CITY WORKS DAY MAY 15

Hop into the cab of a Folsom garbage truck, climb aboard a fire engine, make it rain on a stormwater table, and participate in other fun interactive activities at City Works Day Wednesday, May 15. This popular and free annual event is designed to encourage residents to discover and learn about the City of Folsom’s wide variety of public services.

City Works Day will showcase work vehicles, such as tractors, trucks, cars, and emergency response vehicles, for viewing, exploring, and even honking. City staff will be stationed at each attraction to share knowledge about City of Folsom programs and professions.

CITIZENS GROUP SUBMITS SIGNATURES TO PLACE ‘FOLSOM RESIDENTS PUBLIC SAFETY AND QUALITY OF LIFE ACT’ ON NOVEMBER BALLOT

On April 30, a citizen-led community group submitted signatures to the City of Folsom to place a special sales tax on the November 2024 ballot. The initiative, titled the “Folsom Residents Public Safety and Quality of Life Act,” seeks to increase the sales tax of taxable merchandise sold at retail stores in the city by one percent (i.e., one cent of every dollar spent).

The initiative proposes a special sales tax, from which the revenue would remain in Folsom and be deposited into a special city account separate from the general fund for the city to use only for the following specific purposes:

  • Police and crime reduction
  • Fire, rescue, and emergency services
  • Parks, recreation facilities, and trails
  • Traffic mitigation and environmental water quality
  • Community enhancement and economic development
  • Major capital improvement projects

The signatures were submitted to the City of Folsom City Clerk’s Department for preliminary review. The City Clerk’s Department then submitted the petition to the Sacramento County Voter Registration and Elections Office for signature verification.

If the County Voter Registration and Elections Office certifies that the initiative qualifies for placement on the November ballot, the City Council will take action to formally place the measure on the November 2024 election ballot for Folsom voters to decide.

FREQUENTLY ASKED QUESTION: SALES TAX REVENUE

The City of Folsom is committed to keeping our community informed about the city's financial challenges and answering community questions about the budget.

Question: What are the impacts of the current slowed sales tax growth?

Answer: Sales tax revenue—one of the city's primary revenue sources—no longer covers the cost of providing services or maintaining the city's aging infrastructure.

Sales tax is a critical revenue source for the city, but its growth rate has slowed in part due to changing consumer behavior and the impacts of online shopping.

The city's sales tax growth rate averaged approximately 6% annually from Fiscal Year 2010 through Fiscal Year 2018. However, since then, it has decelerated significantly to a more modest growth rate of around 2.3% per year.

The slowed sales tax growth and rising costs create a structural deficit, making it fiscally unsustainable to maintain current services beyond Fiscal Year 2024-25 without additional revenue.
