The Houston Land Bank (HLB) and the City of Houston have established a strategic partnership to transform the former Velasco Incinerator site using innovative community development models to create lasting positive impacts for the Second Ward and surrounding area.
The Velasco Incinerator Site cleanup embodies the Mayor’s Complete Communities mission of building a legacy of equitable development in Houston’s most under-served and under-resourced neighborhoods. The

The effort directly responds to residents’ call for adaptive reuse projects for “industrial properties along Buffalo Bayou” in the Second Ward Complete Communities Action Plan. It also addresses the Resilient Houston goal of mitigating the effects of environmental injustice by coordinating environmental justice actions with local partners.

Initiative Celebrates Improvements
To Independence Heights Park

Mayor Sylvester Turner, the Mayor’s Office of Complete Communities, and the Houston Parks and Recreation Department celebrated improvements to Independence Heights Park on Sunday, October 22. The park is located at 601 East 35th Street in Near North Houston. To celebrate the event the Parks and Recreation Department featured family-friendly activities and programming from Houston Parks and Recreation, Houston Public Library, HPD’s Greater Houston Police Activities League (GHPAL), and other City departments. | | |

The Mayor Sylvester Turner Love Our Parks Complete Communities initiative is a collaborative effort created by Mayor Turner to improve and upgrade neighborhood parks in under-resourced Houston communities. The first phase featured five neighborhood parks – Our Park and Malone Park in Third Ward, Woodruff Park in Magnolia-Manchester, Earl Henderson Park on the Near Northside, and Catherine Delce Park in Kashmere Gardens. Phase Two kicked off in August 2022 at Hobart Taylor Park and Irvington Park in December 2022. Other parks in this round include Lincoln Park and Evella Park.

Your child can qualify for Project 10Million through eligibility for the National School Lunch Program. They also can qualify through participation in many government programs, including:

Community Theater Company Finds
New Home in Gulfton
| |
|
After eight years of performing at temporary locations, Company OnStage, a non-profit theatre group, has found a new long-term home. The new space, located at 5720 Bellaire Blvd., Suite G, in the Gulfton Area Management District, has a three-year lease with the option for two additional years.
This location is convenient for theatre enthusiasts across southwest Houston. Company OnStage's previous long-term home was at Westbury Square until 2015, when the shopping center shut down. After that, the company's supporters followed it to various temporary venues such as a church, a park in the city of Bellaire for a holiday performance, and a theatre venue near downtown Houston.
Since its establishment in 1978, the company has aimed to keep theatre arts accessible and affordable to everyone by providing community members with opportunities to perform or work in other theatre production capacities.

Mayor Turner Celebrates the Grimes Park Revitalization | |
On October 20, Mayor Sylvester Turner led the ribbon-cutting ceremony at Grimes Park, marking the 12th completion under the 50/50 Park Partners program. Located in the heart of the Sunnyside community in District D, Grimes Park has undergone significant upgrades, thanks to both public and private investments. Enhancements include a new football field, playground equipment, renovated basketball pavilion, and more. The mayor emphasized the importance of greenspaces for community well-being and pride. He also acknowledged the support of Council Member Carolyn Evans-Shabazz and thanked key corporate partners like Cigna and Wells Fargo. This event underscores the city's commitment to uplifting neighborhood parks, especially in under-resourced areas. | |
Engagement is the first step for the Emancipation Economic Development Council Improvement Effort | |

The Emancipation Economic Development Council (EEDC) aims to revitalize Third Ward with a focus on preserving the area's African-American culture and history. The plan is to look for underused spaces that could be used to help bolster the local economy. There are a number of vacant lots along Emancipation that could be used to bring in external institutions and businesses. These lots could serve as places for temporary or long-term pop-up shops that would aid in strengthening the economy along the Emancipation Corridor. These vacant lots can provide the EEDC and partners with interactive platforms for community engagement and to provide much needed business opportunities.
