Voted (unanimous): Recommendation to adopt an ordinance amending Ordinance 2022-42, which established Milestone Inspections of aging condominium and cooperative buildings in unincorporated Collier County.

Increases in fire fees will now go to the county for approval. They will be standard for GNFD and NNFD. CBIA will keep members informed as to when the county will implement fee changes.

City Council Meeting of September 6, 2023


Council Discusses Updates to Their Priorities.

Council discussed their priorities and determined via consensus that the priorities would be updated to reflect three categories which include (1) environment and water quality, (2) planning and (3) other. Staff shared those current priorities which will be put on hold based on passage of SB250. See below link.

Council Discussed DRB Responsibilities and

Potential Changes to the Process.


At the direction of Mayor Heitmann, council began a discussion on the DRB responsibilities. According to the mayor, preliminary projects need to be previewed by council rather than going directly to DRB. City Council will hold a workshop to discuss the design and planning process in the future. The workshop date TBD...CBIA will be monitoring this process very closely. 


*Also at this council meeting, members discussed a recruitment process for legal services, as the Vose Law Firm has submitted their resignation letter effective within the month.

City Council Meeting of September 7, 2023


Voted (unanimous): On recommendations concerning permit fees for Hurricane Ian repairs started or completed without permits to include the following stipulations: (1) no refunds issued for those who paid 2X fees for repairs started or completed without a permit. (2) Normal fees will be charged moving forward. (3) waivers for Hurricane Ian repairs will be granted until September 28, 2024. See the staff memo below for further information.

City Council Meeting of September 20, 2023


Voted (passed by majority vote, opposed by Christman and Perry): To begin developing an ordinance on underground parking regulations in the city of Naples, immediately suspend administrative approval, and bring all petitions to the city council for vote.


Voted (unanimous): Second Reading of an ordinance for establishing milestone inspections of condominiums and cooperative buildings 3 stories and higher. See first reading details under September 7 meeting.

Fill Requirements in the City of Naples To Be Determined

on a Case-by-Case Basis Moving Forward


A CBIA Task Force was convened to work with City Building Official, Steve Beckman, to focus on fill requirements in the City of Naples. Based on professional input from our task force members, the City of Naples building department will determine fill requirements on a case–by–case basis moving forward.


Individual determinations will be based upon several criteria including adjacent properties which raised the question of obtaining topographic surveys on these properties. We will work with Steve Beckman and his team to determine a way forward surveying adjacent properties.   

 

Also, another issue brought up in our meetings was the inability for professionals to review elevation certificates.  As shared by Steve Beckman and Bob Dorta, the city is now able to provide elevation certificates on any property within the city through their new program entitled forerunner. Click below for link to forerunner:

Permitting/Inspections Post-Hurricane Update


Permits are NOT REQUIRED for: Tarping, Painting, Tiling, Carpeting, Minor Removal of Drywall, and Baseboards no more than 4’ above the floor. Roof covering repairs that do not exceed 500 square feet are allowed without a permit.
