FOLSOM CITY COUNCIL ADOPTS FY 2024-25 BUDGET AMID FISCAL CHALLENGES | |
At its June 25 meeting, the Folsom City Council adopted a $247 million operating budget and capital improvement plan for the 2024–25 fiscal year that takes effect July 1.
The spending plan maintains essential services in a constrained fiscal environment. For the first time in over 20 years, the budget draws from emergency "rainy day" reserves, outside of a recession, to fund high priority needs.
"We face a challenging fiscal environment where expenses are outpacing revenues, and the city is dealing with increasing infrastructure and maintenance demands that lack dedicated funding," said City Manager Elaine Andersen. "Continued control over expenditures and a focus on core priorities has been and will continue to be critical in delivering high-quality services to our community while remaining fiscally sustainable."
Despite financial constraints, the budget focuses on maintaining essential services and addressing immediate community needs.

NEW WASTE COLLECTION ROUTES BEGIN IN JULY | The City of Folsom Waste and Recycling Division is implementing new collection routes to operate and deliver services more efficiently. Beginning the week of July 22, many Folsom households will see their waste collection day change. Affected residents will receive a notification by mail. Updated collection schedules are also available on the city’s website and waste collection app. Search “Folsom waste collection” in the Apple App and Google Play stores to download the app and view the schedule. SUMMER OF MUSIC CONCERTS CONTINUE | |
The free Friday evening concert series continues at Folsom City Lions Park! Bands play from 7 to 9 p.m.; bring a picnic or purchase food and treats from a variety of food trucks at each concert.

GALLERY AT 48 NATOMA HOSTS “THE FOREST FLOOR” ART EXHIBIT RECEPTION
The Gallery at 48 Natoma hosts a free public reception from 6 to 8 p.m. Friday, June 28, for the new “The Forest Floor” exhibit. The exhibit features moss art by Kifumi Keppler, botanical illustrations by Kristin Jakob, and photography by Timothy Boomer. The art exhibit continues through August 29. In the adjacent Community Gallery, works by Folsom Art Center students and faculty will be on exhibit from June 13 through August 15. The reception includes live music and light refreshments. The galleries are located in the 48 Natoma Senior and Art Center; viewing hours are from 9 a.m. to 4:30 p.m. Monday through Friday and from 6 to 8 p.m. Tuesday and Thursday evenings.

The City of Folsom enforces stricter penalties for illegal fireworks usage. The Folsom City Council adopted a social host ordinance that levies $1,000 fines against property owners that either use or allow the use of illegal fireworks on their property. Calls for service increase dramatically on July 4, and emergency response resources are stretched extremely thin. During the holiday weekend, use 9-1-1 for emergencies only, like an active fire, injury, or an immediate threat to people or property.

FOLSOM FIREWORKS STANDS TO OPEN | |
Celebrate with a sparkle and give back to our community this Fourth of July! Support local organizations by purchasing your fireworks from neighborhood stands, which fund important community causes. Visit the Folsom Fire Department’s website for a list of fireworks booth locations and community organizations. Fireworks stands open as early as Friday, June 28. | |

The Folsom Fire Department offers these important tips to stay safe this Fourth of July:
- Be sure to purchase “Safe and Sane” fireworks that display the State Fire Marshal’s seal.
- Store fireworks in a cool, dry place.
- Always read the directions and warning labels on fireworks. If a device is not marked with instructions and a warning label, do not light it.
- When using legal fireworks, only set them off outdoors in a clear area that is away from homes, dry leaves, grass, and other flammable materials.
- Always supervise children around fireworks.
- Do not try to relight or handle malfunctioning fireworks.
- Always have a bucket of water and/or a fire extinguisher nearby. Know how to operate the fire extinguisher properly.
- Fireworks are prohibited in all city-owned properties and parks except at the Lembi Community Park parking lot. The use of fireworks on all trails and open spaces in the City of Folsom is prohibited.

KEEP YOUR PETS SAFE AND SECURE ON THE FOURTH OF JULY | |

Get your pet ready for the Fourth of July. While the loud noises and bright flashes may bring a smile to our faces, fireworks can be very stressful for pets, often prompting them to escape in search of a calmer environment. In fact, more pets go missing on the Fourth of July than any other day!
To keep your pets safe this Fourth of July:
- Ensure that licenses and microchips are up-to-date with current contact information.
- Make sure pets are wearing properly fitted collars with identification tags.
- Keep pets indoors or in a secure location during fireworks displays.
- Before bringing pets inside, ensure they have had plenty of exercise.
- Create a calming environment with ambient noise from a television, radio, or air conditioner.

NATIONAL NIGHT OUT RETURNS AUGUST 6 | |
National Night Out will be celebrated throughout Folsom and in cities around the country on Tuesday, August 6. It may look like potlucks and ice cream socials, but National Night Out events bring neighbors and first responders together to help build a safer community. Want to participate? Get a group of neighbors together and gather on your driveway or street. Neighborhoods hosting celebrations are encouraged to register their National Night Out event by Wednesday, July 17 at www.folsom.ca.us/police. FOLSOM WATER VISION MEETING JULY 16
The Folsom Water Vision project is a planning effort to guide the management of the city’s water resources over the next 50 years. The project will help the city evaluate water supply alternatives to proactively plan for increased droughts, flood events, rising temperatures, and other challenges. The community is encouraged to attend the third in a series of meetings to learn about the project and share needs, interests, and goals for creating a resilient water future.

The City of Folsom residential Green Bin Program, introduced in 2022 to comply with SB 1383, has reached a milestone as the city recognizes the program’s second anniversary. Since the program’s inception, participation has steadily increased.
Since July 2022, Folsom residents and businesses have collectively diverted over 25,000 tons of organic material from the landfill!
Residents are encouraged to continue the progress by collecting food scraps and food-soiled paper in a clear plastic or compostable bag and tossing it in their Green Bin, along with loose yard trimmings for weekly pick up. This diversion not only provides a valuable feedstock for compost production but also helps to reduce greenhouse gas emissions.
Folsom residents can benefit from the city’s commitment to sustainability. Free compost and mulch are available year-round at two locations: behind City Hall at 50 Natoma Street and at the Hinkle Creek Nature Trail, next to Fire Station 36 at 9700 Oak Avenue Parkway. City administrative offices will be closed Thursday, July 4 in observance of Independence Day. For urgent city issues, call 916-461-6400. Call 9-1-1 for life-threatening emergencies.
- Garbage service will be provided as usual; please place your cans curbside by 6 a.m. on your regular day of service.
- The Folsom Fire Department administrative services located at 535 Glenn Drive will be closed.
- The Folsom Police Department administrative services and lobby located at 46 Natoma Street will be closed.
- Transit services through the Folsom Stage Line operated by SacRT will not have service.
- The Folsom Public Library is closed.
- The Folsom City Zoo Sanctuary is closed
- The Andy Morin Sports Complex is closed
- The Steve Miklos Aquatic Center is open for recreation swim from 1 to 5 p.m.
- The FIDO Field Dog Park will be open from 7 a.m. to one hour after sunset.
- The Folsom Skate and Bike Parks are open from 9 a.m. to 12 p.m.
- The Folsom Senior Center, Folsom Art Center, and Gallery at 48 Natoma are closed.
