Seal Beach Acquires Fully Funded Oil Spill Response Trailer

The City of Seal Beach is proud to announce the acquisition of a fully funded oil spill response trailer, a crucial asset for safeguarding our coastline. This achievement is the result of a coordinated effort spanning over a year, led by City Manager Jill Ingram and involving the Seal Beach Marine Safety Department, the California Department of Fish and Wildlife’s Office of Spill Prevention and Response (OSPR), the Seal Beach Police Department, and Senator Janet Nguyen's office.


The initiative began following the October 2021 oil spill incident that significantly impacted Huntington Beach and the Orange County coastline. Recognizing the need for enhanced local preparedness, City Manager Ingram spearheaded the city's efforts, collaborating closely with all involved parties to secure this vital equipment.



AB 1658, introduced as part of these efforts, encourages local governments to create or update their oil spill response plans to align with state and federal contingency plans. Through this bill, the City of Seal Beach received a grant from OSPR. The trailer was delivered last Wednesday, accompanied by a full day of comprehensive training for the Seal Beach Marine Safety Department lifeguards. This training equips our lifeguards with the skills and knowledge necessary to effectively deploy the equipment and respond swiftly in the event of an oil spill, ensuring that our community and environment are well-protected.


An official ribbon-cutting ceremony is expected to take place with Senator Nguyen in September, marking the formal introduction of this essential resource to our community.

2024 Municipal Election Information

Measure GG


After receiving feedback from hundreds of residents, the City Council voted unanimously to place Measure GG on the November 5, 2024 General Election ballot for voter consideration.

 

The City of Seal Beach has expended a significant amount of funds to comply with the state government’s unfunded mandates, affecting the City’s ability to provide and maintain services for residents. Additional resources will help Seal Beach address City services and priorities identified by the community, such as medical emergency response, public safety, and keeping beaches and other public areas clean and safe. Residents also identified protecting groundwater supplies, maintaining 911 response, addressing homelessness, and repairing deteriorating transportation infrastructure as budget priorities.

 

Measure GG is a locally controlled ½ cent sales tax that would generate local funding for vital services in Seal Beach if enacted – providing local funding that cannot be taken by the State.

 

All Measure GG funding is subject to the City’s strict accountability provisions, ensuring public transparency on how City funds are spent. This includes online budget and expenditure reports and making annual independent audits available for public review. In accordance with the City Charter, the City Council annually conducts a public hearing as part of its consideration of the fiscal year budget. 100% of the revenue will stay in the City to benefit Seal Beach residents.

On Thursday, August 8th, the Staff Engagement Team organized a Trivia Lunch, in Council Chambers, which was a great success. This event was hosted by Anthony Nguyen, Community Services Coordinator. The goals of the Staff Engagement Team is to boost staff morale, promote health and wellness, develop inter/intra-departmental relations, get staff involved with the Seal Beach community, and to encourage professional development.

The Seal Beach Lunch Program is provided by Meals on Wheels Orange County (OC) at the North Seal Beach Center located at 3333 St. Cloud Drive. Fall 2024 Shoreline Brochure


The Fall 2024 Shoreline Brochure is available for viewing. Information for recreation classes, surf lessons, and aquatic programs that occur between September to December are all included in the Fall Shoreline. Viewers can click directly on the classes listed in the brochure and be taken to our online registration website. Registration can also take place in person at City Hall or by mail with check payable to the City of Seal Beach.

Department Highlights


There are currently 1,777 users registered for the Senior Transportation Program. The program is available for Seal Beach residents ages 60 years and older and consists of a pre-fixed shuttle route and Yellow Cab Taxi service. There are currently 379 pickleball members and 86 tennis members at the Seal Beach Tennis and Pickleball Center. To sign up for a membership, please contact staff at the Center, or call (562) 598-8624 for more information.

Pier Abutment Update


The Pier Concrete Restoration Project was substantially completed on August 20, 2024. The scope of work included waterproofing the deck, restoring concrete spalling, and restoring railing along the pier. Additionally, the project involved painting the abutment and installing four new custodial room doors.

Caltrans work on PCH to Re-Start September 4th


Caltrans expects to re-start construction operations on PCH just after the Labor Day weekend. Work will consist of continued concrete replacement at major intersections with new traffic signal poles and equipment followed by a full repaving of PCH. The project will take the next 9 months to complete in Seal Beach. Please expect lane/sidewalk closures along PCH and some full side street closures in the next month while the new signals are being installed.

Check Valve Replacement


On-going maintenance is in the works at the City’s Navy Reservoir. A booster pump failure required the replacement of a lever weighted check valve. Thanks to staff’s swift response and replacement of the check valve, the system is back on-line and fully operational.

Lifeguard Headquarters Fence


Due to consistent weather damage, the Lifeguard Headquarters fence needed urgent attention after one of the main posts failed. This caused the fence to break at ground level and tip over, creating a potential hazard by hanging into the lifeguard area. Staff responded swiftly by removing all damaged and weakened sections and replacing them with new black fencing.

Graffiti Removal


Staff was informed that a memorial bench adjacent to the Red Car and Mary Wilson Library was defaced by graffiti. Staff happily grinded off the graffiti and re-stained the bench.

Boeing Meter Replacement


Ongoing inspection of City infrastructure brought to light a need to replace a 10-inch water meter that services the Boeing complex. After much preparation and planning, staff was able to replace the large meter with minimal impacts to customers. Staff will return to the site to complete the concrete reconstruction.

Drinking Fountain at the Pier


A drinking fountain, located at the pier in front of the Police Department substation, decided to “take a break” earlier this week in the form of a leak. Staff answered swiftly and replumbed the drinking fountain, just in time for the final hot days of the summer.

Battalion 1 Firefighter of the Year - Blake Campbell


This year’s OCFA Firefighter of the Year for Battalion 1 is Blake Campbell. Firefighter Campbell has immersed himself within the organization this past year by participating in the Technical Rescue Truck (TRT) program, Live Fire Cadre, Cadet program, and assisting with the Handcrew. Blake has improved himself and his skill set by entering the TRT program that has allowed him to learn how to navigate low frequency/high risk incidents. Blake accepted an assignment with the Handcrew as the Engine Boss of a module where he can teach and mentor new crew firefighters. With his calm demeanor and quiet confidence he is a role model to new members of the organization whether from the wildland side or the structural side. We are proud to have Firefighter Blake Campbell as our Battalion 1 firefighter of the Year.

Special Event Permit Application Process Filing Times


Upcoming Changes – Effective September 12, 2024, there will be updated filing times for Special Event Permit Applications. If a special event is expected to have an attendance of fewer than 100 people, the filing time for the application will be 30 days before the proposed event date. If the expected attendance is 100 or more people, the filing time for the application will be 45 days before the proposed event date. The City of Seal Beach has partnered with SolarAPP+ to streamline the permit process for eligible small solar projects. SolarAPP+ is designed to provide a code-compliance check for the majority of residential, roof-mounted, retrofit photovoltaic systems. Oil Spill Boom Training


Last week, Marine Safety hosted a training on how to use our new oil spill boom that was secured through a grant from Senator Janet Nguyen's office. Now that we have our trailer, we will train all of our boat operators on its use.

This was the last week of summer as the Los Alamitos Schools and Long Beach Schools are now back in session. This time of year, our part-time lifeguard staff is also returning to school. Over the next month, we will slowly decrease our staffing, and at the end of September we will no longer have tower guards deployed.

  • Finalizing grant agreement with UASI for shared county resources with the City Attorney: Working to complete the grant agreement with the Urban Area Security Initiative (UASI) to secure funding for joint emergency preparedness efforts, including shared equipment and training resources with county agencies.

 

  • Attended Seal Beach parking coordination meeting: Participated in discussions on current parking challenges, enforcement strategies, and potential system improvements to enhance parking management and address community concerns.

 

  • Conducted physical fitness training and writing tests for the next round of police officer hiring: Administered physical fitness assessments and writing examinations to evaluate candidates’ physical readiness and communication skills, crucial for selecting qualified new officers.

 

  • Met with California Coastal Commission to discuss Coastal Development Permit for beach parking lots: Reviewed and discussed requirements for the Coastal Development Permit related to the beach parking lots, addressing compliance with coastal regulations and the environmental impact of proposed developments.

 

  • Captain Nicholas attended CPOA Law and Legislation committee meeting: Engaged in discussions about recent and upcoming legal changes affecting law enforcement, including new legislative proposals and their implications for police operations and departmental policies.
