EMERGENCY PREPAREDNESS
Several members of the City's Management team including City Manager Alexander Meyerhoff, Deputy City Manager/Director of Finance Nick Kimball, Director of Public Works/City Engineer Director Yazdan Emrani, and Director of Recreation and Community Services Julian Venegas, recently participated in advanced emergency preparedness training.  The Essential Emergency Management Concepts training was conducted under the auspices of the State Office of Emergency Management. Training was conducted at the City of Los Angeles Emergency Operations Center (EOC). 

Essential Emergency Management Concepts: All Hazards Training introduces participants to key emergency management concepts to enhance their capabilities to work in a  local, operational area, regional or state Emergency Operations Center (EOC). Course essentials include Essential EOC Section/ Position training, Essential EOC Action Planning and a series of table top and functional exercises. Additional department heads and supervisors will attend this important CalOES training during the next training cycle in 2019.

LONG-TERM LEASE APPROVED FOR SAN FERNANDO COMMUNITY HEALTH CENTER
On November 19, 2018, the City Council approved a long-term lease with San Fernando Community Health Center for the City-owned site at 732 Mott Street. The lease will enable San Fernando Community Health Center to continue to provide vital healthcare services in San Fernando through 2028 and beyond. 

San Fernando Community Health Center's mission is to provide high-quality state-of-the-art health care services, as well as prevention and education services in a supportive atmosphere to every person, particularly the most vulnerable of the San Fernando Valley, regardless of religion, race, age, sex, or personal income. It provides preventive, primary, and specialized healthcare to general community, homeless and underserved families by offering medical, dental, mental health, enabling and health education services.

PLANNING AND PRESERVATION COMMISSION MAKES RECOMMENDATIONS ON COMMERCIAL CANNABIS
On November 7, 2018, the Planning and Preservation Commission adopted a resolution making recommendations to the City Council regarding the proposed Cannabis Ordinance. The Proposed Cannabis Ordinance would establish both regulations and a discretionary review process for the allowance of medicinal and adult use commercial cannabis cultivation, distribution, manufacturing and laboratory testing within select zones. As proposed, cannabis businesses would be requested to be at least 450 feet from day cares, youth centers, and K-12 public and private schools.

The Commission recommended two amendments to the City Council's original proposed Cannabis Ordinance. First, while the proposed Cannabis Ordinance prohibits medicinal and adult use commercial cannabis retail (both storefront dispensaries and non-storefront delivery services), the Commission recommended an amendment to allow and regulate non-storefront retail delivery services within the City. Second, the Commission recommended an amendment to allow and regulate microbusinesses. The City Council now has the authority to consider all input, including public comment and recommendations from the Planning and Preservation Commission, to ultimately determine and adopt final Cannabis Ordinance regulations.

MEASURE "A" COMMUNITY ADVISORY COMMITTEE
On November 19, 2018, the City Council approved the formation of a Measure "A" Community Advisory Committee to review the Annual Measure "A" Report and provide general recommended budget priorities for the use of Measure "A" funds during the annual budget process. 

The committee will be made up of two residents, up to two business owners, up to two labor representatives, and one at large member.  The Committee is expected to meet at least twice per year. Anyone interested in serving the community on the Measure "A" Community Advisory Committee is encouraged to apply.  Applications can be found on the City website ( http://ci.san-fernando.ca.us/commissions-boards/).
INDEPENDENT FINANCIAL AUDIT
During December 2018, the Finance Department will be working with the independent third party audit firm, Van Lant & Fankhanel, LLC, to finalize the audited financial statements for the fiscal year ending June 30, 2018. The audited financial statements will be available as part of the City's Comprehensive Annual Financial Report (CAFR) in January 2019.

LABOR NEGOTIATIONS
The City is continuing labor negotiations with the San Fernando Police Civilians' Association and San Fernando Management Group for successor Memorandums of Understanding (MOUs) to update MOUs for both groups, which expired on June 30, 2018.

31st ANNUAL CHRISTMAS BASKETS PROGRAM
The Police Department and the San Fernando Police Advisory Council are accepting donations of new children's toys (ages infant to 12 years old) and financial contributions for food purchases. 

Since it's inception, over 42,080 toys and 189,000 lbs. of food have been distributed by Police Officers and City personnel to families in need within the City of San Fernando. 

COMMERCIAL BURGLARY/ ILLEGAL MARIJUANA GROW
On November 11, 2018, Patrol Team-4 Officers responded to a silent burglary alarm located at 1925 First Street. Upon their arrival, Officers discovered evidence of forced entry to the building and immediately setup a perimeter.  A search of the interior of the building resulted in the discovery of an illegal marijuana grow.  A search warrant was obtained and the Officers seized 810 marijuana plants in various stages of growth.  A criminal investigation is currently in process for this illegal activity.
POLICE DEPARTMENT JAIL INSPECTION
On November 14, 2018, Los Angeles County Health Department conducted its annual  inspection of the Police Department's jail and food facility. After several hours of inspecting food and jail documents and physical inspection of the facility, the inspectors were very pleased and commented on staff's diligence in maintaining the facility. The Police Department's Dispatcher/Jailers are to be commended for their professionalism and dedication to duty in maintaining the Police Departments jail facility, along with the other duties in which they are responsible.
THANKSGIVING OUTREACH
On November 17, 2018, the Police Department and the San Fernando Police Department Clergy Council were pleased to partner with Awaken LA Church, First United Methodist Church of San Fernando and the Faith Center of San Fernando to provide complete Thanksgiving meals to over 100 needy families in the City. With the generous donations that were collected and the tireless work of volunteers, the Police Department was able to reach out to meet the needs of the community in a substantial way, displaying compassion and genuine concern for the wellbeing of San Fernando residents. It is wonderful to see members of the community giving their time and resources to help take care of their own, and it is staff's hope this is a sustainable service ministry for many years to come.

NEW METROPOLITAN WATER DISTRICT (MWD) REPRESENTATIVE FOR SAN FERNANDO
On November 6, 2018, Yazdan Emrani, Director of Public Works/City Engineer was sworn in as a Director for the MWD. MWD serves water to 19,000,000 Southern California residents. Mr. Emrani fills the seat vacated by Mayor Sylvia Ballin. Mayor Ballin was pleased to nominate Mr. Emrani to represent the City. In addition to serving on the Board of Directors, he was assigned to the following Committees: Audit and Ethics; Communication and Legislation; Facilities Naming Ad Hoc; and Organization, Personnel and Technology. He will do an outstanding job representing the interests of the City of San Fernando on the MWD Board of Directors.

SAN FERNANDO ROAD STREET IMPROVEMENTS
The Public Works Department is currently soliciting bids for the second part of the Community Development Block Grant (CDBG) San Fernando Street Improvements for San Fernando Road between South Huntington St. and San Fernando Mission Blvd. The work will include sidewalk repairs, access ramp upgrades and repaving of the street. Bids have been received and a contractor has been selected. It is anticipated work will commence in February 2019.

MARIACHI MASTER APPRENTICE PROGRAM (MMAP)
MMAP was honored to receive a surprise visit from Daniel Sheehy, Ph.D. at their class on November 27, 2018.  Mr. Sheehy met and interacted with over 50 of students and was very impressed with their level of musicianship.

Dan Sheehy was Director and Curator of the nonprofit record label  Smithsonian Folkways Recordings and oversaw the Folkways collections of the Ralph Rinzler Folklife Archives and Collections. In June 2015, Dan was named a 2015 National Heritage Fellow by the National Endowment for the Arts, for making "a significant contribution to the preservation and awareness of cultural heritage." In April 2016, he was awarded a prestigious John Simon Guggenheim Fellowship.

An ethnomusicologist and folklorist, Dan was appointed curator and director of Smithsonian Folkways in 2000. He is author of  Mariachi Music in America: Experiencing Music, Expressing Culture  and co-editor of the  South America, Mexico, Central America, and the Caribbean  volume of the Garland Encyclopedia of World Music. Under Sheehy's direction, Smithsonian Folkways has published more than 200 recordings, including the 10-volume  Music of Central Asia  series, the  African American Legacy Series  (co-sponsored by the Smithsonian's National Museum of African American History and Culture), and the  Tradiciones/Traditions Series  of signature music from Latin America and Latino USA.

Before joining Smithsonian in 2000, Dan served as director of Folk & Traditional Arts at the National Endowment for the Arts (1992-2000) and staff ethnomusicologist and assistant director (1978-1992). A former Fulbright-Hays scholar in Veracruz, Mexico, he earned his Ph.D. in ethnomusicology from UCLA.

ALL INCLUSIVE ZUMBA FITNESS CLASS
A new Zumba class will be introduced soon as part of the Zumba Pass. The new class will focus on individuals with limited mobility and special needs.  Zumba instructor Leilani Ayson will lead the class and has several years of experience working as an Adaptive Physical Education teacher with LAUSD.

YOUTH BASKETBALL PROGRAM: WINTER 2018
Player evaluations were held on November 28, 2018. The evaluations consisted of a skills test that allows coaches to rank potential players ability to dribble, pass and shoot. In December 2018, the coaches will gather by division for the Winter 2019 Draft. During the draft the coaches select their players and formulate their teams for the season.

Practices will begin the week of December 17, 2018, and games will begin after the New Year holiday.

YOUTH SOCCER PROGRAM 2018
  • Kidz Love Soccer will provide instructional clinics for participants between the ages of 2 and 10 years old. Clinics are divided by age groups: Mommy/Daddy and Me for ages 2 - 3 1/2; and Tot/Pre Soccer for ages 3 1/2 - 5, 5 - 6, and 7 - 10. 
  • During December 2018, Monday Futsal at Las Palmas Park will have pickup games to get the community interested in the Youth League that will start in Spring 2019. Games will target middle school aged youth between the ages of 11-14 and run for 20-minute sessions. The Program is free, but a parent or guardian must sign a waiver.

NATIONAL PARKS WORKSHOP UPDATE
The National Parks Conservation Association (NPCA) co-hosted a workshop to teach San Fernando residents the importance of advocating for National Parks. Laura Torres from NPCA led the workshop and gave updates on the impact that the recent wildfires have had on local National Parks. An update was also provided on Paramount Ranch, which was one of the Department's trip destinations approximately two months ago.
