To the District Executive Committee and District 33 Club Presidents and VPs of Education
Dear District Council Members,

Please save the date for a District Council Virtual meeting on Saturday, September 24, 2022 at 9:30AM . Toastmasters International requires we send an announcement to you four weeks in advance to conduct the meeting virtually. This email contains important information pertaining to this meeting.

The District Council consists of all club Presidents and Vice Presidents Education (VPEs) plus the District Leaders who comprise the District Executive Committee. A quorum is required to conduct business. When a meeting is conducted virtually, no proxies will be permitted during voting. Each District Council member must cast his/her own vote. Note in order to vote you will need to register.

District Executive Committee (DEC) members include the district director, program quality director, club growth director, public relations manager, district administration manager, district finance manager, division directors, area directors, and immediate past district director. DEC members are entitled to one (1) vote and may cast up to two (2) additional votes as a Club President or Vice President Education. The VPE and the President each has one vote.

There is a DEC Meeting before the District Council meeting on Saturday, September 24, 2022 at 8:00AM. All agenda items must first be presented to the DEC before being presented to the District Council. Only DEC members will be admitted into the Zoom Room for the DEC Meeting. District Council members who are serving solely as Club Presidents and/or VPEs will remain in the "virtual waiting room" until the DEC meeting has ended. The District Council meeting will begin promptly at 9:30AM.

Per Toastmasters International Protocol 7.1(6)(F), members who are not District Council members may attend District Council meetings, however, only voting members may participate in council deliberations.

This will let us know ahead of time whether we will have a quorum at our meeting. In addition, it allows us to assign each of you all the ballots necessary for voting during the meeting. After registering, you will receive a confirmation email containing information about joining the meeting.

Our agenda for the District Council meeting (subject to change) is:

  • Approve the District 33 budget for 2022-23
  • Approve appointed District officers.
  • Approve the Council meeting minutes from the April 30, 2022 Annual Business Meeting
  • Announce the DEC decision regarding a Spanish Speech Contest
  • Decide on additional speech contest which will be held at the Annual District Conference in April 2023 (Evaluation, Humorous, Table Topics, Tall Tales). The International Speech Contest will continue to be held at the Annual Conference.
  • Approve the District 33 year end audit
  • Any new business

Per Toastmasters International policy, the Council Meeting Agenda, the list of Appointed District Leaders, the Council Meeting Minutes, and the proposed District Budget must be published 2 weeks before the council meeting. These will be posted on the District 33 website. In addition, if there is any new business, supporting documents will be available at that same time. Information on how you will cast votes during the meeting will also be provided.
