Department of Homeland Security Pauses CHNV Parole Program

Dear Jacob,



On August 2, 2024, the Department of Homeland Security (DHS) announced it has temporarily paused the humanitarian parole program available for Cubans, Haitians, Nicaraguans, and Venezuelans (CHNV). The CHNV program paroles up to 360,000 people from these four countries annually (30,000 per month) for a period of two years. The Biden administration originally started the parole program in October of 2022 for Venezuelans and in January of 2023 for Cubans, Haitians, and Nicaraguans as a way to reduce illegal border crossings. 


Individuals who participate in the CHNV parole program need to prove they have a U.S.-based supporter to provide financial support for the duration of their parole. Supporters must meet the following criteria: 


  • Be a U.S. citizen, national, or lawful permanent resident; hold a lawful status in the United States such as Temporary Protected Status or asylum; or be a parolee or recipient of deferred action or Deferred Enforced Departure; 
  • Pass security and background vetting, including for public safety, national security, human trafficking, and exploitation concerns; and
  • Demonstrate sufficient financial resources to receive, maintain, and support the individual(s) they are agreeing to support for the duration of their parole period.



DHS paused the review of new applications due to suspicious activity among supporters, such as the submission of multiple applications by a single supporter. While there were no security concerns raised for previously admitted individuals, DHS plans to institute additional security screenings for new supporters submitting their I-134A, Declarations of Financial Support. Financial supporters can still submit I-134A applications online, but approvals of these applications will remain paused until further notice.
