Clayton County Special Purpose Local Option Sales Tax (SPLOST) Project Updates

Clayton County Administration Building

A new 103,000 sq. ft. three-story Clayton County Administration Building will be located on an 18-acre parcel of land on Old Poston Road in Jonesboro. The facility will be home to several county departments including the Board of Commissioners, Finance, Human Resources, Legal and Communications.

Update: Nelson Worldwide Architecture has completed the revised design documents, which have been submitted to Community Development for approval. The location and number of electric vehicle stations to be installed at the new facility is remains under consideration.

Clayton County Gateway Signage

New welcome signs will be strategically placed at the North, South, East, and West entrances of the county. The welcome signs will showcase the county's new brand logo to welcome and engage our citizens and visitors when entering the County, including the airport area.

Update: Three Clayton County Gateway signs have been designed, created and installed by DeNyse at Interstate 85 (Exit 71), Interstate 285 (Exit 60), and Interstate 75 (Exit 238 B southbound) An additional four signs are expected to be completed by mid-May and installed by the end of May along Clayton County corridors.

Small Business Incubator

The Small Business Incubator will provide resources to introduce, connect, support, and expand new businesses in Clayton County to bolster the creation of jobs, investment, and economic development.

Shelnutt Senior Center

The senior center’s interior is receiving a complete renovation to include bathroom upgrades, interior lighting replacement, installing a new washer and dryer and interior wall and ceiling finishes to include wall patching and painting. A new entrance canopy with two new ADA compliant ramps for accessibility will round out the exterior renovations.

Update: Plans for the center’s front entrance canopy have been submitted to Central Services who will create and publish an Invitation to Bid.

Fleet Maintenance Expansion

The Fleet Maintenance Expansion Project will revitalize the existing facility to include an upgrade to its electrical system, new HVAC, vehicle lifts, flooring, windows, and doors. In addition, a new oil pump system and air lines are planned as well as painting the interior and exterior of the building.

Update: Painting of the first and second floors as well as replacement of the flooring is now finished. Crews are scheduled to beginning painting the building’s exterior in mid-April.

Behavioral Health Crisis Center

The construction of a free-standing Crisis Stabilization Unit and/or Behavioral Health Crisis Center to treat urgent or emergency psychiatric needs. Care would include stabilization services in a safe, structured manner with continuous 24-hour observation and supervision.

Update: A redesign of the master plan is underway to possibly lower the number of beds to 12 from the initial 20 bed proposal. The change will better fit the building’s current footprint. Employees with the Clayton Center are also working to update the facility’s future staffing plan.

River's Edge Walking Trail Phase II

This project consist of constructing an asphalt ADA accessible walking trail from Plantation Parkway crossing over Harbour Town Parkway continuing to Harbour Lake Drive cul-de-sac through 16.32 acres.

Update: Repairs are underway to correct the initial paving of the trail. Installation of a 200 ft. stormwater pipe is projected to begin in May.

Lakeview Events Center

Renovations of the VIP Complex at International Park integrate outdoor spaces while maintaining a multi-functional facility for arts and entertainment. Other enhancements include additional covered seating, event administrative space, dressing rooms, additional concessions, re-design of restrooms, backstage facilities, and vendor kiosks.

Update: Revised design documents from Gardner Spencer Smith architects have been submitted to Community Development for approval. In preparation for an Invitation to Bid issuance, Transportation & Development has issued the necessary Land Disturbance Permit needed to begin construction following a contract award.

Winter Weather Supply and Storage Building

The new Winter Weather Supply and Storage Building will be located behind the Clayton County Jail on Post Way in Jonesboro. The facility will be used to store approximately 14 days of cold weather material such as salt, sand, and gravel. In addition, it will serve as storage for a salt brine maker and brine solution and house snowplows and spreaders.

Update: Planning, design and construction is awaiting Central Services to announce the selection of a general contractor.

Clayton County Tennis Courts

Tennis courts at the International Park Tennis Center, Gerald Matthews Tennis Complex, Independence Park and Flat Shoals Park will be resurfaced with new fencing and landscaping installed. The $1.16 million project is estimated to eight to 10 months to complete. 

Update: The paving is near completion and crews are slated to seal the courts in preparation for painting at the International Park Tennis Courts. In addition, poles for fencing are being installed, to be followed by the court fencing. Contractor Signature Tennis Courts Inc. has moved to Flat Shoals Park to start the removal of asphalt.

Clayton County Fire Station No. 1 Replacement

The new Fire Station No. 1 will be a replacement facility for the existing Fire Station No. 1 in Riverdale.

Update: Plans have been submitted to Central Services who will develop and publish an Invitation to Bid. A general contractor is expected to be announced in July.

River’s Edge Walking Trail Phase III will begin where Phase II extension ended at Harbor Lake Drive cul-de-sac and run parallel to Fairway Overlook. The trail is just shy of one mile.
