Planning Commission to Consider Main Street Outdoor Uses Program

On April 15, 2024, the City of Seal Beach Planning Commission will consider a Main Street Outdoor Uses Program. The Program aims to allow ground-floor businesses to set up small outdoor dining spaces and limited enhancements in the public right-of-way to enhance the appeal of Main Street to visitors and provide businesses with an opportunity to increase their visibility and attract more foot traffic. Program implementation requires an amendment to the Main Street Specific Plan, creating a streamlined permit process. The Program will be considered at a Public Hearing on Monday, April 15th, 2024, at 7:00 PM in the City Council Chambers (211 8th Street, Seal Beach, CA 90740). Public input is encouraged.

Public Works

Annual Main Street Paver Project

The annual Main Street paver project started with the replacement of various brick sidewalks along Main Street. The project includes removing uneven brick pavers, leveling the surface below, and resetting the pavers to create a smooth surface. This project reduces trip hazards and creates a safer walking surface for the community.

Pedestrian Improvement Project

The Pedestrian Improvement Project (O-ST-4) at the southerly corner of Central Way and 1st Street was completed on April 2, 2024. The project included the installation of a painted crosswalk with flashing beacons, an upgraded accessible curb ramp and new drought-tolerant landscaping.

MWDOC WUE Meeting and Garden Tour

Staff attended MWDOC’s Water Use Efficiency Workgroup meeting held in Trabuco Canyon to discuss the recent updates from the State Water Board on water use efficiency standards and regulations as well as other local water use efficiency updates. Prior to the meeting, the workgroup toured Vera’s Garden which was formed following a five-year landscape rehabilitation project by a local group of volunteer gardeners who transformed over 12 acres of foreign invasive landscape using only “waterwise” California native plants and native trees. Other features and installations throughout the garden include rain barrels, decomposed granite (DG) pathways and patios, matched precipitation (MP) rotator sprinkler systems, swales, native oak trees, a compost system, raised beds for improved drainage, an avian garden, and a pollinator garden. Available MWDOC water use efficiency programs including educational classes, performance reporting, water use surveys, and a variety of consumer incentives for indoor and outdoor water-efficient devices for residents and businesses may be found at: https://www.mwdoc.com/save-water/water-use-efficiency/

Zoeter Park Renovation

The next stages of the Zoeter Dog Park renovation have been completed. The City’s contractor aerated, reseeded, and topsoiled the area, which will ensure that grass will be fully grown within four to eight weeks.

Installation of New Street Signs

Staff recently inventoried the street name signs throughout the City. Replacement signs were ordered and are now being installed.

Replacement of Flashing Stop Sign

For continued safety of children during school hours and pedestrians throughout the day, staff replaced the standard stop sign located directly in front of J.H. McGaugh elementary school, with a flashing LED stop sign, as pictured below.

Pavement Striping and Refresh

Pavement striping and legends were recently refreshed to enhance visibility. The focus of the restriping included stop signs, stop legends, crosswalks and bike lanes along Ocean Avenue, Electric Avenue, and throughout the Old Town area.

New Base Water Meter replacement

Internal components of water meters can wear down over time, leading to reduced accuracy in measuring the amount of water consumed. This can result in inaccurate billing and potential water loss. Therefore, it is important for staff to regularly inspect and replace water meters to ensure accurate measurement of water consumption. As such, staff recently replaced the old 10-inch meter that services the southerly portion of the Navy Base with a highly accurate electromagnetic flow meter.
