This is in loving memory of our dear friend Cheryl Jost of Ryan David Homes. Chery was a beloved member of our community who passed away on Sunday, June 30th, 2024.
Her contributions to our industry were profound, leaving a lasting legacy of kindness, generosity, and unwavering support.
Cheryl was known for her kind-hearted nature and dedicated work ethic, always prioritizing others above herself.

A note to members concerning the proposed water/sewer
proposal for an 80.5% increase in fees.
At the July 9, 2024, BCC meeting, commissioners voted unanimously to defer further discussion on the proposal for an increase of 80.5% increase in the water/wastewater impact fees to their next meeting. They requested research/ramifications to be brought back by staff on three separate proposed changes in the fee structure at their next meeting. Their discussion included the potential for (1) increases by district based on needs, (2) lowering the overall one-time 80.5% proposed increase, and (3) CBIA's request for a phase-in proposal.
CBIA will continue our advocate efforts for a phase-in approach as determined to be the best option by the CBIA leadership and report on progress to our members.

BCC Meeting June 11, 2024
Voted (unanimous): Denied a Resolution of the Board of Zoning Appeals of Collier County, Florida, approving a variance from LDC Section 4.02.01, Table 2.1 to reduce the required minimum front yards from 50 feet to 34.38 feet on the north side and 43.58 feet on the west side, and to reduce the required minimum side yard from 30 feet to 27.84 feet on the south side, for a single-family home on an RSF-1 zoned property located at 438 Gordonia Road in Pine Ridge Estates. And denied an ordinance rezoning 2.16± acres of property from the Rural Agricultural (A) zoning district to the Residential Single-Family-1 (RSF-1) zoning district, to allow up to two single-family dwelling units with a maximum density of up to one dwelling unit per acre on property located at 438 Gordonia Road.
Voted (unanimous): Approved the Collier County Floodplain Management Plan 2022 and 2023 Progress Report and Proposed Action Plan for 2024.
Voted (unanimous): Authorized the Chairman to sign a Memorandum of Understanding (MOU) between Collier County and MHP Bembridge, LLC, to further affordable housing initiatives through a $893,826.24 impact fee loan; authorize using Federal State and Local Fiscal Recovery Funds to reimburse the Affordable Workforce Housing (1075) fund.
Voted (unanimous): Re-appointed three members to the Contractors Licensing Board. They include Richard Joslin (Pool/Spa Contractor), Terry Jerulle (G.C.), and Matthew Nolan (Engineer, G.C.)

New Federal Overtime Pay Requirements Went Into Effect July 1
The U.S. Department of Labor’s (DOL) new rule increasing the salary level for determining overtime pay requirements for certain salaried employees goes into effect on July 1.
Beginning July 1, workers categorized as executive, administrative or professional employees earning less than $43,888 annually will be eligible for overtime pay. Additionally, the salary level will increase to $58,656 on Jan. 1, 2025, marking a nearly 65% increase from the current salary threshold of $35,568, and beginning July 1, 2027, salary levels will update every three years using up-to-date wage data.
Under the Fair Labor Standards Act, salaried workers classified as executive, administrative, professional, outside sales and computer employees are exempt from overtime pay requirements if a worker earns at or above a defined salary level called the “standard salary.” Under the final rule, salaried workers — which often include construction supervisors — earning less than the finalized standard salary levels per year will be eligible to receive the standard overtime rate for hours worked over 40 in a workweek.
NAHB has remained active on the issue since the rule was first proposed in late 2023, including submitting comments in response to the proposal and joining a coalition of business groups in a lawsuit challenging the final rule. Additionally, NAHB held a webinar with more information about the final rule, the new salary levels and how your business can ensure compliance.

Corporate Transparency Act: Beneficial Ownership Reporting
Starting Jan. 1, 2024, many businesses are required to report beneficial ownership information to the Financial Crimes Enforcement Network (FinCEN) to identify those who directly or indirectly own or control the company.
The National Defense Authorization Act for Fiscal Year 2021 enacted the Corporate Transparency Act (CTA) to require America’s small and independent businesses to file beneficial ownership information with FinCEN. The CTA helps the U.S. government identify money laundering, corruption, tax evasion, drug trafficking, fraud and other crimes. Congress passed the CTA to make it harder for these illegal activities and their perpetrators to hide from law enforcement officials.
