BCC Meetings


BCC Meeting of December 12, 2023


Voted (3-2 with McDaniel and Hall opposing) The initial recommendation per the meeting agenda was to direct the County Attorney to advertise and bring back to the board an ordinance to implement a 12-month moratorium on privately - initiated GMP amendments applications for properties located adjacent to Immokalee Rd. from I-75 east to Oil Well Rd. and Vanderbilt Beach Rd. from I-75 east to its end. After much discussion, BCC majority voted to hold a public meeting to receive community/contractor input and bring back to BCC for a vote. CBIA spoke against the moratorium and will continue to remain diligent as this issue progresses.

Voted (unanimous): First Reading of an Ordinance to Update the Effective FEMA Flood Insurance Rate Maps (FIRMs) and Flood Insurance Study (FIS) Report.

City Council Meeting of December 18, 2023


Voted (unanimous): An Ordinance for the Purpose of Amending Chapter 16, Construction, Rehabilitation and Property Maintenance Regulations, of the Code of Ordinances, City of Naples, to Update the Date of the Flood Insurance Study and Flood Insurance Rate Maps and Applying the Larger Horizontal Extent and the Higher of the Base Flood Elevations as Depicted by Flood Insurance Study for Collier County, Florida and Incorporated Areas Dated May 16, 2012, and the Flood Insurance Study for Collier County, Florida and Incorporated Areas Dated February 8, 2024.

Discussion Regarding Upcoming City Council Vacancies:


With Council Woman, Beth Petrunoff stating she may resign by the end of 2023 at the last council meeting, clarifying whether council can appoint a replacement or the position remains vacant until the upcoming General Election in March. Following discussion, council members requested this item be placed on the January 11, 2024 to determine whether council appoints a replacement.

Also at this meeting, Vice-Chair McCabe resigned city council as of December 31, 2023.


Council Discussed DRB Responsibilities and

Potential Changes to the Process.


At the direction of Mayor Heitmann, council began a discussion on the DRB responsibilities. According to the mayor, preliminary projects need to be previewed by council rather than going directly to DRB. Changes to the DRB process is on the agenda for discussion/potential vote at a special city council meeting on October 30th. On October 30th,the city manager framed the discussion on three major areas. They included (1) DRB process and standards, (2) mass model requirements, and (3) status of DRB Handbook update. City Council directed staff to bring back proposed changes at a future meeting once they have been drafted and reviewed by the city attorney.

Fill Requirements in the City of Naples To Be Determined

on a Case-by-Case Basis Moving Forward


A CBIA Task Force was convened to work with City Building Official, Steve Beckman, to focus on fill requirements in the City of Naples. Based on professional input from our task force members, the City of Naples building department will determine fill requirements on a case–by–case basis moving forward.


Individual determinations will be based upon several criteria including adjacent properties which raised the question of obtaining topographic surveys on these properties. We will work with Steve Beckman and his team to determine a way forward surveying adjacent properties.   

 

Also, another issue brought up in our meetings was the inability for professionals to review elevation certificates.  As shared by Steve Beckman and Bob Dorta, the city is now able to provide elevation certificates on any property within the city through their new program entitled forerunner. Click below for link to forerunner:

CBIA partnered with the City of Marco Island and Marco Island Chamber of Commerce for a Builders & Business Owners Roundtable held on 11/02/23. It was a very productive dialogue with suggested changes for improving permitting, and inspections in the building and fire departments. CBIA will keep members informed as to progress.


CBIA is working on potential 2024 dates for BRT's with Marco Island staff and will provide to members once finalized.

State Legislative Special Session 2023


State legislators approved a hurricane relief bill, signed by Governor DeSantis 111423, which extends the prohibition on burdensome or restrictive local building processes enacted in the 2023 session in response to Hurricanes Ian and Nicole to October 1, 2026, and specifies that such restrictions apply to certain counties and the municipalities including Collier County and cities of Naples and Marco Island.

Collier County Public School District is currently developing a “Community Selection Workgroup” to help with some upcoming projects the schools have including – remodeling a high school gym and cafeteria as well as construction of a new Elementary School. The Selection Workgroup could use 5 more representatives from people experienced in the fields of architecture, engineering and/or construction. It’s a voluntary position and a minimal time commitment to help shape the future of facilities in our district.
