Dear Neighbors,

My heart is heavy with sadness at the news of the passing of the entrepreneur, civil rights activist, and attorney, Mr. Joe Hopkins.

Mr. Hopkins was a pillar in the Pasadena community and provided a platform and space to elevate black people. He and his wife, Mrs. Ruthie Hopkins, co-own and publish the Pasadena/San Gabriel Valley Journal News, affectionately known as "the Journal," a dedicated publication to address issues and spotlight successes of the black community in the area since 1989. He also established and practiced at his law firm in the great city of Pasadena.

Mr. Joe Hopkins will be truly missed and remembered for his notable contributions to our city. I extend my heartfelt prayers and condolences to Mrs. Ruthie Hopkins and the entire family during this time.

Historic Places Pasadena, community events, and more!
Pasadena Public Library is celebrating National Native American Heritage Month in November, a time to recognize the important contributions of Native people and celebrate their rich and diverse cultures, traditions and histories.
Programming is sponsored by The Friends of the Pasadena Public Library.

Traffic Advisory
SR 134 Off-Ramps to San Rafael Ave., Orange Grove Blvd. to Close During Nov. 3 Weekend
 
Pasadena — The California Department of Transportation (Caltrans) plans to close the westbound State Route (SR) 134 off-ramp to San Rafael Avenue (Exit 12) and the eastbound SR 134 off-ramp to Orange Grove Boulevard (Exit 13A) during the Nov. 3 weekend to accommodate bridge barrier work.
 
The ramp closures will begin as soon as Friday, Nov. 3, at 7 p.m. and will end before 6 a.m. on Monday, Nov. 6. Motorists are advised to use the off-ramps before or after their planned exits.
 
These planned closures will allow crews to safely and construct concrete barriers.
 
Construction schedules are subject to change due to weather or other unforeseen circumstances. Residents and businesses located near the bridge may experience noise, vibrations and dust associated with construction activities. Please visit the Caltrans Quickmap for the latest road conditions and closures.
 
This work is part of a bridge barrier upgrade project that will enhance the bridge’s safety to meet state standards. Additional project information can be found on the Caltrans website.
 
Caltrans reminds motorists to be “Work Zone Alert” and “Slow for the Cone Zone.”
Adaptive Sports Festival
Saturday, November 4| 9-4p.m.| Brookside Park

The City of Pasadena Parks, Recreation and Community Services Department (PRCS) in collaboration with the Triumph Foundation, a nonprofit organization dedicated to enhancing the lives of individuals with disabilities, is thrilled to host the 5th Annual Pasadena Adaptive Sports Festival on Saturday, November 4, from 9 a.m. to 4 p.m. This exciting event will take place at Brookside Park, located at 360 N. Arroyo Blvd.
 
The Pasadena Adaptive Sports Festival offers a dynamic and inclusive day of sports and fitness activities designed to cater to individuals of all abilities. Attendees can engage in a wide range of activities, including handcycling, wheelchair rugby, pickleball, aquatics, tennis, boccia, adaptive archery, disc golf, boxing, power soccer, fencing, a resource fair, and more!
 
This event serves as a unique opportunity to introduce the broader community to adaptive sports, showcase the remarkable abilities of individuals with disabilities, and contribute to the development of a more inclusive society.

Historic Places Pasadena

The City of Pasadena is excited to announce the launch of Historic Places Pasadena: Completing Our Story! We’re embarking on an update to the city’s written history as part of the ongoing effort to tell the full story of our community through the historic places that help shape our lives today. Join us for the official project launch at a special Historic Preservation Commission meeting on Tuesday, November 7, 6:30 p.m., in the City Hall Council Chambers at 100 N. Garfield Avenue, Room #S249.
 
Pasadena has a rich and complex history. The city currently has more than 375 designated historic properties and dozens of historic districts such as Old Pasadena and Bungalow Heaven. However, these landmarks, while celebrated for their architectural significance, only scratch the surface of Pasadena's diverse tapestry—a story that extends beyond structures to encompass the places that represent the people, events, and dynamic social and cultural influences that have shaped the city. The goal of the Historic Places Pasadena project, led by the Design and Historic Preservation division of the City’s Planning Department, is to create a complete written history of the city and identify significant historic places in Pasadena.

To ensure that we hear from as many community members as possible, the project’s Community Engagement Plan envisions a robust effort that will include regular social media postings on the City’s existing accounts (with hashtags #historicplacespasadena, #completingourstory), project-specific events, presence at community events, and presentations at small group meetings. In addition to direct outreach to groups that have traditionally been involved in the City’s historic preservation efforts, and to ensure that we hear from as many people as possible, the project team is engaging a group of Community Connectors; these are individuals from the community that will assist in engaging groups that have not traditionally been involved in these efforts in the past such as African American, Indigenous, Latina/o/e/x, Asian American, Armenian, and LGBTQIA+ residents, as well as residents of specific geographic areas that have not been extensively studied and documented in previous surveys. 

An online crowdsourced Story Map is on the project website, www.cityofpasadena.net/historicplaces, along with a portal allowing people to provide us with information about the historic places, events, people and stories that are important to them, which will ensure that these stories are considered by the project team in their research efforts. Those interested in receiving regular updates on the project’s progress can also sign up for the project’s email list on the project website.

Pasadena Transit - Customer Survey
Pasadena Transit has launched its onboard survey effort as part of its Short Range Transit Plan (SRTP) Update.

The survey is available online at https://arcg.Is/nGXHH through November 10. We encourage anyone who is interested in providing feedback on Pasadena Transit services to complete this survey!

The SRTP provides guidance for five years of programming of transit service development and investments that support the policy goals for the City's public transit services. Pasadena provides two vital transit services to the community: Pasadena Transit and Pasadena Dial-A-Ride. Pasadena Transit is a fixed-route bus service that currently provides six routes which operate throughout Pasadena, including service to the six Metro A (Gold) Line stations. Pasadena Dial-A-Ride is a demand-response paratransit service for older adults 60 years or older and individuals with disabilities who live within the service area of Pasadena, San Marino, Altadena, and unincorporated San Gabriel.
City of Pasadena Announces Veterans Day Closures 
Pasadena City Hall and many City services and administrative business offices will be closed Friday, Nov. 10, in observance of Veterans Day, a day to honor those who have served in the U.S. Armed Forces. The public is invited to attend a special Veterans Day ceremony at Pasadena City Hall, 100 N. Garfield Ave., on Saturday, Nov. 11, beginning at 10:30 a.m. Specific Veterans Day closures and exceptions are noted below. 

Pasadena Police and Fire Departments will be staffed for all patrol, jail, fire, paramedic and other emergency services, but not business or administrative offices. If you see something, say something; report suspicious activity to Pasadena Police at (626) 744-4241. For life-threatening emergencies, dial 9-1-1. 

Pasadena residents and businesses with any power emergencies should call Pasadena’s Water and Power (PWP) Department at (626) 744-4673. For water-related emergencies, call (626) 744-4138. PWP’s Customer Service Call Center will be closed for the holiday, but customers can access their accounts and make payments by phone at (626) 744-4005 or online at www.PWPweb.com

The City's Citizen Service Center (CSC) will be closed on Friday, Nov. 10, and will return to normal business hours, 8 a.m. to 5 p.m., on Monday, Nov. 13. CSC is available via the web and by calling (626) 744-7311. Residents with City trash and recycling service will be on their regular pickup schedule for Nov. 10, including any previously scheduled pickups for bulky items. 

Both Pasadena Transit and Pasadena Dial-A-Ride services will operate on their normal schedules. All parking meters will be free, and parking time limits will not be enforced; however, violations for overnight parking, red curb parking, "No Parking" zones, blocking fire hydrants, and all other parking restrictions will be enforced. All regular enforcement resumes Saturday, Nov. 11. 

All Pasadena Public Library sites will be closed on Friday, Nov. 10. Regular operating hours resume Saturday, Nov. 11. 

All parks will be open for picnics, fun and play; however, no site reservations are accepted for the holiday.

Effective November 1, outdoor irrigation is limited to one day per week to preserve our water supply.

Make every drop count by watering on Mondays for even numbered addresses and Tuesdays for odd numbered addresses.

PWP is now accepting essays and applications for the 2024 Academic Scholarship. Each year, PWP honors two outstanding high school seniors in Pasadena with a scholarship to a two- or four-year accredited, post-secondary institution for the upcoming academic year. The first-place scholarship is $5,000, and second place is $2,500. To apply, students must write a minimum 500-word essay about a topic related to the utility industry.
