Civic Engagement as First Responder

Recent natural disasters highlight the importance of people knowing their neighbors and being engaged in their community. FEMA Director, Brock Long, said recently that "
individual residents are the real first responders,"
saying that government needs to better train residents in life-saving skills and "empower them to be a part of that response."
And please remember that those who are usually affected most are often those who are left out of civic affairs.
