Since after the coup, the Myanmar military and its supporters has been spreading religious hate speeches targeting ethnic minorities and religious minorities to make division, disunion and weaken among the revolutionary forces. The junta is disseminating its ideology by means of hate speech. Moreover, 2021 coup accelerates persecution, marginalization and violence against persecuted communities. The junta is using hate speech as a tool to create fear and disunion among the communities. The military is trying to keep their power longer and to continue their persecution by creating hate speeches that target ethnic and religious groups as the Myanmar society is sensitive when it comes to race and religions.

The junta and its supporters are circulating hate speeches in various ways, via both online and printed media, to deviate the public attention from revolution.

The objective of BHRN monthly report is to monitor and analysis hate speeches circulated by the military and its supporters. BHRN documented a total of 112 hate speech cases in the month of May 2024.

As hate speech is a term that comes from emotion, there is a wide spectrum in defining it, not a specific one. BHRN, therefore, standardized the definition of hate speech for this report as follows. Hate speech in this report means aggressiveness and hatred against protected characteristics of a person or a group, blaming, discriminative expression, writing, gesture, or art expression of excoriation, dehumanization.

It means attacking someone’s faith, language, gender, sexual orientation, origin, ethnicity, skin colour, race, belief, citizenship and physical appearance. The monitored hate speeches were categorised as (1) Criminalising Hate Speech, (2) Abusive Hate Speech, (3) Dehumanizing Hate Speech, (4) Violence Inciting Hate Speech, (5) Threatening Hate Speech, and (6) Hate Speech that supports prejudicial actions inspired by hate speech.

BHRN has daily documented hate speech terms and usages found in the contents –based on the current political crisis - disseminated by the military.

This report was written after monitoring both online and printed media which were used by Junta and its supporters to spread their hate speeches. BHRN has monitored 9 Facebook groups, 36 Facebook Accounts, 19 Tik Tok Accounts, 25 Telegram Channels and 4 Printed Media during May 2024.

Junta’s Propagative Methodology

The Myanmar junta is using hate speech to boost its propagative mechanism. The propagative mechanism includes repeating something again and again, dominating mentality, deception and manipulating data. By using those techniques, the Myanmar junta is creating narratives that could promote their image as “the protector of the nation and the religion” and “the promotor of harmony”. Moreover, AA accused the Rohingya as the traitors of the nation.

The junta is using hate speech to stimulate serious emotions such as aggressiveness, fear and indignation. The junta is using those emotions to create hatred against its targeted area and organizations by means of fabricated cases and distortive information. This can lead to giving up and disunion among revolutionists.

This disunion will lead to the situation that the people focus on raising questions and blaming each other among the community rather than focusing to fight against persecuted policies of the military.

Context of misinformation as hate speech

In this report, BHRN has analysed hate speech in the context of the ongoing political tensions in Myanmar. Sometimes, when measured by international standards, what might look like misinformation takes on a different significance in the aftermath of the 2021 coup. This is because misinformation, particularly when aimed at individuals, groups with opposing political beliefs, or minority religious communities, can have severe consequences, even leading to loss of life and the intensification of religious and community conflicts.

Hate speech in Myanmar's current political climate is more than just false information; it can be a catalyst for very real and harmful outcomes, especially in the post-coup environment. Understanding this complex relationship between hate speech, misinformation, and their tangible impacts is crucial for grasping the region's broader social, political, and intergroup dynamics.

A total of 112 hate speech cases were found during BHRN’s monitoring process this month. When Facebook accounts were disabled, some created new accounts and some moved to Telegram channels. The military mainly used Telegram channels to spread hate speeches and the hate speeches were done through the cartoons more in this month.

Hate Speech Targets and Usages

In this month’s (the month of May) monitoring, hate speech targeted the most was Arakan Army (AA) and the second was PDF and the third was Rohingya community. Moreover, hate speeches targeting NUG and women were found as well.

       In addition, the most used terms of hate speeches for this month are "dog, terrorists, kelwar (a word that refers to dog in Rakhine State) and Rolinenyar (referring Fake identity of Rohingya).”

Hate speeches Targeted to the Rohingya

Human Rights Minister of the National Unity Government, U Aung Myo Min's Hate Speech

In April, former MP U Aung Thaung Shwe was interviewed by RFA about the situation in Buthidaung. he said that "houses in Buthidaung were burned down not because of war, but because of extremist Muslims who had been trained by the Junta and Rakhine people were afraid of the Junta and the extremist Muslim community." Following this, on the social media groups where the Rakhine people are in, posts were written to revenge the Rohingya. When the Minister of Human Rights said in the interview this way, it seemed to support the statement that the Rakhine people have to worry about the dangers of the Rohingya. Referring to the Rohingyas who were arrested in the hands of AA as the junta soldiers, saying that those Rohingyas were being pushed to commit violence against other religions incites the violence against the Rohingyas by extremist Rakhines.

Spring Revolution Sayataw Kaytara (Sri Lanka)'s Hate Speech

Spring Revolution Sayardaw Kaytara (Sri Lanka) said "No ethnic people did the killing of Muslims, only the Junta did it. Which ethnic group and which people have violently killed your Muslims? Isn't it the military that has done all the violence and killing throughout history? The Muslims did not speak out about the burning incident in Karen State, they speak out only for Rohingya, and Muslims are only worthy to live under the military.

During 3 years and 5 months of the revolution, Muslim voices were missing. Muslims and Rohingyas are neither citizens or ethnic people, but they are guests and illegal migrants.

Hate Speeches Targeted to the PDF A pro-military Telegram Channel named as “Ka Ka Han” posted on 9th May that "PDFs bullied the CDMs who supported them. PDFs will bite your hands if you do not feed them one time, even after you fed them ten times.” That post used Dehumanizing Hate Speech by describing PDFs as dogs. Link - Attach file Translation - 4

The Facebook account named as ‘Shwe Thaw’ posted that "The PDFs born from NUG, MOD, CRPH are not fighting against the military dictatorship but fighting back against the people. It is not strange when PDF are acting like a dictator towards the people because the only thing they want is power and they are trying to take power back from the military." That post used the hate speech that accuses PDF of being dictator and fighting back against the people. Link - Attach file Translation –6

Hate Speeches Targeted to the NUG

The Facebook account named 'Mg Mg' posted a cartoon on 5th May in which the Acting President of NUG, Duwa La Shila, asked the ministers of NUG to hold a cup as beggars. The cartoon caption is "NUG Duwa La Shila warned to implement strategies on all battlefronts." Link - Attach file Translation –7 

Hate Speeches Targeted to AA

A pro-military Telegram Channel named as “Mhinewai” posted on 3^rd May that "TNLA entered the MNDAA's camp area Kut Khaing without informing them. They said they are allies but they are eager to fight for the places. If they were enemies and not allies, they would kill each other for generations." That post used Abusive Hate Speech by describing Three Brotherhood Alliance as dogs and the groups that would kill each other for generations. Link

The Facebook account named as ‘Galonesetkyarshin' posted on 10^th May that "If you support AA, that means you are supporting terrorism. Where there is AA, there will be flames of war and then ashes. If you do not want the similar war incidents, do not deal with AA, do not support them." That post used Abusive Hate Speech by describing AA as terrorist group. Hate Speeches Targeted to the Women

A pro-military Telegram Channel named as “Sittadin” posted that "Our country should collect taxes from the women who are travelling around the world by using their samusa (female private area)" along with the photo of May Myat Thu Aung's trip to Dubai. A pro-military Telegram Channel named as “Mahuyar Mwayhouk” posted on 28^th May that "During the beginning of the Spring Revolution, when the bank employees were discussing to join the Civil Disobedience Movement (CDM), I did not encourage it. Although I did stop them, I did not succeed in it. When those bank employees joined CDM, we had to withdraw our own money with difficulties. In addition, when a Grade 10 student said she was going to join CDM for her education, I tried to stop her but I did not succeed. Last week, I saw her as a prostitute in a township. Hate Speeches in Cartoons

A pro-military Telegram Channel named as “Ka Ka Han” posted on 10^th May a cartoon in which a man in KIA uniform is telling two dogs to bite the people and those dogs were labelled as PDF.

A pro-military Telegram Channel named as “Han Nyein Oo” posted a cartoon on May 11^th, in which the NUG government who claims to be the official government, is still begging, making PDFs go to hell. A pro-military Telegram Channel named as “Han Nyein Oo” posted a cartoon on May 11^th, in which the dogs labelled as NUG are teaching in the schools run by NUG. Wise parents send their children to the free education schools opened by the SAC government instead of the schools opened by NUG/PDF. In this month's findings, it was found out that AA General Tun Myat Naing said abusive hate speech against Rohingya and Spring Revolution Monk said criminalizing hate speech by describing Rohingya as illegal migrants and non-citizens. Since then, the use of the term “illegal migrants” to refer to Rohingya, has been increased at the times Rohingya faces AA's abuse. In addition, it was found that some monks said the dehumanizing hate speech against PDFs. They portrayed NUG, CRPH and PDFs as subversives and traitors. Sexual abuse against women who are taking part in the revolution, was also found. While the statement "Rakhine people in Rakhine State have to worry about the danger of terrorist Muslim community" is being spread among Rakhine ethnic groups, the statement of the Human Rights Minister of the National Unity Government, U Aung Myo Min "the Rohingyas are being incited to become religious extremists and to commit violence against other religions" has worsened the tensions between the two ethnic groups on the ground.

စစ်ကောင်စီသည် အမုန်းစကားများကို အသုံးချ၍ ဝါဒဖြန့်ခြင်းသည် ၎င်းတို့၏ ဝါဒဖြန့်မှုကို ထိထိရောက်ရောက် အသုံးပြုလျက်ရှိသည်။ ထိုဝါဒဖြန့်နည်းလမ်းများတွင် ထပ်ခါတလဲလဲပြောဆို ရေးသားခြင်း၊ စိတ်ပိုင်းဆိုင်ရာ ကြိုးကိုင်ခြယ်လှယ်ခြင်း၊ လှည့်စားခြင်းနှင့် အချက်အလက်များကို ကောက်နှုတ်ရွေးချယ်တင်ပြခြင်းတို့ ပါဝင်သည်။ ထိုနည်းလမ်းများကို ကျင့်သုံးခြင်းဖြင့် အာဏာရှင်စစ်တပ်သည် ၎င်းတို့၏ အတွေးအခေါ်ကို မြှင့်တင်ပေးသည့် ဇာတ်ကြောင်းများကို ဖန်တီးကာ “တိုင်းပြည်အား မပြိုကွဲအောင် ကာကွယ်ပေးနေသူများအဖြစ်လည်းကောင်း၊ အမျိုးဘာသာ သာသနာအား စောင့်ရှောက်သူများအဖြစ်လည်းကောင်း၊ သဟဇာတဖြစ်အောင်ဖော်ဆောင်နေသူများ အဖြစ်လည်းကောင်း ပုံဖော်ထားကြသည်။ ထို့ပြင် AA ရခိုင့်တပ်မတော်မှ ရိုဟင်ဂျာများအား တိုင်းပြည်သစ္စာဖောက်များအဖြစ် ပုံဖော်ရေးသားထားမှုများကို တွေ့ရှိရပါသည်။

အမုန်းစကားများကို အသုံးပြု၍ စိတ်အလိုမကျမှု၊ ဒေါသဖြစ်မှု၊ ကြောက်ရွံ့မှု သို့မဟုတ် နာကြည်းမှု ကဲ့သို့သော ပြင်းထန်သော စိတ်ခံစားမှုများကို လှုံ့ဆော်ပေးသည့် ဝါဒဖြန့်ဖြန့်ကျက်မှုကို အသုံးပြုလျက် ရှိသည်။ စစ်အစိုးရသည် ပစ်မှတ်ထားသော နယ်မြေများ၊ အဖွဲ့အစည်းများနှင့် ပတ်သက်သည့် စွပ်စွဲထားသော ဖြစ်ရပ်များ သို့မဟုတ် ပူးပေါင်းဆောင်ရွက်မှုများကို ပုံဖျက်ထားသည့် ဖြစ်ရပ်များကို အဆိုပါ စိတ်ခံစားမှုများကို အသုံးချပြီး ပြည်သူများအကြားရောက်ရှိအောင် ဖြန့်ဝေသည့်နည်းကို အသုံးပြုသည်။ ထိုသို့ပြုလုပ်ခြင်းဖြင့် ပြည်သူများသည် တော်လှန်ရေးအပေါ် စိတ်လျော့ခြင်း၊ အချင်းချင်းစိတ်ဝမ်းကွဲမှုများကို ပိုမိုဖြစ်ပေါ်စေနိုင်သည်။

ထိုသို့ အချင်းချင်းအကြား စိတ်ဝမ်းကွဲမှုများဖြစ်ပေါ်သည့်အခါ လူ့အဖွဲ့အစည်းသည် စစ်တပ်၏ ဖိနှိပ်ချုပ်ချယ် သောမူဝါဒများကို အပြစ်တင်ခြင်း၊ မေးခွန်းထုတ်ခြင်းဘက်သို့ အာရုံမရတော့ပဲ လူ့အဖွဲ့အစည်းအကြား အချင်းချင်း မေးခွန်းထုတ်ခြင်း၊ စိတ်ပျက်မှုများဖြစ်ပေါ်ခြင်းနှင့် နာကြည်းမှုများဖြစ်ပေါ်ခြင်းတို့ကို ဖြစ်ပေါ် စေသည်။

      BHRN ၏ ယခုလလေ့လာစောင့်ကြည့်မှုတွင် အမုန်းစကားအရေအတွက် ( ၁၁၂ ) ခုကိုတွေ့ရှိခဲ့ပါသည်။ Facebook Account များပျက်ပါက အကောင့်သစ်များဖွင့်ခြင်းနှင့် Telegram channel များကို ပြောင်းလဲအသုံးပြုလာကြသည်။ စစ်ကောင်စီသည် ၎င်းတို့၏ ဝါဒဖြန့်ဝေမှုအား Telegram channel များကို အဓိကထားအသုံးပြုပြီး အမုန်းစကားများကို ကာတွန်းများဖြင့် ဖော်ပြလာမှုကိုတွေ့ရှိလာရပါသည်။

အမုန်းစကားဦးတည်ပစ်မှတ်များနှင့် အသုံးအနှုန်းများ

 မေလ လေ့လာစောင့်ကြည့်မှုတွင် တွေ့ရှိရသည့် အမုန်းစကားများ၏ ဦးတည်ပစ်မှတ်များမှ ယခုတွေ့ရှိမှုတွင် အမုန်းစကားဦးတည် တိုက်ခိုက်ခံရမှု အများဆုံးမှာ ရခိုင့်တပ်မတော် (AA)ဖြစ်ပြီး ဒုတိယ တိုက်ခိုက်မှု အများဆုံးမှာ PDF နှင့် တတိယ အများဆုံးမှာ ရိုဟင်ဂျာလူမျိုး တို့ဖြစ်သည်။ ထို့ပြင် NUG နှင့် အမျိုးသမီးများကို ဦးတည်တိုက်ခိုက်သည့် အမုန်းစကားများကိုလည်း တွေ့ရှိရသည်။

      ထို့ပြင် ယခုလတွင် အမုန်းစကား များတွင် အသုံးအများဆုံး အသုံးအနှုန်းများမှာ ခွေး ၊ အကြမ်းဖက်၊ ခဲဝါ၊ ရိုလိမ်ဂျာ စသည်တို့ ဖြစ်သည်။

ရိုဟင်ဂျာများကိုဦးတည်တိုက်ခိုက်သည့် အမုန်းစကားများ

အမျိုးသားညီညွတ်ရေးအစိုးရ၊ လူ့အခွင့်အရေးဝန်ကြီး ဦးအောင်မျိုးမင်းပြောသည့်အမုန်းစကား

ဧပြီလတွင် ပြည်သူ့လွှတ်တော်ကိုယ်စားလှယ်ဟောင်း ဦးအောင်သောင်းရွှေအား RFA မှ ဘူးသီးတောင် အခြေအနေအား အင်တာဗျူးရာတွင် အင်တာဗျူးတွင် ဘူးသီးတောင်မြို့တွင် နေအိမ်များမီးရှို့ခံထားရပြီး တိုက်ပွဲဖြစ်ပွါးခြင်းမရှိပဲ စကစမှ သင်တန်းပေးထားသည့် အစွန်းရောက် မွတ်စလင်များက မီးရှို့ဖျက်ဆီး ကြောင်း၊ ရခိုင်လူမျိုးများသည် စစ်ကောင်စီနှင့် အစွန်းရောက်မွတ်စလင် ကွန်မြူနတီအား ကြောက်လန့် နေရကြောင်း အင်တာဗျူးဖြေကြားခဲ့သည်။ ထို့နောက်တွင် ရခိုင်လူမျိုးများစုဝေးထားသည့် လူမှုကွန်ယက် gp များတွင် ရိုဟင်ဂျာများကို ပြန်လည်လက်တုံ့ပြန်မည့်လှုံ့ဆော်မှုများကို တွေ့လာရသည်။ လူ့အခွင့်အရေး ဝန်ကြီးမှ ယခုကဲ့သို့ ဖြေကြားသည့်အခါ ရခိုင်များမှ ရိုဟင်ဂျာများ၏ အစွန်းရောက်အန္တရာယ်များကို စိုးရိမ်နေရသည်ဟု ပြောကြားမှုများကို ထောက်ခံပေးသည့် သဘောသက်ရောက်ပြီး စစ်ကောင်စီ စစ်ကြောင်းတွင် ဖမ်းမိရသည့် ရိုဟင်ဂျာများကို ညွှန်းကာ ရိုဟင်ဂျာများသည် အခြားဘာသာဝင်များအပေါ် အကြမ်းဖက်အောင် စည်းရုံးမှုခံနေရသည်ဟု ပြောဆိုခြင်းသည် အစွန်းရောက်ရခိုင်များမှ ရိုဟင်ဂျာများအပေါ် အကြမ်းဖက်မှုကို အားပေးလှုံ့ဆော်မှုကို သက်ရောက်ပါသည်။

မွတ်စလင်များကို အကြမ်းဖက်သတ်ဖြတ်မှုကို မည်သည့်တိုင်းရင်းသားမှ မလုပ်ခဲ့ပဲ စစ်တပ်ကသာ လုပ်ခဲ့ကြောင်း၊ မွတ်စလင်များသည် ကရင်ပြည်နယ် မီးလောင်မှုကို အသံမထုတ်ပဲနေခဲ့ကြပြီး ရိုဟင်ဂျာများမှသာ အသံထွက်လာခြင်းသည် မွတ်စလင်များသည် စစ်တပ်နှင့်သာတန်ကြောင်း၊ မင်းတို့မွတ်စလင်တွေကို အကြမ်းဖက်သတ်ဖြတ်ခဲ့တာ ဘယ်တိုင်းရင်းသားရှိခဲ့ဖူးလဲ ဘယ်ပြည်သူရှိခဲ့ဖူးလဲ။ စစ်တပ်က သမိုင်းတစ်လျှောက်လုံးမှာ အကြမ်းဖက်သတ်ဖြတ်ခဲ့တာ မဟုတ်ဘူးလား။ တော်လှန်ရေးကာလ ၃နှစ် ၅လတွင် မွတ်စလင်အသံများပျောက်နေပြီး ဘူးသီးတောင်ကိစ္စတွင် မွတ်စလင်များသည် အသံထုတ်မှုကို ခွေးနှင့်ခိုင်းနှိုင်း ပြောဆိုထားမှုကိုတွေ့ရသည်။

PDF များအပေါ်ဦးတည်တိုက်ခိုက်သည့် အမုန်းစကားများ

PDF များသည် သူတို့ကိုထောက်ခံသည့် CDM များကို အနိုင်ပြန်ကျင့်ပြီး ပြည်သူများအား ဆယ်ခါစားရပြီး တခါမစားရတာနဲ့ ခင်ဗျားတို့လက်ကို ကိုက်မည်ဟု ခွေးဖြင့် ခိုင်းနှိုင်းရေးသားထားသည့် အမုန်းစကားကို 𝐊𝐚 𝐊𝐚 𝐇𝐚𝐧  တယ်လီဂရမ် Channel မှ မေလ ၉ ရက်နေ့တွင် ရေးသားဖြန့် ဝေခဲ့သည် ။  မူရင်းပို့စ်

ကွတ်ခိုင်MNDAA တပ်စွဲနေရာကို TNLA က အကြောင်းကြားခြင်းမရှိဘဲ ဝင်ရောက်နေရာယူဟုဆို ကာ MNDAA၊ TNLA နှင့် AA တပ်ဖွဲ့များသည် စားခွက်လုနေကြပြီး မဟာမိတ်မဟုတ်ပဲ ရန်သူသာဆိုလျှင် ဆွေစဉ်မျိုးဆက် လိုက်သတ်ကြမည်ဟု မဟာမိတ် ၃ဖွဲ့ကို ခွေးအဖြစ်လည်းကောင်း ဆွေစဉ်မျိုးဆက် လိုက်သတ်မည်ဟု နိုင့်ထက်စီးနင်းပြောဆိုသည့် အမုန်းစကားကိုမှိုင်းဝေ  တယ်လီဂရမ် Channel မှ မေလ ၃ ရက်နေ့တွင် ရေးသားဖြန့် ဝေခဲ့သည် ။ မူရင်းပို့စ်

အမျိုးသမီးများအပေါ်ဦးတည်တိုက်ခိုက်သည့်အမုန်းစကားများ

စမူဆာတခုအရင်းပြုပြီး နိုင်ငံပတ်နေတဲ့ ဟာမတွေကိုလဲ နိုင်ငံတော်က အခွန်ကောက်သင့်တယ် ဟူ၍ မေမြတ်သူအောင်၏ ဒူဘိုင်းခရီးစဉ်အတွင်း တင်ထားသည့် ပုံနှင့် ယှဉ်တွဲကာ အမျိုးသမီးများအပေါ် နိုင့်ထက်စီးနင်း ရေးသားထားသည့်အမုန်းစကားကို စစ်သတင်း တယ်လီဂရမ် ချန်နယ်မှ ဖော်ပြထားပါသည်။ မူရင်းပို့စ်
