A message from Council Member Cindy Claycomb...

|
At a recent City Council Workshop, Mike Mayta, the City of Wichita's IT Director, gave a presentation about the implementation of Smart City technology to assist with various functions associated with public infrastructure. To provide a little background, smart cities are urban locations that utilize a variety of electronic data collection technologies, in an effort to supply information to City staff that is then used to manage public assets and resources effectively. This could include data collection to improve the functionality of transportation systems, water supply infrastructure, law enforcement and first responder deployment, street maintenance and a variety of other services provided by City staff. Smart cities integrate information and communication technologies, along with various physical devices that are connected to the City's information technology network, to both interact with residents and monitor City assets for optimized efficiency.
Many of our neighboring metropolitan areas are currently implementing smart city technologies in ways that best fit their individual locations. Some cities have chosen to dedicate a particular area of their city to introduce smart city technology as a type of "innovation zone," in which they can study the results of these technologies on a micro scale. The City of Wichita has chosen a different approach. Rather than dedicating one area of our city to test these technologies, we have chosen to implement a variety of smart city pilot projects throughout the City, in accordance with needs we currently have. Some of the projects we are currently working on in this area are, trash sensor implementation, traffic signalization, Old Town camera systems, gun-shot detection, fiber sharing with the Kansas Department of Transportation, parking systems and copper/metals theft detection. The City will also be conducting a review of future 5G wireless network implementation, which would be necessary infrastructure to support the various smart city technologies being considered.
It is important that the City of Wichita is forward thinking in its approach to service delivery. Information technology is a rapidly changing field, as are the opportunities that come along with those changes. It is vital that we as a city take advantage of emerging technologies and implement them in ways that will bring us positive results for years to come. I encourage you to learn more about smart city technology and to engage with the City as to how we can best implement this technology to meet the needs of our residents. The District VI Advisory Board (DAB VI) meets the first Monday of the month (and the third Wednesday of the month is optional) at the Evergreen Branch Library, 2601 N Arkansas, Wichita, KS, 67204. Meetings begin at 6:30 p.m.

WICHway traffic alerts available by text or email
WICHway, the Intelligent Transportation System (ITS) on Wichita's highways, offers a new feature sending subscribers texts and/or emails that share special traffic alerts created by operators at the WICHway Traffic Management Center. The alerts are created when a traffic problem such as a major crash, a highway closure or a similar event causes a significant disruption on a Wichita highway. The alerts are an extension of the WICHway website (
www.WICHway.org), an informational resource the public can consult before traveling on Wichita's highways.
The website adjusts to the type of device being used - a computer, a tablet or a smartphone - and can be bookmarked on a smartphone so that it performs similarly to an app. A short video showing how to bookmark any page from the site can be viewed at
KDOT's YouTube page.
WICHway shares information that is gathered from 55 roadside cameras and 63 traffic sensors. Messages are displayed on 25 electronic message signs, shared on the website and can now be sent to subscribers so that travelers, commuters, freight operators and others using Wichita's highways can make informed decisions about their route.

J.R. Cox

Metropolitan Area Planning Department
John R. (J.R.) Cox, Jr. is currently the Division Supervisor of the Zoning Enforcement Division,
Metropolitan Area Planning Department (MAPD). Mr. Cox began work in the code enforcement field in September of 1988, with the Zoning, License and Sign Section of the City of Wichita's Central Inspection Division.
During his tenure, J.R. has worked in all facets of land use regulation within this Section, including zoning code enforcement, airport hazard zoning code enforcement, sign code enforcement, license code enforcement, landscape code enforcement, license life-safety inspections, as well as Graffiti Removal Coordinator. In performing his duties, he works closely with Metropolitan Area Building and Construction Department (MABCD) including the Neighborhood Inspection and Plan Review Sections. He also works with other City departments, including the Law Department, Police Department, Fire Department, and Public Works.
Mr. Cox holds the following certifications: City of Wichita Advanced (Level 2) Zoning/Sign Inspector, AACE Zoning Inspector, ICC Building Inspector, and ICC Mechanical Inspector.
On a side note, with the general election fast approaching (Nov. 6), the City of Wichita's Sign Code addresses signs used during an election, placed on private property (not City rights of way). The code is:
24.04.190.10. No more than one (1) Temporary Sign per fifteen (15) linear feet of street
frontage or portion thereof may be located on private property with the permission of the
Owner or tenant. Such Signs may be displayed no longer than forty-five (45) days prior to any
election and the two (2) day period following any such election. Such signs shall not exceed eight (8) square feet in area, no more than five (5) feet in height and be located no closer than
eight (8) linear feet to a side property line. Such signs may not be lighted or illuminated.

PW&U Street Maintenance Employees Help Keep Streets Safe
Street Maintenance Equipment Operators Karl Williams, Johnny Salcedo, and Timothy Miller received an Outstanding Citizens Assistance plaque on Wednesday September 26, 2018, for their help in solving a crime earlier this year.
On 4/23/2018, 5 males robbed a pizza delivery driver in the area of Bluffview and Bailey. Karl, Johnny, and Timothy were working in the area of Terrace and Lincoln and observed the males running northbound. As officers responded to the area, Karl, Johnny, and Timothy were able to point out the residence in which the suspects entered. Officers were then able to cordon off the residence, take the males into custody, and obtain a search warrant. All of the evidence from the robbery was recovered. This crime may have not been solved without the assistance of Karl, Johnny, and Timothy.
Any citizen of the community who tangibly and conspicuously aids law enforcement may be eligible for the Outstanding Citizen Assistance Award. Examples include: providing key witness assistance to help solve a major crime, directly aiding an officer in apprehension of an offender, providing a level of service to a community member, in conjunction with police that significantly improves the quality of life. Public Works & Utilities is very proud of these employees for keeping the streets safe for citizens, in more ways than one.

Meet the newest member of the Wichita Fire Department, Sailor!
Miss Sailor and her handler, Captain Winton, graduated from their training at Ground Zero Emergency Training Center in Oklahoma City.
Both Sailor and Winton will train with other members of Kansas Task Force K9 Unit to receive Type 1 certification in disaster search.

Painting Hydrants
A frequent question property owners have is in regards to rules/regulations in painting hydrants. The requests range from totally redesigning the hydrant to simply adding artistic flair to the red and silver color scheme. The Wichita Fire Department requires hydrants to remain in the set color scheme (silver hydrants and red caps), with variations only occurring which have significance to the functionality of the hydrant (for example; a yellow cap means the hydrant does not fully drain). Citizens can report hydrants which may need attention to the Department of Public Works (219-8921). Conversely, if someone owns an old, out of service hydrant, we request the hydrant be painted completely different from the normal scheme, and for the hydrants to be placed in locations where they cannot be mistaken for actual/usable hydrants. There have been unfortunate instances when fire crews have tried to get water from a yard ornament!

PW&U Implementation of Jet Scanners in Sewers
The Sewer Maintenance Division has recently invested $50,000 by purchasing 5 Jetscan scanners to help locate problem areas while staff is performing routine cleaning of the collection system. Jet scanning is a relatively new process being implemented and does not replace the televising inspection process. Jet scanning gives a quick overview of the line being cleaned and allows staff to determine what level of maintenance is required. Using the Jetscan product allows users to see what they're jetting, enables them to make smarter choices, and also promotes productivity. Additional benefits of Jetscan include:
- Cleaning Confirmation: Document cleaning success with before/after footage.
- Pipe Assessment: Find offsets, collapses, infiltration and other problems without a crawler.
- Understand Hazards: Identify collapses, protruding taps, root balls and other risks to a nozzle.
- Problem Resolution: Determine source of problems on a call-out, and who is responsible.
- Cost Savings: Instantly view pipe maintenance and structural conditions without a CCTV crew.
- Tool Selection: See if a clog is gravel, grease, mud, roots or sludge, and pick the best nozzle.
- Safety: Confirm absence of cross bores before mechanical root cutting.

Health Care for Uninsured,
Low-income Available
In 1999,
Project Access began coordinating access to donated medical care for uninsured, low-income residents of Sedgwick County. Thanks to the founding funders - United Way of the Plains, the City of Wichita (CSBG) and Sedgwick County - Project Access is still able to serve the community today.
Project Access and its community partners serve patients in many locations. Eligible uninsured patients are enrolled for limited periods of time to address immediate medical needs. Once enrolled, patients have access to a variety of specialists, as well as prescription medication, durable medical equipment and diabetic supplies.
Eligible patients can be referred by participating physicians throughout Sedgwick County.
Additional key partners are community clinics and the Department for Children and Families (DCF). Patients who receive primary care at certain community clinics may be referred to Project Access and enrolled by an onsite DCF eligibility specialist.
