Tomorrow, February 17th, please join me for the 42nd Black History Parade and Festival - Celebrating the Life & Legacy of Jackie Robinson. The parade begins at Fair Oaks Avenue and Mountain View Street and ends at Robinson Park, 1081 N. Fair Oaks Ave., where the festival takes place from noon to 4 p.m. Pasadena’s Black History parade is one of the largest and longest-running in Southern California. Ruff Endz and Ellis Hall Performing at the Black History Festival in Pasadena this Saturday, February 17
PASADENA, Calif.— The City of Pasadena and Black History Planning Committee are proud to announce Ruff Endz and Ellis Hall as main entertainers at the Black History Festival. This year, the Black History Parade and Festival will be held on Saturday, Feb. 17, 10 a.m.- 4 p.m., at Robinson Park, 1081 N. Fair Oaks Ave. The Black History Parade and Festival are an annual celebration of African American culture and heritage, and these performances promise to be the highlight of the festival, which takes place immediately following the parade from noon to 4 p.m.  

Ruff Endz is a critically acclaimed Hip-Hop Soul duo with several Billboard-charting singles including “No More” and “Someone to Love You”. They have been featured on major networks including CNN and MTV and have shared a stage with music industry icons such as Mary J. Blige and Christina Aguilera.

Ellis Hall, known as “The Ambassador of Soul”, is a singer, songwriter, and a multitalented musician with a 5-octave vocal range. He has performed with legendary artists including Ray Charles and Stevie Wonder and has recorded songs for major live action and animated films. He performs with internationally renowned symphony orchestras and is the lead vocalist and keyboardist for the soul-funk band Tower of Power. 

Additional performing artists include: Christine Marie, a multitalented rapper, singer, actress, and dancer; R&B band LUV FROM ABOV; Christian Williams “Traxx”, a Christian Hip-Hop performer and producer; the MEN OF PRAYZ Gospel Choir; Altadena Arts Choir; the Jasper Boyz; Soul Sister Line Dance; and Outspoken Dance Group.

“Every year, the Black History Parade and Festival boasts an acclaimed lineup of entertainment, and 2024 is no exception,” said PRCS Director Koko Panossian. “We are honored to welcome these talented artists who embody the message of love and unity that this event represents in our community.”

The Black History Parade and Festival is a family-friendly event that features live music, food for purchase, a children’s zone, Historically Black Colleges and Universities (HBCU) fair, and educational activities. The festival is free and open to the public, and all are welcome to attend.

Black Heritage Month

You're invited to participate in the Robinson Park Recreation Center Public Art Project at the upcoming 42nd Annual Black History Festival!
This event is a great opportunity for residents to meet the selected artists and learn more about their artistic approach to the project and engagement with the Northwest community. Attendees are encouraged to stop by the Cultural Affairs Division booth to learn more about the project and share their own personal stories of living and working in Northwest Pasadena. Artists Deborah Aschheim and Carla Jay Harris will share the progress of their artistic research and engagement with the Northwest community as they develop their public ait concepts for the Recreation Center.

The City of Pasadena, in partnership with the One Arroyo Foundation, is thrilled to announce the successful acquisition of a significant $500,000 grant from California State Parks for the One Arroyo Trail Critical Linkages Project.

Adopt A Bike Program

Every year, nearly 5,000 unclaimed bikes are lost and found on Metro’s bus and rail system and on other Metro properties. Previously, many of these bikes would go unclaimed and were sold off at auction. Day One is excited to partner with Metro to provide FREE used bicycles to residents of Pasadena, Pomona, and El Monte as part of the Metro Adopt A Bike Program. Bikes will be distributed on a first-come, first-served basis. Priority will be given to low-income individuals and families. Interested community members must complete a registration form.

The Community Police Oversight Commission will be hosting two public forums to hear from the community about their thoughts on the use of pretextual stops by the Pasadena Police Department. These conversations are part of a broader effort by the commission to research and make recommendations to the Pasadena Police Department about the use of pretextual stops.

Pasadena Primary Municipal Election Charter Amendments

On December 4th, 2023, the City Council voted unanimously to place Measures R, S, and T on the March 5, 2024 Election ballot so residents can decide whether to approve amendments to the Pasadena City Charter.

On February 4, 2024, LA County proclaimed a local emergency due to the winter storm.

The County is in the process of assessing damage countywide and supporting residents with their individual recovery efforts.

Although major indicators suggest transmission is slowing, it remains important for all residents, especially older residents, to continue practicing common sense precautions to protect themselves from COVID-19. Older adults are more likely to get very sick, be hospitalized and die from COVID-19 than younger people.

Vaccination remains one of the most effective ways to protect against the severe effects of COVID-19. Public Health is offering a $25 visa gift card* to seniors 65+ who receive the updated 2023-2024 COVID-19 vaccine at one of our POD sites. Seniors can visit the Obregon or Ted Watkins POD site between Wednesday and Sunday from 11am-6pm. Walk-ins are welcome!

CPUC Public Forums for AT&T Customers:

Serjik Arzoumanians, Acting Chief Information Officer, reported the Telecommunications
provider AT&T is seeking approval from the California Public Utilities Commission ("CPUC") to
adjust their landline services, potentially impacting Pasadena residents and businesses. The two
requests are outlined below:

• Relief from Carrier of Last Resort ("COLR") obligations in specific California areas. This
means AT&T would no longer be obliged to provide landline telephone service, including
essential services like Lifeline rates and 9-1-1 access, in these areas (A.23-03-003). A COLR
is a telecommunications service provider obligated to offer basic telephone service, typically
landline, to any customer within a specific area who requests it. This obligation ensures
universal access to safe, reliable, and affordable telephone service.
• Removal of its designation as an Eligible Telecommunications Carrier ("ETC"). ETC status
allows companies to receive federal assistance from the Universal Service Fund for providing
affordable telephone services in designated areas (A.23-03-002).

The City is listed in a service region that may be impacted by AT&T's request to withdraw as a COLR. Alternative scenarios may unfold, such as another carrier assuming the role as a new COLR or the CPUC rejecting AT &T's request.

Beginning this month and continuing into March, the CPUC will hold several in-person and virtual public forums for AT&T customers to provide input. The first two in-person meetings occurred back on February 6 in Clovis, California. Attendance and comments (either in-person or online) from the public are encouraged to aid the CPUC in making an informed decision.

While currently there is nothing conclusive regarding the impact AT&T's proposals may have
on AT&T customers in Pasadena, the Department oflnformation Technology ("DoIT") staff is
engaged with representatives from both the CPUC and AT&T to monitor developments and will
provide future updates as this process unfolds.

For the latest information, including the public forum meeting schedule and fact sheet, visit
the CPUC site. A proposed decision for consideration by the CPUC is expected within a year.

In celebration of Black History Month this February, Huntington Health is honoring the contributions of Black Americans to their hospital, the Pasadena community, and beyond by hosting their first Charles Drew Black History Month Blood Drive. The event will take place Saturday, February 24th, at the Huntington Health Blood Donation Center, at their hospital in Pasadena.

As part of the Soundwall Package 10 Project, Metro’s contractor C.A. Rasmussen, will continue setting up work zones on Corson St between Los Robles Av and Wilson Av and on Maple St between Lake Av and Fair Oaks Av.
Activities include intermittent shoulder and ramp closures during non-peak traffic hours to set up temporary construction safety barriers, clearing/grubbing, tree removal/relocation, grading, and demo operations to prepare the work area for soundwall construction. Work is anticipated to continue through Summer 2025.
