longwell said.

To encourage participation, the City will waive park fees for groups who want to hold their gathering in a neighborhood park. While supplies last, the City will also provide barricades at no charge to groups that want to block off a portion of the street for their event. The registration form for parties is available online, as well as information on how to plan a block party that includes the form for street closures.


It's up to neighborhoods to decide how to celebrate. The options are limitless; they can hold a block party, picnic, ice cream social, cookout, etc.

Health Care for Uninsured,
Low-income Available
In 1999,   Project Access began coordinating access to donated medical care for uninsured, low-income residents of Sedgwick County.  Thanks to the founding funders - United Way of the Plains, the City of Wichita (CSBG) and Sedgwick County - Project Access is still able to serve the community today.

Project Access and its community partners serve patients in many locations.  Eligible uninsured patients are enrolled for limited periods of time to address immediate medical needs.  Once enrolled, patients have access to a variety of specialists, as well as prescription medication, durable medical equipment and diabetic supplies.
 
Eligible patients can be referred by participating physicians throughout Sedgwick County.
 
Additional key partners are community clinics and the Department for Children and Families (DCF). Patients who receive primary care at certain community clinics may be referred to Project Access and enrolled by an onsite DCF eligibility specialist.
