Sean Briggs Selected as Chief Technology Officer for the South Carolina Department of Environmental Services

Sean Briggs has been selected as Chief Technology Officer for the new South Carolina Department of Environmental Services (SCDES).

 

With 13 years of service in DHEC's Environmental Affairs, Sean brings key experience and leadership to our SCDES team. He began his DHEC career in 2007 as part of OCRM's Compliance and Enforcement Section and later assumed the role of Section Manager. Sean then took on the task of leading the ePermitting team and project where his team was able to implement 19 programs over the course of 4 years.

 

Sean is a graduate of Coastal Carolina University with a bachelor’s degree in marine science. He is also a Clemson University Master Naturalist and an FAA Certificated Remote & Student Pilot. 

Laura Renwick Selected as Interim Director of Communications for the South Carolina Department of Environmental Services

Laura Renwick will be serving as the Interim Director of Communications for the new South Carolina Department of Environmental Services (SCDES).

 

Laura has more than 10 years of experience as a public information specialist for state and county government, serving four years as a senior public information officer for Richland County Government prior to joining DHEC in Media Relations.

 

Laura has a communications and writing degree from Pratt Institute in Brooklyn, N.Y.

She holds several public information and emergency response certifications from

FEMA, CDC, and other agencies, and she's the recipient of more than 40 Kentucky

Press Association awards.

Beach Access Web Application

Planning a trip to the beach this summer? Be sure to check out DHEC OCRM's Beach Access Web Application. Use the app to search South Carolina beaches for available amenities such as parking, public beach access points, swimming advisories, pet rules, lifeguard presence, and more. This guide is a one-stop app where you can get the information you need to plan your trip to the beach.

Adopt-a-Stream Launches New Webpage


The SC Adopt-a-Stream program recently debuted its new and improved webpage! All materials and updated information can now be accessed at https://scdhec.gov/scaas.


Adopt-a-Stream is a volunteer water quality monitoring program that samples freshwater streams, tidal saltwaters, and macroinvertebrates statewide. The program is also launching its brand-new volunteer lake monitoring program on June 8 concurrently with the Lake Blalock Paddle Blast in Chesnee, SC. Anyone can complete the lake monitoring training online, and all certification materials will be available on the new webpage. 

Regulation Updates


The following regulations have been approved by the General Assembly and will be published in the May 24, 2024, version of the State Register


Solar Energy Systems (R.61-107.20)

This new regulation establishes a registration requirement and facilitates all large solar energy systems (greater than 13 acres) to have a decommissioning plan, which includes financial assurance, removal of PV modules, accompanying equipment and remediation of the land, if necessary. 


Transportation of Radioactive Waste Into and Within South Carolina (R.61-83)

This amended regulation incorporates 10 CFR 71 regulations that were promulgated in 2018 to provide clarification for conformance with disposal site criteria, include an exemption allowance for consistency with R.61-63 Radioactive Materials (Title A), and update forms to the current documents used by the Department.


Statement of Policy (R.30-1); Applying for a Permit (R.30-2); General Guidelines for All Critical Areas (R.30-11); Specific Project Standards for Beaches and the Beach/Dune System (R.30-13) and Activities Allowed Seaward of the Baseline (R.30-15)

These regulations were amended to establish a regulatory definition for beaches and beach preservation, provide for a process and standards to permit pilot projects proposed within the beaches or beach/dune system critical areas, provide for consistency in the application of standards for activities across beaches and beach/dune system critical areas, and to clarify regulations related to emergency orders and the use of sandbags seaward of the baseline.
