Election Day is Tuesday, March 3, 2020 and Measure MJ (consideration to ban all marijuana/cannabis business activities) is on the ballot.
- A "YES" vote will ban the City Council from permitting marijuana storefront dispensaries and other cannabis business activities in the City.

O'MELVENY ELEMENTARY VISITS CITY HALL & POLICE DEPARTMENT
It’s never too early to learn about local government! On January 30, 2020, Councilmembers Ballin, Mendoza, and Gonzales, and City Department Heads greeted Mrs. Herrera’s and Mrs. Gutierrez' Kindergarten Classes from O’Melveny Elementary as they visited City Hall and the Police Department.
The kids, teachers, and chaperones enjoyed a brief discussion on the importance of each department in the City and the upcoming Census 2020. To make their trip more memorable, each kid sat at the dais as an honorary Councilmember and received a goodie bag filled with pencils and coloring items from the Metropolitan Water District as well as an “#iCount” button. The tour finished off with an informative and exciting meet and greet (and pet) session with San Fernando Police K-9 Officer Dominguez and his K-9, Loki!

SPEAKING OF CENSUS 2020!
Did you know that, in addition to determining how many representatives each state has in Congress, federal funding for programs such as school nutrition, job training, senior and foster care, and medical insurance programs are all provided based on Census data? That means if you do not complete the Census in April 2020, you will not be counted; San Fernando will not get the full amount of funding that is needed to provide service to everyone that is eligible and California will not get the full representation in Washington, D.C. to ensure an equal voice in national policy.
The Census is completely confidential and individual responses cannot be used by the City or any other Government Agency.
Be sure to complete the Census online or at one of the many Census Action Kiosks throughout the City in March 2020 and April 2020 and show everyone that

PLANNING AND PRESERVATION COMMISSION
On January 13, 2020, the Planning and Preservation Commission conducted a public hearing for a project at 649-655 Fourth Street, a 30,055 sq. ft. lot located on the northwestern corner of Jessie Street and Fourth Street.
- The Commission approved a side yard setback Variance and Site Plan Review for the development of a 12,300 sq. ft. industrial building including 524 sq. ft. of office area.
- The Commission also recommended to City Council approval of a General Plan Amendment and Zone Change in order to change the current R-1 (Single Family Residential) zone to M-1 (Limited Industrial) zone. A public hearing before the City Council to consider approval of the General Plan Amendment and Zone Change will be scheduled at a future time.
The regularly scheduled Planning and Preservation Commission meeting for February 10, 2020 has been cancelled. The next regular monthly meeting for the Commission is scheduled for Monday, March 9, 2020.

Simplify your life and avoid late fees at the same time by signing up for AutoPay and have your Water Bill debited directly from your account automatically. There is no charge to you from the City, but some financial institutions may charge a fee for electronic fund transfers (ask your bank regarding any possible fees). You may also pay your Water Bill in person at City Hall; acceptable payment methods include cash, check, and debit card ($1.50 processing fee for debit card transactions). INCREASE IN WATER RATES
Beginning in January 2020, water rates will be increasing. Residents should starting seeing an increase in their billing rates in February 2020 with the November 2019 – January 2020 billing period.
The City has a new low-income bill assistance program for qualified residents. Please check your February 2020 water bill for additional details on eligibility and an application for this program.

NARCOTICS ARREST & SEARCH WARRANT
On January 10, 2020, at approximately 10:55 pm, Officers Esquivel and Robles were conducting extra patrol at Pioneer Park when they observed a male and female within the park area after hours. During the Officers investigation and contact with both subjects, they located a large amount of amount of methamphetamine. The male was arrested for possession of narcotics for sale and he was also determined to be a local business owner within the City. As a result of this arrest, a search warrant was obtained and executed at the business, but no illegal activity/narcotics were located.

NARCOTICS ARREST & SEARCH WARRANT
Over the past several months, Officers have worked diligently to address criminal activity taking place in the 1300 block of Third Street. During the weekend of January 11, 2020, Officer Zibli made two arrests of females in possession of narcotics. Based on these arrests and the proactive police activities, a search warrant was obtained.
During the morning of January 22, 2020, several Officers and Detectives executed a search warrant for a residence in the 1300 block of Third Street. Two individuals were arrested at the location: one for an outstanding felony and no bail warrant; and the other (the resident) for being a convicted felon in possession of narcotics, drug paraphernalia and a felon being in possession of ammunition and high capacity firearm magazine.

TRAFFIC/PARKING CITATION UPDATE

ANNUAL STREET RESURFACING PROJECT 18-19
The City’s Contractor, Excel Paving, has completed water installations, sewer lining and most of the hardscape, including sidewalk, curb and gutter, curb ramps and driveway for the Annual Street Resurfacing Project. The City and the Contractor are currently working on a schedule for the repaving of the following streets:
- N. Lazard St. between Fourth St. and Glenoaks Blvd.
- N. Workman St. between Glenoaks Blvd. and Seventh St.
- Alexander St. between Library St. and Lucas St.
- Lucas St. between N. Workman St. and Orange Grove Av.
It is expected that paving operations will be performed during the month of February 2020.

UPDATE ON GLENOAKS BLVD. PROJECT
GRBCON finished constructing the sidewalk on the north side of Glenoaks Blvd. from Harding Ave. to Orange Grove Ave. The first phase of the Glenoaks Boulevard Project, consisting of sewer and water main upgrades, is complete. The second phase of the Glenoaks Boulevard Project, from West City Limit to East City Limit, consists of concrete improvements, median construction, street resurfacing, striping and signage, and traffic signal upgrades. All-American Asphalt is the contractor for the second phase. Work is tentatively scheduled to begin in February 2020.

CITY-OWNED PARKING LOT PROJECT
During January 2020, landscaping improvements were completed at Parking Lot Nos. 3, 11, and 12. Improvements were made to a total of four City-owned parking lots, including Parking Lot No. 4. The landscaping improvements were completed in two phases. The first phase consisted of removing dying and diseased trees and bushes and repairing damaged concrete islands. The second phase of the improvements focused on replanting of trees and bushes at the four parking lots using the xeriscape approach. The objective of xeriscaping is to plant various species of trees and bushes which are native to the region, drought-resistant and arranged in an efficient manner leading to a reduction in both water use and maintenance costs. The types of trees and bushes that were planted within the four parking lots includes: Palo Verde trees, Date Palms, Blue Glow Agave and Smooth Agave.

BALL FIELDS
The season for ball field repair is here and the Facilities Division has started the process at Las Palmas Park. Staff hopes to return the fields to a safe and great looking condition. This year Public Works Maintenance Worker Louie Lopez, the caretaker at Las Palmas Park, started the field repairs in December 2019 with fencing, aerating, seeding and compost fertilizing. Staff starts as early as possible in order to allow as much time for the grass to recover not only in filling in, but in order to become stronger and healthier.
Pioneer park field maintenance started late November 2019, once the Facilities Division was notified that the San Fernando National Little League had concluded their season. Public Works Maintenance Worker Miguel Flores, park caretaker for Pioneer Park, began the field repairs with thatch mowing and removing the lip formed around the edges. Once this process is finished Miguel will fence in, re-seed and compost fertilize the infields. Both fields will need to sit idle as the seed germinates and grows to a hardy state. Once this has taken place and two weeks before the new baseball season starts, staff will sod cut all the edges, back fill all the areas that need infield soil (such as the base lines).
In many youth baseball leagues, there simply isn’t a budget for field maintenance. The league and its players rely on the generosity of coaches and volunteers to help get the field ready and in safe playing condition. It’s a true community effort that helps kids come together to play ball, have fun and learn valuable life lessons and skills through sports.
Of course, while youth baseball coaches and volunteers have the best intentions, they aren’t always experienced field managers. There’s a lot that goes into properly maintaining a baseball field, that’s why it’s so important for all involved in maintaining the baseball field to take the time to learn the basics of athletic field maintenance. This way, everyone can do their part to provide safe, sustainable playing grounds for baseball.
The Facilities Division will have a Baseball Field Training session with each league in order to help the leagues learn how to maintain a good field condition.

COMING SOON - NEW ONLINE REGISTRATION PORTAL!
The Recreation and Community Services Department is pleased to announce a new online registration portal is coming soon. Patrons will be able to access the online portal to register for activities, get updates on enrolled classes, and signup for citywide special events. The online portal is scheduled to go live in early Spring 2020.
To get started with the registration process, a primary household account must be created and include all pertinent information such as name, address, age, emergency contacts, etc. This information will automatically be placed on registration forms and receipts when checking out. Family members may be added to the primary account once it has been created.
The site will also allow account holders to view a facility rental availability, submit a request for approval and make a payment. Although the online transactions are a convenient way to register and get the information about programs, the Department will continue to conduct business over the counter in a courteous and professional manner. The City is excited to offer this new and convenient customer experience.

NEW! MISSION CITY PONY BASEBALL LEAGUE
A new Pony Baseball league is forming for youth in and around the Las Palmas Park community. Registration is now being accepted for the new Mission City Pony Baseball League! Division include: T-Ball (ages 3 to 4), Shetland (ages 5 to 6), Pinto (ages 7 to 8), Mustang (ages 9 to 10), Bronco (ages 11 to 12), and Pony (ages 13 to 14).

YOUTH BASKETBALL WINTER LEAGUE
The Youth Basketball Winter League began on January 11, 2020, with 11 teams in three age divisions: Rookies (ages 7 to 8), Magic (ages 9 to 10) and Legends (ages 11 to 14). Teams will play a total of eight weeks with two additional weeks of playoffs and championship games. All games are played on Saturday mornings starting at 9 am at Recreation Park. ADULT SPORTS SPRING LEAGUE
Registration for the Adult Sports Spring Leagues kicks off in February 2020. LOS ANGELES REGIONAL FOOD BANK
The Los Angeles Regional Food Bank offers a monthly food package distribution program at Las Palmas Park. On the first Monday of the month, eligible seniors ages 60 and over are provided with a free food kit with specific nutritional needs such as meats, canned fruits and vegetables, dry milk and related products, cereals and other grain products, and much more. PARKS, WELLNESS AND RECREATION COMMISSION
The Parks, Wellness and Recreation Commission met for their regular monthly meeting on January 14, 2020. Cultural Arts Liaison, Raul Herrera, reported to the Commission on the San Fernando Mesoamerican Ballgame Team, which recently traveled to Cancun, Mexico, held daily workouts, and participated in the International HipBall Tournament in Belize. Other items discussed at the meeting included a presentation of the new program/activity registration system, an update on Las Palmas Park renovations, discussion on starting a Community Theatre Program and details on the new Mission City Pony Baseball League which will begin in mid-March 2020.

HOMELESS CONNECT DAY
The Homeless Connect Day was held on January 16, 2020, at Las Palmas Park. A variety of valuable services and resources were made available thanks to the collaboration of the County of Los Angles, the City of Los Angeles, the State of California and numerous non-profit agencies. Over 100 individuals took advantage of the valuable services and information provided.

TUTCINT YOUTH EMPOWERMENT PROGRAM
The Tutcint Youth Empowerment Program’s first cohort began on Dec. 3, 2019. Currently, 27 teenage youth (between the ages of 13 and 17) are enrolled in the program. Approximately 15 to 18 youth attend the program regularly and of these participants, none are on probation or have Department of Children and Family Services (DCFS) involved.
Staff is in the process of working towards establishing a referral system with DCFS in the surrounding areas.
Programming with youth is held on Tuesday and Thursday and alternating Saturdays in the Learning Center at Las Palmas Park. Facilitators come in from various organizations. This has proven to be fruitful as it has positive impact on our youth. The Tutucint staff is appreciative of the support provided by the Las Palmas Park staff.

The Las Palmas Park Senior Club will be hosting an excursion to Pechanga Casino on February 23, 2020. The bus will depart from Las Palmas Park at 10 am and return at 7 pm.
