There are so many phrases that professionals use every day and take for granted that the words they are using are clear. Additionally some of the processes may still be unclear. To many, these words or phrases are foreign.
What are Goods and Services?
Good and services are services, equipment or supplies, not otherwise provided through generic resources, the Supports Program, or through the State Plan, which address an identified need (including improving and maintaining the participant’s opportunities for full membership in the community) and meet the following requirements: the item or service would decrease the need for other Medicaid services; and/or promote inclusion in the community; and/or increase the participant’s safety in the home environment; and, the participant does not have the funds to purchase the item or service or the item or service is not available through another source. Goods and Services are purchased from the participant’s budget and paid and documented by the fiscal intermediary. There are limitations to Goods and Services so please speak to your support coordinator, if you want to access this service.
What is a fiscal intermediary?
The Fiscal Intermediary (FI) serves two main functions. The FI manages the financial aspects of the program recipient on behalf of an individual choosing to direct their services through a Self-Directed Employee. In addition, the FI acts as a conduit for an organization or enterprising entity that is not a Medicaid provider but engages in commercial, industrial, or professional activities that are offered to the general public and will be available to individuals enrolled in the Supports Program or Community Care Program. The current Fiscal Intermediary for the Department of Human Services is Public Partnerships LLC (PPL). This is where are providers submit their invoices.
