Subdivision Proposed on Seabright Avenue | |
On May 3, 2024, the Planning Department received an application for a Minor Land Division proposing subdivision into two parcels of the existing, approximately 21,237 square-foot lot with frontages on both Seabright Avenue and Sumner Street. As submitted, the new, approximately 11,100 square-foot parcel fronting Seabright Avenue would retain the existing structures, including a residential duplex, detached garage, and single-family house. No development is currently proposed on the new 10,121 square-foot lot fronting Sumner Street.
On June 23, 2020, the City Council approved a Subdivision (Tentative Map), Design Permit, and Residential Demolition Authorization Permit (CP18-0187) encompassing the demolition of the existing three residential units and construction of a nine-unit townhouse development; the entitlements have since lapsed, and the previously approved development was not further pursued. During the review of the application for CP18-0187, staff received correspondence from owners and residents of properties on Sumner Street related to a number of topics associated with the now-expired townhouse development project. In particular, neighbors expressed reservations about the creation of an easement providing vehicular, bicycle, and pedestrian access between Seabright Avenue and Sumner Street. Several General Plan policies exist related to connectivity and infrastructure support for walking and biking — staff is currently exploring options related to these features with the proposed land division.
As a request for a Minor Land Division, the proposed project requires consideration by the Zoning Administrator at a public hearing. The Zoning Administrator’s decision is appealable to the Planning Commission. Timothy Maier is the planner reviewing the project.
