Cover All Coloradans:

Improving Access to Health Coverage for Children and Pregnant Persons

We are excited to share updates on Cover All Coloradans that expands health coverage to children and pregnant people who live in Colorado and are undocumented. Please see below for key highlights on this work that goes into effect on January 1, 2025.


  • Colorado has received federal approval on the Lactation Counseling benefit.
  • Colorado is currently seeking federal approval on Member Application proposed changes and the Health Services Initiatives.
  • Health Care Policy & Financing (HCPF) is gearing up to begin phase II of Cover All Coloradans Stakeholder Engagement, in partnership with Colorado Health Institute. Over the next month we will begin the selection process for the next round of Community Ambassadors and continue to create our Outreach and Community Engagement Toolkit that will serve as a resource for community stakeholders and key Partners in implementing Cover All Coloradans. Please be on the look out for our monthly Stakeholder Engagement meeting registration.
  • The Lactation Benefit policy development is underway with a target of fall 2024 go-live!
  • HCPF has refined standardized language when talking about Cover All Coloradans. The goal is to use respectful, plain language through key messages that partner organizations will use to develop communication materials and drive community outreach. HCPF will also utilize standard communication channels to ensure partner organizations have reliable sources of information.
  • HCPF’s Policy, Communication, and Webmaster teams are collaborating to improve content on Health First Colorado and HCPF websites to share Cover All Coloradans information.
  • Colorado’s first Health Services Initiative (HSI) funding is still under federal review and awaiting approval. We are targeting a fall-winter RFA with a January 1, 2025, project start. Please stay tuned for more communication and announcements.
