Happy May! SENEDIA continues to look for opportunities to support workforce development for the partnership. In support of this we are hosting a workforce demand signal meeting to identify needs for entry-level machinists, more information below. This meeting will be in support of a potential program in Woburn, MA, but SENEDIA also supports machinist programs in Connecticut, Rhode Island, and New Hampshire. If you are looking for entry-level machinists, or candidates in a different trade, let us know. You can share you demand signal anytime by emailing me, and we will work to connect you with candidates.

Massachusetts Workforce Demand Signal for Machinists Requested
In support of the New England Submarine Shipbuilding Partnership, SENEDIA is working to develop an entry-level machinist trades training pipeline in the Woburn, MA area. To set up the training we need to identify a strong workforce demand signal from suppliers in the region that would hire entry-level machinist or send incumbent workers for entry-level machinist training. If your organization is in need of entry-level machinists, SENEDIA will be hosting a demand signal meeting that will provide an overview of the program and time to discuss the supply chain's workforce demand signal. This meeting is scheduled for 10AM on June 4, 2024. All are welcome to participate in the discussion.

2024 Project MFG Rhode Island Maritime Welding Event Proves Successful for Competitors and Job Seekers
More than 150 Rhode Island students got an up-close looks at careers in manufacturing and defense on May 6 at the 2024 Project MFG Rhode Island Maritime Welding Competition and Career Exploration Event sponsored by Project MFG, General Dynamics Electric Boat and SENEDIA.
With 16 students competing from five area schools, Alexis Lozada from Providence Career and Technical Academy took home top honors in the welding competition portion, during which the students were timed and judged on their ability to weld a miniature submarine. Hannah Dion from CHARIHOtech and Zachary DeCorpo from Warwick Area Career and Technical Center came in second and third place, respectively.
Additionally, 19 students in attendance at the event were extended job offers on the spot from General Dynamics Electric Boat.

Team Submarine Update
Rear Adm. Todd Weeks to replace Rear Adm. Scott Pappano as the Program Executive Officer, Strategic Submarines
In early June, Rear Adm. Weeks will relieve Rear Adm. Pappano as the Program Executive Officer (PEO) for Strategic Submarines during a change of command ceremony being held at the Washington Navy Yard on June 5. The Submarine Industrial Base program is under PEO SSBN, and Weeks will oversee SIB, in addition to the SSBN program.
Weeks, who had a successful tour as the PEO for Undersea Warfare Systems, will now take over as the PEO for Strategic Submarines. The President has nominated Pappano for appointment to the grade of vice admiral, with an assignment as Principal Military Deputy (PMD) Assistant Secretary of the Navy Research, Development, and Acquisition (ASN RDA), Pentagon, Washington, D.C.
Sanford Regional Technical Center (SRTC) graduates hundreds of students into the Maine and New England workforce
Sanford Regional Technical Center (SRTC) proudly graduated 300 students on Friday, May 17, 2024, at a ceremony hosted at Sanford High School, in Sanford, Maine. SRTC is one of 27 Career and Technical Education (CTE) training facilities in Maine, each CTE training High School Juniors and Seniors in the vocational trades. Mr. Matthew Petermann, the SRTC Director, gave this year’s commencement speech, congratulating the newly certified graduates from all 8 of the CTE’s sending high schools. 145 graduates of this year’s SRTC school year will have the opportunity to enter the submarine and defense industry workforce.
SRTC highlighted Traip Academy Senior Mercedes Swanson as its 2024 Student of the Year. Mercedes is a student from Kittery’s CTE sending high school, whose SRTC experience has helped turn her life around and chart her on a course for success in life. In her early years, faced numerous challenges, and found that SRTC was the change she needed, as the school instilled a sense of respect, discipline, ethics, integrity, and professionalism.
There are over 200 defense and submarine industry suppliers in the state of Maine. The submarine and defense industry suppliers look forward to welcoming these new graduates into their companies in support of the Southern Maine and state-wide workforce. The Submarine Industrial Base is proud to recognize the hard work and achievements of the next generation of our skilled workforce.

BlueForge Alliance Update
BlueForge Alliance launches Build to Last campaign
BlueForge Alliance has launched a new national marketing campaign, “Built to Last.” The primary goal is to raise awareness of the variety of careers in maritime manufacturing and create a pipeline of talent. The campaign will run across a variety of mediums, such as social media, paid search, display, and gaming platforms. It will direct viewers to CareersBuiltToLast.com and its Gen-Z-tailored content. The site aims to destigmatize the manufacturing industry. Visitors will be able to see how blue- and new-collar careers stack up against a variety of other mainstream careers. There is also a listing with hundreds of skilled trades training opportunities nationwide.
BFA will continue to run "We Build Giants" campaign in support of BuildSubmarines.com “We Build Giants” and “Built to Last” are complementary campaigns that will work together. "Built to Last" and CareersBuiltToLast.com serve as a top-of-funnel tool to introduce maritime manufacturing careers to potential talent aged 14-24. "We Build Giants" is focused on driving consideration and demand for 140,000 submarine manufacturing careers need to be filled in the next ten years. Its primary audience, 25-49-year-olds, is entering the workforce now or is already in the workforce.
BlueForge Alliance and Connecticut Sun Partnership
The Connecticut Sun opened the 2024 WNBA season on May 14 against the Indiana Fever and their new star, Caitlin Clark. This also tipped off the partnership between BlueForge Alliance and the Sun to promote BuildSubmarines.com, SIB careers available in New England, and STEM education. A specific focus on girls and women will be made throughout this multi-year engagement, and General Dynamics Electric Boat is partnered with BFA to promote their career opportunities at various games and events. BuildSubmarines.com No. 6 at New Hampshire Motor Speedway
NASCAR is set to make its annual visit to New England. The Cup Series will race at New Hampshire Motor Speedway in Loudon on June 23. Coming off his May 12 win in Darlington, South Carolina, Brad Keselowski will drive the BuildSubmarines.com No. 6 Ford Mustang for RFK Racing. General Dynamics Electric Boat will join BuildSubmarines.com on the hood of the stock car just as they did last season in Loudon. EB will also have an activation in the NASCAR Fan Zone that weekend to promote their career opportunities.

DDTC Publishes Proposed ITAR Amendments to Enhance AUKUS Defense Trade
On May 1, 2024, the Department of State’s Directorate of Defense Trade Controls (DDTC) published a proposed rule that, if implemented, would streamline defense trade between and among Australia, the United Kingdom (UK), and the United States in furtherance of the trilateral security partnership (the “AUKUS” partnership).
What has the AUKUS alliance accomplished in the last year?
Australia won’t take possession of its first nuclear-powered submarine until 2032, but Australia and the United States are already training the officers and sailors who will operate that Virginia-class attack boat and the civilians who will maintain it.
U.S. Navy Celebrates Expanding Talent Pipeline for Submarine Industrial Base
This May, the U.S. Navy’s Submarine Industrial Base (SIB) program is hosting a series of Talent Pipeline Project (TPP) Signing Day events across key maritime hubs to recognize the latest wave of skilled workers joining the Defense Industrial Base.
Navy taps Pappano, long-time sub manager, as new acquisition advisor
The Navy today announced Rear Adm. Scott Pappano, the long-time submarine program manager and executive officer, has been tapped for the role of military advisor to the service’s acquisition executive and, if confirmed, will receive a third star. Pappano's years of experience in working with the submarine industrial base will likely be crucial to helping the service's senior civilian work through AUKUS.

SENEDIA will hold Defense Innovation Days 2024, a three-day national convening bringing together of national security experts and policymakers with defense industry leaders developing innovative technology and the next-generation workforce 26-28 August 2024 at the Newport Marriott. This will be the tenth annual convening.

Howell Laboratories, Inc. (HLI) has supplied fluid processing equipment for the surface Navy for sixty years. Currently, HLI is supplying the submarine fleet with Dew Point Indicator equipment. HLI also has a division, GDL Powder Coating, specializing in MIL-SPEC coatings. We recently acquired ODAT Machine in Gorham, ME, and added SUBSAFE Level 1 to our mix of capabilities. This will increase our workload in submarine parts and services.
Why do you participate in the New England Submarine Shipbuilding Partnership and what you hope to get out of it?
The New England Shipbuilding Partnership has helped us find resources we did not know were available, plus it gives us a great network of supplies that we can team up with.

NHMEP is a federally funded non-profit team with the task of promoting and supporting manufacturing in the state. We have partnered with SENEDIA to help with their exposure and reach into the states manufacturing ecosystem. We also provide and/or support relationships with State and Community colleges to promote technical training and strengthen the employment pipeline.
How can your organization help current and potential suppliers in the New England submarine industrial base?
We have a large manufacturer network which gives us the many opportunities to identify current defense suppliers and promote opportunities to other manufacturers to consider the defense industry as their revenue stream. We also promote and support the trades that the defense industry needs. We are able to advise educators on their path to train for the defense industry, while introducing middle and high school students to the many careers available.
