Dear Friends, 


I am deeply grateful for the first responders and municipal employees who have worked tirelessly over the past week to deliver relief to many of our neighbors facing hardship from the recent flooding. I also applaud Governor Hochul for her quick response in declaring a state of emergency for our neighboring counties, so that aid and resources reach them quickly. I remain deeply concerned about climate change related hazards and continue to work to secure funding to improve our infrastructure and find long-term solutions to protect our climate. Below, you will find details on flood mitigation funding that I have helped to secure. 


I was incredibly disappointed by the three decisions handed down by the Supreme Court earlier this month. These decisions reflect a Trump-appointed Supreme Court majority that seems to make decisions based upon their personal views, acting as a “super legislature,” rather than as the highest court in the land. My heart goes out to the family of Port Chester resident Anne Capeci, as she was laid to rest this week. Anne was a 30-year member of the Port Chester Board of Education, served as Chief Clerk of the Town of Rye and Port Chester Village Court, and was a remarkable community leader. Her legacy and dedication to Port Chester will live on. 


I share deep sadness on the death of former New Rochelle resident Jarrell Garris in a police interaction in New Rochelle. I am confident that Attorney General Letitia James’ office will do a thorough and fair investigation, and I will await the outcome of her review of the facts.

Albany Update

State Funding Secured for Flood Mitigation in the District


As we have seen this past week, our communities and residents confront increasingly intense and frequent storms. My colleagues and I are working to provide statewide solutions for combating climate change related hazards, including efforts to ensure our villages, towns, and cities have the resources they need to face these challenges. 


This week, Assemblyman Steve Otis and I announced state grants awarded to the Town of Mamaroneck and the City of Rye for bridge rehabilitation and replacement through the State’s BRIDGE NY initiative. Of the $60.1 million given to the Mid-Hudson region, Mamaroneck will receive $769,000 to replace the superstructure of the Rockland Avenue bridge, and the City of Rye will receive $5 million to replace the Locust Avenue bridge. These projects will improve water flow and mitigate flooding in their respective watersheds. 


Further, Assemblyman Otis and I supported the Village of Port Chester and the City of Rye’s applications for the Water Quality Improvement Grant program administered by the New York State Department of Environmental Conservation (DEC). They will each receive $10 million for wastewater treatment improvement projects that will upgrade aging sewer infrastructure. We also secured $17.5 million in state funding for the Mamaroneck Sheldrake US Army Corp of Engineers flood project, which will help mitigate flooding in the Village of Mamaroneck. 


In addition, Assemblymember Chris Burdick and I worked with the Town of Harrison to secure a $2.6 million grant from The Green Innovation Grant Program (GIGP) to initiate a collaborative flood mitigation project between the town and the school district.

Fighting for Lower Utility Bills


The increasing costs of utility bills have made it harder for residents of District 37 to make ends meet and I am committed to doing everything possible to put the interests of all New Yorkers above the interests of utility companies. This past legislative session, I introduced my bill S.6557A, which will require utility companies to use updated consumer-friendly generic financing methods when setting utility rates to provide the lowest possible delivery rates for ratepayers. Unfortunately, this bill passed in the Senate but did not pass in the Assembly, but I will work with my Assembly colleagues to press for its passage in the new year. 


In addition, over the past several months, I have held webinars with Sustainable Westchester and the Public Utility Law Project to discuss our efforts to bring down high utility costs and to ensure my constituents are aware of home energy-saving measures, tax credits and rebates for energy upgrade projects, and financial assistance that is available to New Yorkers who need help paying their bills. We have more work to do to rein in our utilities and bring down costs for ratepayers.

I was deeply honored to join Westchester Jewish Community Services (WJCS) for their third annual lunch to honor the remarkable survivors of the Holocaust, who live with resilience and grace. Thank you to Gillian Rittmaster, Allison Danzig, and WJCS for inviting me.

Hispanic Heritage Festival at Kensico Dam Plaza


I had a terrific time at the Hispanic Heritage Festival at Kensico Dam Plaza. Notwithstanding the rain, there was a big crowd, great music, and much information shared.

Westchester County Youth Bureau Investfest


I could not pass up the opportunity to join the Westchester County Youth Bureau at their wonderful Investfest 2023! It was great to see young people play and learn together. Thank you to everyone who made this happen! 

Together in Port Chester Health Fair 


There was amazing turnout at the Together in Port Chester Community Health Fair. My Community Outreach Specialist, Perla Arellano, represented me at our table. She worked with Assemblyman Steve Otis and his staff to provide information on resources to keep Port Chester residents and neighbors happy and healthy.

How to Administer Narcan:

Free Community Training 


I am holding a free Narcan (Naloxone) Administration Training with my colleagues Senator Pete Harckham and County Legislator Erika Pierce at the Pound Ridge Volunteer Ambulance Corps headquarters. Learn how to recognize the signs of an opioid overdose and how to administer Narcan. The class will be taught by a certified trainer from the state’s Office of Addiction Services and Supports. August Narcan Training in Yonkers


Learn to save a life! On August 7 from 5:30-7:30 p.m. join me at the Grinton I. Will Public Library in Yonkers for a free community Narcan Training.
