CHINO, CA (July 18, 2024) -- The community is invited to attend a joint meeting of the Chino City Council and Planning Commission to review a preferred land use plan and key strategies for the 2045 General Plan.
The meeting will take place on Tuesday, July 30, at 4 p.m. at the Chino Senior Center, located at 13170 Central Avenue.
The Preferred Plan summarizes the key outcomes of Phase Two of the General Plan Update project and presents the preferred ideas and concepts that have emerged from the process. It focuses on key areas of Chino where change is foreseeable and presents ideas and concepts to move a shared community vision for the future of these areas forward.
Outside of these key areas, the 2045 General Plan will maintain the existing urban form and enhance the character and quality of life in Chino's established neighborhoods, and it will support continued implementation of The Preserve Specific Plan. The emphasis is on strategies for land use, transportation, and community character, as these topics most influence the technical modeling of traffic, noise, air quality and greenhouse gas emissions, and utility demand to be done in the next phase of the work.
Community engagement is a vital component of the project, and to date, over 2,350 Chino residents have weighed in on their priorities and preferences for the future. Early phase outreach led to the creation of a set of Guiding Principles that describe the kind of community Chino residents and businesses would like to see in 2045. Then, between May 2023 and June 2024, more than 1,300 Chino residents weighed in on potential land use, transportation, and design concepts for the key areas.
The concepts respond to market opportunities and represent strategies for helping to achieve the shared vision for the future described in the Guiding Principles. Outreach activities included two open house meetings, presentations to various groups and organizations, a community-wide online survey, and "pop-up" outreach at events around town.
Based on feedback from the Planning Commission and City Council, the Preferred Plan will be refined and used to guide the preparation of the full Draft General Plan during Phase Three. The Preferred Plan will also serve as the basis for technical modeling of traffic, noise, air quality and greenhouse gas emissions, and utility demand through 2045.
The ideas and concepts in the Preferred Plan do not necessarily represent the final policy direction to be included in the General Plan; rather, they are intended as a starting point for discussion and refinement. During Phase Three, the concepts will be reviewed further with community input and incorporated into the Public Review Draft General Plan, anticipated for release in spring 2025.
